Faisal Town Phase 2 File Verification Guide

Overview
Verifying a Faisal Town Phase 2 file means confirming, on official records, that the exact land and phase you are paying for has formal approval, not just that the developer says so. For housing schemes in its jurisdiction, the Rawalpindi Development Authority (RDA) tells buyers to check a scheme's approval status with the authority before investing. The checks below are in the order to do them, before any token money moves.

What “verified” means for a Faisal Town Phase 2 file
RDA acts under the Punjab Development of Cities Act, 1976 and the Punjab Development Authorities Private Housing Schemes Rules, 2021. In its 2026 public advisory, RDA listed the violations it pursues, including launching a scheme without formal approval and not obtaining approval of the layout plan signed by the competent authority.
A file is therefore verified only when three things line up. RDA's record shows the scheme as approved, that approval covers the phase and land named in your file, and the seller can show the paperwork on request.
A brand name is not a record. An entry that says “Faisal Town” does not by itself tell you whether Phase 2 land is covered, so read the phase, mouza and area, not just the name.
How to verify a Faisal Town Phase 2 file, step by step
Step 1. Collect the details from your file
Before searching, write down the scheme name, phase or block, plot size and number, and the mouza names on your file. Add the approval or NOC letter number, its date and the approved area in kanals, if the seller quotes them. Also note who the sales office or dealer is.
Ask for all of this in writing. If you are still comparing plots in Faisal Town Phase 2, collect these details for each one. A letter number in an advertisement is a lead to check, not proof of approval.
Step 2. Check the RDA record
RDA directs the public to its official website, rda.gop.pk, to verify the approval status of any housing scheme. Look for the section that lists approved and unapproved private housing schemes. Menu labels on government sites change, so Milkiyat does not give click paths.
If you cannot find the scheme, contact RDA directly. Its Metropolitan Planning and Traffic Engineering (MP&TE) Directorate handles action against illegal schemes. Save a screenshot or printout with the date you checked.
Step 3. Match phase, land and layout plan
Compare four items between RDA's record and your file: the scheme and phase name, the mouza names, the approved area in kanals, and the layout plan approval. RDA has named major deviations from approved layout plans among the violations it enforces.
For reference, RDA's October 2023 show-cause notice to the owner of Faisal Town Phase-II named the localities of Mera Kalan, Kolian Par and Dhalla in Tehsil Rawalpindi. The scheme's land may have changed since then, so use the mouza list on your own file and check each name against RDA's record.
Also compare the approved area in kanals with the total area the developer advertises. If the approved figure is much smaller, ask which blocks sit inside the approved land. Step 4. Treat “under process” as not approved
RDA has stated that a filed application, one under scrutiny, or one described as under process does not count as formal approval. It added that any transaction in an unauthorised scheme is entirely at the buyer's or investor's own risk and cost.
“NOC applied for” describes an application, not an approval. Do not pay on the strength of it.

Step 5. Confirm any PHATA claim separately
The Punjab Housing and Town Planning Agency (PHATA) also approves some private housing schemes in Punjab. PHATA has told Rawalpindi buyers to check on its own website whether a scheme is approved, disapproved or still under consideration.
For Faisal Town Phase 2, RDA is the authority that has issued notices on the scheme. If a seller cites PHATA approval, ask for the PHATA document and confirm it with PHATA. A PHATA approval for a different scheme says nothing about this one.
Step 6. Get it in writing and re-check
Ask the seller for copies of the approval or NOC letter and the approved layout plan. Confirm the letter number with RDA, and keep your own record of the check.
RDA enforcement is ongoing and includes notices, FIRs, sealing of offices and project sites, and bans on land transactions. Status can therefore change, so re-check before each installment, before any transfer, and before you commit to building a house in Faisal Town Phase 2. Common mistakes to avoid
Do not pay token money or sign a booking form before you have checked the RDA record yourself.
- Relying on a screenshot. A dealer's screenshot or social media post is not a record. RDA has said that advertising and marketing unapproved schemes is illegal.
- Matching the name only. Check phase, mouza and area, not just “Faisal Town”.
- Treating a quoted NOC number as proof. Match the number, date and area to RDA's record.
- Checking once. Status can change between booking and transfer.
