The Capital Development Authority has launched a major enforcement operation against 377 unauthorised structures along the eastern side of Islamabad Expressway, including 281 commercial properties, with more than 140 structures already actioned from Soan Dehati through Iqbal Town, Khanna Pull, and Koral Bridge toward Koral and Gulberg Greens. CDA's Building Control Section says approximately Rs3 billion is recoverable in conversion charges and penalties tied to unauthorised construction, setback violations, excessive floor area ratios, and covered area violations, with 124 structures between Soan and Khanna Pull specifically demarcated for demolition and demolition work already under way.
This Operation Has Been Building for Weeks
This is not a single day action. The Capital Development Authority first launched action against illegal buildings along this same Expressway corridor in mid September, when an initial round of enforcement covered a smaller set of roughly 58 construction units. The scale has expanded rapidly in the weeks since, growing from that initial phase to the current operation covering 377 structures with more than 140 already proceeded against, indicating a sustained, escalating enforcement drive along this corridor rather than an isolated one off sweep.
What Kinds of Violations Are Actually Being Targeted
The violations CDA has flagged span several distinct categories rather than a single type of infraction. These include structures built without authorisation entirely, buildings that violate required setback distances from the road, properties that exceed their permitted floor area ratio, and structures with covered area extending beyond what was originally approved. With 281 of the 377 flagged structures being commercial properties specifically, this operation carries particular weight for businesses operating along one of Islamabad's most heavily trafficked commercial corridors.
Why the Demolition List Matters More Than the Financial Recovery
While the Rs3 billion in recoverable conversion charges and penalties is a significant figure on its own, the more consequential detail for affected property owners is the 124 structures specifically demarcated for demolition between Soan and Khanna Pull, with that demolition work already under way. Unlike a financial penalty, which can in some cases be settled through regularisation, a structure marked for demolition faces physical removal regardless of any compensation arrangement, making this the more urgent category of action for any owner whose property falls within that specific stretch.
What This Means for Commercial Property Owners Along the Expressway
For commercial property owners and tenants operating along Islamabad Expressway, this operation is a clear signal that CDA is enforcing building control regulations, land use compliance, setback requirements, and floor area limits with real consistency along this corridor rather than allowing violations to persist informally. Property owners with commercial space anywhere along the eastern Expressway corridor, not just within the currently demarcated demolition zone, should verify their building's compliance status directly with CDA given how quickly this operation has expanded in scope over the past several weeks, since further structures could be added to the enforcement list as the drive continues.
