The Capital Development Authority will hold an open auction of five prime hotel plots across Islamabad on September 26, 2026, at the Jinnah Convention Centre, offering a package of payment flexibility and rebates designed to attract both local developers and overseas investors into the capital's hospitality sector.
Which Five Plots Are Being Offered
The auction covers Plot No. 22 in D-12 Markaz, the Convention Centre Hotel plot, Plot No. 6, in F-5/1, the Five Star Hotel plot, Plot No. 8, also in F-5/1, a hotel plot on the E-11 Northern Strip, and a hotel plot on Srinagar Highway situated between the Sports Complex and Margalla Hotel. Together the five sites span some of Islamabad's most visible commercial and diplomatic corridors, from the F-5 sector near the Pakistan National Arts Council and Marriott Hotel to the fast developing E-11 residential and commercial belt.
The Investor Incentive Package
Bidders who complete full payment within 30 days of a successful bid receive a 5 percent rebate on the total price, and a further additional 5 percent rebate is available to investors who pay in US dollars rather than Pakistani rupees, a combination that can meaningfully lower the effective cost for a foreign or overseas Pakistani bidder settling quickly in hard currency. Building plan approval can be obtained once 25 percent of the price has been paid, allowing successful bidders to begin design and regulatory work well before the balance is cleared, while physical possession of the plot is granted once 75 percent of the price has been paid, subject to a bank guarantee covering the remaining balance. A one year payment plan is available for successful bidders who prefer to spread the remaining cost rather than settle immediately.
Overseas investors have been given a specific route into the auction, they can obtain their bidding tokens up to one day in advance, and payments can be routed either through Roshan Digital Accounts or through standard local banking channels, giving non resident Pakistanis and foreign buyers a clearer path to participate without needing to be physically present in Islamabad for the earlier stages of the process. The CDA has also committed to supporting infrastructure around each site, including providing independent access roads, facilitating the relocation of electricity infrastructure where needed, and upgrading sewerage services to the plots.
The Same F-5/1 Plots Were Already Auctioned Once Before
A detail worth flagging clearly is that the two F-5/1 hotel plots, the Convention Centre Hotel site and the Five Star Hotel site, are not new to the market. The CDA previously placed these same two plots, then described simply as hotel plots near the Pakistan National Arts Council and near the Marriott Hotel, up for auction in December 2024, under a similarly investor friendly package that included possession after 75 percent payment and building approval after 25 percent payment, terms nearly identical to those on offer now. The one meaningful difference is that the earlier round offered successful bidders a two year payment plan, while the current auction offers only one year. The reappearance of these same two plots in a fresh auction nearly two years later, under a slightly less generous payment timeline, is a reasonable signal that the December 2024 attempt did not produce a completed sale, and that the CDA is now trying again with a tightened structure. Readers considering these two plots specifically should weigh that history alongside the incentives on offer.
Why the CDA Is Pushing This Auction Now
The push comes as Islamabad's hospitality sector continues to lag the capital's broader commercial growth, with the Capital Development Authority having flagged hotel capacity as a specific gap it wants to close through direct plot sales rather than waiting for organic private sector development. Islamabad has historically had relatively few large scale hotel developments outside a handful of established five star properties, despite steady demand tied to diplomatic activity, conferences, and business travel, making CDA led plot auctions with strong investor incentives one of the more direct levers the authority has to encourage new hotel construction.
What This Means for Islamabad's Property and Hospitality Market
A successful auction across even a portion of these five plots would represent a meaningful addition to Islamabad's hotel development pipeline, and the currency and payment incentives on offer suggest the CDA is specifically courting overseas capital rather than relying solely on domestic developers. At the same time, the unresolved history of the F-5/1 plots is a useful reminder that CDA auctions, even ones dressed with generous terms, do not always convert into completed transactions on the first attempt, and prospective bidders and market watchers alike should treat the September 26 results as the real test of whether current incentives are strong enough to succeed where the December 2024 attempt apparently did not.
