CDA Accelerates Islamabad Expressway and Other Road Development Projects

The Capital Development Authority says it is accelerating several Islamabad infrastructure projects focused on road connectivity, congestion reduction, and shorter travel times, with CDA Chairman Sohail Ashraf inspecting the ongoing Islamabad Expressway widening and rehabilitation project and ordering executing agencies to complete the work quickly while maintaining approved engineering and quality standards, according to reporting dated 30 August 2026.
What Project Is Actually Being Referenced
CDA has multiple Islamabad Expressway related projects in its development pipeline, and the one most directly matching this description is the widening and rehabilitation of the Islamabad Expressway Service Road, East, from Faizabad to Gulberg, a roughly 9 kilometre stretch that CDA itself has listed among its active tenders and projects. This service road runs from Faizabad Interchange through Soan, Pindorian, Shakrial, Garden Town, Khanna, Kangal, Ghouri Town, and Korral before reaching Gulberg, and was specifically proposed as an alternative route to ease pressure on the main Expressway carriageway.
A Project With a Documented History of Delay
This corridor's rehabilitation has a genuinely well documented history of missed timelines. CDA originally awarded a Rs10.9 billion contract to the Frontier Works Organisation in September 2022 for rehabilitation and expansion of a separate seven kilometre portion of the main Islamabad Expressway, from PWD Interchange to GT Road in Rawat, with an original completion target of March 2024 that was missed. A subsequent deadline of 14 August was also set at one stage, tied explicitly to a planned inauguration date, before that too required further extension. As recently as March 2026, CDA's own chairman was still directing that decorative lighting, digital boards, horticulture, and a cycle track be added to Attaturk Avenue as part of the same broader package of Expressway area improvements, while confirming the Service Road East project itself was still at the consultant appointment stage with a proposed length of approximately 9.5 kilometres.
Why the Road Keeps Needing Rehabilitation
The Islamabad Expressway serves as one of the main routes carrying both light and heavy traffic between Islamabad and Lahore, and CDA has separately acknowledged that its Service Road East specifically has been in poor condition, full of potholes, for an extended period, worsening the daily commute for residents travelling between Faizabad and Koral. An earlier attempt to fund this same rehabilitation in fiscal year 2020-21, with Rs500 million earmarked and tenders invited, was reportedly halted before completion, meaning the current acceleration push follows at least one previous, unsuccessful attempt to fix this same stretch of road.
Part of a Broader Islamabad Road Rehabilitation Push
This acceleration order sits alongside a wider CDA initiative covering some of Islamabad's other busiest corridors. CDA has separately announced plans to rehabilitate and resurface Srinagar Highway, Jinnah Avenue, Murree Road, and the Islamabad Expressway itself as part of a broader effort to improve driving conditions, reduce vehicle wear and tear, and shorten commuter travel times across the capital's most heavily used road networks.
What This Means for Residential and Commercial Property Along the Corridor
The Islamabad Expressway functions as a major access corridor for residential development across the capital's southern areas, and faster completion of this widening and rehabilitation work, if it actually proceeds on the accelerated timeline now being ordered, could meaningfully strengthen accessibility for housing societies, residential projects, and commercial property positioned along and around the corridor. Given this specific stretch's documented history of missed deadlines stretching back to at least 2022, and an earlier, separately abandoned rehabilitation attempt in 2020-21, property owners, residents, and developers along this corridor should treat this latest acceleration order as a positive signal of intent rather than a confirmed completion date, and should watch for tangible, on the ground progress, actual paving, lane marking, and completed sections, as the real indicator of whether this timeline holds where previous ones have not.
