The short answer: Adding a basement to a house in Islamabad or Rawalpindi costs approximately PKR 3,600 to 5,900 per square foot of basement area in 2026 for grey structure. For a typical 1,200 sq ft basement, budget PKR 43–71 lakh unfinished. Finishing it to habitable standard adds a further PKR 2,000–6,000 per sq ft. Excavation, retaining walls, waterproofing and ventilation are the four line items that separate a basement from an ordinary floor.
Basement costs are the single largest unpriced variable in twin-cities construction quotes. Every published cost guide mentions basements; almost none of them price one. That omission is why estimates for the same 1 kanal house range from PKR 3 crore to 8 crore across different builders' websites.

A basement is not simply another storey pushed underground. Five cost heads exist only below grade:

The premium band is corroborated from two independent directions. Hadi Anwar Developers' 2026 Islamabad cost guide puts the basement addition at PKR 800–1,400 per sq ft. Separately, QualityGhar's 2026 rate card quotes standard grey structure at PKR 3,000–3,600 per sq ft against basement grey structure at PKR 4,000–4,600 — a differential of about PKR 1,000 per sq ft, squarely inside the same band. Two different methodologies landing on the same premium is a reasonable basis for planning.

The most-repeated figure online is that a basement adds 15–20% to total construction cost — the number used by NextGen Calculators' construction estimator. We tested it against a floor-by-floor build-up using our own 10 marla construction cost figures.
Method A — percentage rule. A mid-finish 10 marla double storey costs PKR 1.6–2.3 crore. Add 15–20%: PKR 24–46 lakh.
Method B — build it as a floor. A 1,200 sq ft basement at PKR 2,800–4,500 per sq ft grey structure is PKR 33.6–54 lakh. Add the basement premium of PKR 800–1,400 per sq ft, or PKR 9.6–16.8 lakh: PKR 43.2–70.8 lakh, still unfinished.
Method B is 1.5 to 1.8 times Method A. The percentage rule lands roughly 35–45% low across the range, and the reason is structural: it treats a basement as a surcharge on an existing house rather than as a full additional floor with its own excavation, retaining and waterproofing costs. If a contractor quotes you a basement using a percentage of total, ask for the per-square-foot build-up instead.
Basements are permitted in Islamabad residential sectors, but the geometry is regulated. Under the Islamabad Capital Territory Building Control Regulations, published in the Gazette of Pakistan, the basement, vaults and cellars provisions limit how far a basement may project above ground and set out the security requirement where excavation adjoins an existing building — a guarantee calculated per square foot of the adjacent structure, or a written NOC from that neighbour. Deal & Deals' summary of CDA building control notes the exposure caps commonly applied in practice: no more than five feet above the lowest level of the front approach road, and no more than three feet above front yard level.
Islamabad's subsurface is not uniform. The Pakistan Council of Research in Water Resources describes the Islamabad aquifer as multi-layered, with clay and shale dominant at shallow depth and groundwater held in gravel and boulder layers of varying thickness. In practice:
Build one when you have a sloped plot that lets you daylight it, when you need covered area that FAR or bylaws will not let you add above ground, or when the intended use is high-value living space rather than storage.
Skip it when the plot is flat and low-lying, when the basement will realistically end up as a store room, or when the budget is tight enough that the same money would buy a better finish across the whole house.
