CDA Expands Housing-Society Crackdown to Soan Garden, Bahria Town, Jinnah Garden and AGOCHS

The Capital Development Authority has directed its Enforcement Wing to seal the offices of four Islamabad housing societies, Soan Garden, Bahria Town, Jinnah Garden, and the Accounts Group Officers Cooperative Housing Society, over alleged violations of their approved layout plans. Sources in the Enforcement Wing said the housing directorate of CDA's Planning Wing issued the sealing letters last week, after the societies had already received multiple prior notices without complying.
What Each Society Is Specifically Accused Of
CDA has accused Soan Garden of illegally converting sites reserved for parks, a graveyard, and public buildings, and says the society carried out development work across 585 kanals without any approved layout plan or NOC from CDA at all. AGOCHS faces a more advanced stage of the same underlying problem, its layout plan has already been formally cancelled, and the society is separately accused of illegally converting sites reserved for parks, a graveyard, and public buildings. For Bahria Town specifically, the notices concern the Phase-III E and IV Housing Scheme, whose layout plan CDA approved in 2010 over 2,999 kanals comprising 2,730 residential plots, subject to specific terms and conditions the society has allegedly failed to fulfil, alongside separate violations involving park, graveyard, and public building sites in other Bahria Town phases.
This Is Far From Bahria Town's First Notice This Year
Bahria Town's inclusion in this action is consistent with a genuinely extensive, documented pattern of CDA enforcement activity against the group across multiple, separate schemes this year alone. In January, CDA issued a show cause notice over the Bahria Paradise Commercial Scheme-IV in Zone-5, alleging illegal conversion of public amenity plots and unauthorised construction more than two years after the scheme's 2023 layout plan approval, a notice that separately disclosed a federal audit para flagging Rs1.842 billion in outstanding fines, penalties, and land use conversion charges tied to the site. In February, a further notice targeted alleged encroachment on parks and open spaces within Bahria Enclave-I, a 12,543 kanal scheme. In December, yet another show cause notice addressed Bahria Town's failure to transfer public building sites, parks, graveyard, and roads to CDA in Phase-VII, despite notices on that specific issue stretching back to 2013.
An Even Older Pattern of Non Compliance
This year's notices sit on top of a considerably longer running dispute. In a 2018 Islamabad High Court case concerning Bahria Town's Garden City golf course development, CDA's own legal adviser conceded before the court that the society had failed to comply with the terms and conditions of its layout plan and complete the prerequisites for obtaining an NOC despite a lapse of about seven years, while continuing development, construction, and plot sales throughout that entire period regardless. That case, and the many subsequent notices since, together establish a documented pattern spanning most of the past decade in which formal CDA warnings have repeatedly been issued without producing full compliance.
What Sealing an Office Actually Means Under CDA's Framework
Under CDA's stated enforcement framework, failure to comply with a show cause notice can lead to suspension or withdrawal of NOCs, sealing of offices, blocking of access to the scheme itself, demolition of illegal structures, and referral of the case to investigating agencies including the National Accountability Bureau and the Federal Investigation Agency. This places office sealing as one identified step within a broader, escalating enforcement ladder CDA has publicly stated it is prepared to climb further if compliance still does not follow.
What Remains Unresolved
No confirmation has emerged that the offices of any of the four named societies have actually been sealed as of this report, only that the Enforcement Wing has been formally directed to carry out the sealing. Given the extensive, multi year history of notices to Bahria Town specifically without full compliance, readers should treat this action as a further, more serious escalation within an already long running dispute rather than a resolution of it.
What This Means for Existing Plot Holders and Investors
Anyone holding a plot, file, or investment in Soan Garden, Bahria Town's affected phases, Jinnah Garden, or AGOCHS should treat this action as a direct, serious signal to verify their specific plot's standing against the society's actually approved layout plan, rather than assuming a scheme's overall scale or reputation guarantees the legality of every individual plot within it. Given that CDA's own notices distinguish between different phases and schemes within Bahria Town alone, some compliant, others facing active enforcement, plot holders should specifically confirm which phase and block their holding falls within and that phase's current status directly with CDA.
What This Means for Prospective Buyers
Prospective buyers evaluating a plot in any of these four societies should independently verify current NOC and layout plan compliance status directly with CDA before making any payment, treating continued marketing or sales activity within a scheme as no indication whatsoever of its actual legal standing, particularly given how long some of these specific violations have reportedly persisted despite repeated formal notice.
