CDA Gives Islamabad Rooftop Businesses 15 Days to Regularise or Face Action

The Capital Development Authority has directed every rooftop restaurant, cafe, and other commercial rooftop operation in Islamabad, including those inside private housing societies, to obtain regularisation under its Rooftop Policy within 15 days, according to a notice listed on CDA's official public notice register, dated 17 August 2026. Businesses that fail to regularise within the deadline may face sealing and financial penalties.
What the Notice Actually Requires
The directive applies broadly across the capital, covering rooftop restaurants, cafes, and other commercial rooftop operations wherever they are located, specifically including those operating within Islamabad's private housing societies rather than only CDA developed sectors. Operators have 15 days from the notice to secure formal regularisation under CDA's Rooftop Policy. CDA has stated that businesses which remain unapproved after this window may be sealed and fined, positioning this as an enforcement deadline rather than an advisory suggestion.
A Separate Advisory on Construction Site Safety
Alongside the rooftop directive, CDA issued a separate advisory warning that unsafe construction sites across Islamabad may face penalties, work stoppage, sealing, and legal action. The advisory sets out specific safeguards developers and contractors are expected to have in place, including proper shoring and excavation protection, site fencing, personal protective equipment for workers, fall protection measures, fire safety arrangements, and traffic control around active sites. Read together, the two notices reflect a broader enforcement push covering both how existing commercial space is used on rooftops and how new construction sites are managed while work is underway.
Part of a Broader 2026 Enforcement Pattern
This isn't an isolated action. CDA has run a steady sequence of enforcement and regulatory tightening measures through 2026, each targeting a different category of non compliant activity. In July, Islamabad's district administration ordered restaurants to clear public footpaths, restricting outdoor seating to designated sit out areas approved by CDA and the Metropolitan Corporation Islamabad, while banning unauthorised structures and perimeter fencing in these areas. This licensing function sits with the Metropolitan Corporation Islamabad's Directorate of Municipal Administration, which, according to the Metropolitan Corporation Islamabad's own official listing of its functions, is directly responsible for dealing with temporary permissions for outdoor seating and similar seasonal uses of open space across the capital. In May, CDA's Planning Wing named 99 illegal housing and agro farming schemes across Zones 3 and 4, urging sponsors to voluntarily submit layout plans for regularisation before enforcement escalated further. This week's rooftop and construction site notices extend that same regularise or face enforcement logic to commercial rooftop use and active building sites specifically.
Why Rooftop Regularisation Matters Beyond the Immediate Notice
A rooftop restaurant or cafe operating without separate CDA permission typically means the commercial use itself was never reflected in the building's originally approved plans, even if the underlying structure holds a valid building approval for its primary use. This distinction matters directly for property owners and tenants: a building can be entirely legitimate for its approved residential or commercial purpose while still carrying an unauthorised rooftop operation layered on top of it, and CDA's enforcement action would target that specific rooftop use rather than the building's core approval.
What This Means for Owners, Tenants and Investors
Anyone who owns, leases, or is considering renting or purchasing commercial space with an active or planned rooftop operation in Islamabad, including within private housing societies, should treat this 15 day window as an immediate compliance priority rather than a routine notice to file away. As of this report, no sealing or stop work action under these specific notices has yet been confirmed, meaning the practical enforcement phase has not yet begun, but the clock on the regularisation deadline is already running.
Due Diligence Checklist for Rooftop Commercial Space in Islamabad
Before leasing, buying, or continuing to operate a rooftop restaurant or cafe in Islamabad, verify the following directly with CDA rather than relying on a landlord's or seller's representation: confirm the building's approved plans specifically include rooftop commercial use, since a valid building approval for the structure overall does not automatically extend to rooftop activity; request evidence of a building completion certificate for the property; ask specifically whether separate rooftop permission has been obtained under CDA's Rooftop Policy, and request documentation of that approval; check whether the property or scheme has any outstanding Building Control Wing notices, since unresolved violations elsewhere in a building can complicate a rooftop specific application; and, for properties inside private housing societies specifically, confirm the underlying scheme itself carries current CDA approval, since this notice applies to societies as much as it does to CDA developed sectors.
For developers and contractors with active construction sites, the safety advisory's specific requirements, shoring and excavation protection, fencing, personal protective equipment, fall protection, fire arrangements, and traffic control, should be treated as a direct compliance checklist rather than general best practice guidance, given CDA's explicit warning of penalties, work stoppage, sealing, and legal action for non compliant sites.
