The Capital Development Authority says its latest anti encroachment campaign has recovered more than 2,490 kanals of government land, worth billions of rupees, from illegal occupation and unauthorised construction across Islamabad. The figure represents a cumulative total spanning several distinct recovery operations across the capital rather than a single action, and includes land cleared in earlier phases of the same broader campaign.
Where the Land Was Recovered
The single largest component came from the former Muslim Colony area, where more than 1,400 kanals were recovered after legal procedures were completed, with CDA establishing a dedicated site office to verify resident claims connected to the land. A further 712 kanals were retrieved from unauthorised occupants elsewhere after formal notices and legal formalities were served. In Saidpur and the surrounding National Park area, 320 kanals were cleared using satellite based geo mapping and digital mapping technology, with the recovered land earmarked for environmental restoration and tree planting rather than development. More than 800 kanals were also recovered along major roads and highway corridors including GT Road, Tarnol, Islamabad Expressway, and Srinagar Highway, where action was taken against illegal construction encroaching on right of way.
The E-12 Recovery Specifically
CDA separately detailed action in Sector E-12, where around 290 kanals were recovered in total, making it the highest single sector recovery in the campaign. This figure includes the nearly 16 kanals recovered in subsector E-12/2 that we covered in detail separately, land that had been occupied by private security accommodation, a holiday home, and 14 unauthorised commercial shops before CDA demolished the structures and restored possession. CDA has said restoring possession across E-12 will allow stalled development work in the sector to proceed, consistent with the authority's earlier statements connecting land possession directly to the sector's long delayed infrastructure completion.
Enforcement Beyond Land Recovery
Separate from land recovery, CDA is also taking regulatory and sealing action against unauthorised buildings along the Islamabad Expressway Service Road East, targeting building code compliance, outstanding government fee collection, and fire safety standards rather than encroachment on public land specifically. In the green belt areas of H-9 and I-9, enforcement teams demolished seven shops, nine makeshift hotels, seven rooms, seven tandoors, four washrooms, and other miscellaneous structures, with four trolleys of encroacher materials transferred to storage as part of the operation.
How CDA Plans to Prevent Future Encroachment
CDA says it will rely on drones, satellite mapping, and Google Earth monitoring to detect future encroachments before they become established, a shift toward continuous digital surveillance rather than relying solely on periodic, complaint driven enforcement drives. The operations described span multiple CDA departments working together, including the Enforcement Directorate, the Building Control Section, the Environmental Wing, planning departments, district administration, and Islamabad Police, reflecting the scale of coordination this size of campaign has required.
What This Means for Islamabad Land Ownership and Development
For anyone with a stake in Islamabad land ownership or development, this campaign carries two distinct implications. Recovered land in sectors like E-12 that had been obstructing stalled development could allow genuine progress on infrastructure that allottees have waited years for, while the wider enforcement drive raises real regulatory risk for anyone occupying or operating from unauthorised commercial structures anywhere in the capital, given CDA's stated move toward systematic digital monitoring. Property owners and businesses along corridors like the Islamabad Expressway Service Road East in particular should confirm their building's regulatory compliance and fee status directly with CDA given the sealing action already under way there.
