CDA Cancels Temporary Site Permission at Centaurus Mall, Orders Land Vacated

The Capital Development Authority has cancelled permission for temporary site and marketing offices operating on CDA owned land at The Centaurus Mall in Islamabad and has ordered the company concerned to vacate the land within seven days. CDA said the original permission, which ran from March 6, 2024 to March 5, 2026, had expired without renewal, and that activities being carried out at the site were violating the conditions under which it had originally been granted.
Why This Cancellation Carries Weight
CDA land use permissions of this kind are typically granted for a fixed, time bound period specifically because temporary site and marketing offices are meant to support active sales or development activity for a defined window rather than becoming a permanent fixture on authority owned land. With the original permission having lapsed more than six months earlier without renewal, CDA's decision to formally cancel it and order vacation reflects the authority's broader current posture on enforcing land use compliance strictly, rather than allowing expired permissions to continue operating informally simply because no one had previously moved to close them out.
A Site With a Documented History of Land Disputes
This is not the first time land connected to The Centaurus Mall has drawn direct CDA enforcement action. In 2017, CDA's enforcement and building control teams recovered roughly 15 acres of government land near the site worth an estimated Rs20 billion after finding it had been under unauthorised occupation for close to a decade, an operation that faced physical resistance from mall staff at the time and resulted in injuries to CDA personnel, including the authority's own director of enforcement. That earlier case involved a considerably larger scale of disputed land and a different kind of violation, unauthorised occupation rather than an expired permission, but both cases point to a recurring pattern of friction between CDA and land use at this particular commercial site over multiple years.
What This Signals About CDA's Current Enforcement Posture
Taken together with CDA's other recent enforcement actions across Islamabad, including its broader anti encroachment campaign that has recovered thousands of kanals of state land citywide, this action at one of the capital's most prominent commercial addresses signals that CDA is treating land use compliance as a priority regardless of how high profile or commercially significant the site involved happens to be. A major, well known commercial development receiving the same seven day vacation order that CDA has applied to far smaller, less visible violations elsewhere in the city suggests the authority wants this enforcement posture read as consistent rather than selectively applied.
What This Means for Commercial Developments Operating on CDA Land
For any commercial development or business operating temporary site facilities, marketing offices, or other structures on CDA owned or leased land elsewhere in Islamabad, this case is a clear reminder to track permission expiry dates closely and renew formally before a permission lapses, rather than assuming continued, informal use will go unchallenged. Given CDA's demonstrated willingness to act against a site as prominent as The Centaurus Mall, businesses with any CDA land use arrangement nearing its expiry date should treat timely renewal as a genuine compliance priority rather than an administrative formality that can be addressed after the fact.
