The Capital Development Authority has published two additional enforcement notices dated 11 September 2026 concerning development in Islamabad's Zone IV, one targeting Opal Villas on Lehtrar Road, and the second concerning development at Meelad Chowk on Simly Dam Road. Both notices invoke CDA's powers under Section 49-C, 46, and 46-B of the CDA Ordinance 1960, read with the ICT Zoning Regulation 1992, calling for stoppage of land use and demolition or removal of unauthorised works, structures, or buildings.
The Same Day Also Saw a Third Scheme Actually Sealed
According to CDA's own official homepage, the same 11 September date also carries a confirmed sealing action, not merely a show cause notice, against Blue Enclave on Simly Dam link road in Zone-4(D), a separate and further escalated enforcement step beyond the notices issued against Opal Villas and Meelad Chowk. This means three distinct enforcement actions against three separate Zone IV schemes were recorded by CDA on the same single day.
Combining This Week's Actions Shows the Genuine Scale of CDA's September Campaign
Viewed together with cases already reported separately, this week represents a genuinely dense, multi scheme enforcement wave rather than isolated, unconnected actions. Within roughly 48 hours, CDA's public record shows the sealing of Rawal Enclave, a second sealing of Islamabad Green Paradise following an earlier May 2026 action against the same scheme, the sealing of Blue Enclave, and now show cause notices against Opal Villas and the Meelad Chowk development, all concentrated within Zone IV specifically. A further sealing action, against Nilore Homes on Lehtrar Road, has since been recorded as well, extending this same pattern into the following day.
Why This Fits a Much Larger Pattern From Earlier in the Year
This September wave builds directly on a considerably larger enforcement sweep CDA carried out in May 2026, when the authority declared 99 housing schemes across Zones 3 and 4 illegal in a single action. Given that both Blue Enclave and Islamabad Green Paradise had already faced enforcement action during that earlier May sweep, this week's activity reads less like the discovery of new violations and more like continued, sustained follow through on a backlog of previously identified schemes across the same geographic zone.
What This Combined Pattern Suggests About CDA's Current Priorities
The geographic concentration of nearly all these enforcement actions along Lehtrar Road, Simly Dam Road, and their connecting link roads within Zone IV suggests CDA is treating this specific corridor as a genuine current enforcement priority, rather than spreading equivalent attention evenly across all of Islamabad's private housing scheme activity. This corridor has separately featured in CDA's own historical lists of illegal and unauthorised schemes for several years, meaning the current campaign may represent an attempt to systematically work through a long accumulated backlog specific to this part of the city.
What Remains Unconfirmed
The specific NOC and layout plan history for both Opal Villas and the Meelad Chowk development has not been individually detailed in these particular notices, though their inclusion confirms CDA has found each to be operating without proper approval. Given how frequently previously sealed or noticed schemes in this same corridor have reappeared in later enforcement actions, whether these two newly noticed schemes will proceed to full sealing, and how quickly, remains to be seen.
What This Means for Buyers and Investors Considering Zone IV Property
Given the sheer density of enforcement action now concentrated specifically along the Lehtrar Road and Simly Dam Road corridors within Zone IV, prospective buyers should treat any housing scheme in this specific part of Islamabad with heightened caution regardless of a project's outward appearance or marketing activity. Anyone with an existing interest in Opal Villas or the Meelad Chowk development specifically should directly confirm current NOC and layout plan status with CDA's Directorate of Housing Societies immediately, given both schemes now carry formal notices requiring corrective action.
