Habib Rafiq Limited is a serious developer — it is the engineering force behind Capital Smart City, and its track record is the strongest argument for the project.
Accuracy caveat on the master planner: Surbana Jurong's role at Capital Smart City is well documented across many independent sources. Its role at DHA Gandhara is asserted by dealer marketing pages that largely copy one another, with no primary DHA or Surbana Jurong confirmation we could locate.
