Islamabad's Capital Development Authority (CDA) has declared construction and property transactions on school and playground plots in Jinnah Garden-I Housing Scheme, Zone-5, illegal, according to Bloom Pakistan, published 1 August 2026. Pakistan Observer corroborated the report, adding that CDA urged investors to stay away from the disputed plots to avoid financial losses.
Through public notices, CDA declared that any structures already built on land reserved for schools and playgrounds carry no legal status whatsoever. Beyond construction, the authority went further and stated that any allotment, transfer, sale, or purchase involving these amenity plots will not be recognized under the law - effectively freezing the plots out of the legal property market until the dispute is resolved.
One plot at the center of the dispute was reserved for a school under Jinnah Garden-I's approved layout plan, dated 9 April 2011. CDA says it had already written to the housing society's sponsors in August and December 2025, directing them to complete the transfer of this land to the authority. A second, separate plot earmarked for a playground has already changed hands: it was formally transferred to CDA via Transfer Deed No. 14313 on 16 November 2011, meaning it has been official CDA property for over a decade, regardless of how it is currently being used or marketed.
The amenity-plot dispute sits inside a larger legal problem. Jinnah Garden Phase-I's approved layout plan was cancelled in 2018, and the scheme has never received a No Objection Certificate (NOC) from CDA. That combination means buyers face structural risk across the scheme, not just on the two plots named in the notices.
Before purchasing any plot in Jinnah Garden-I, buyers should independently verify its layout-plan status, NOC position, and transfer records through CDA's public notices portal rather than relying on the seller's documentation alone.
