Faisal Town Phase 2 Plot Prices and Rates

This guide covers plot prices and file rates only. For the payment plan and the approval position, see our separate guides.
Overview
There is no single Faisal Town Phase 2 plot price. The developer publishes two residential price lists, and the open files on Milkiyat ask for numbers that match neither one consistently. For a 5.56-marla plot, the developer's total is either PKR 27.95 lac or PKR 34.95 lac, and the cash price is either PKR 22.40 lac or PKR 27.90 lac.
Our guide to the scheme covers it as a whole. This article does one narrow job. It lines the developer's lists up against what sellers are asking, size by size, so you can tell a fair file price from a number copied off a brochure. Today's files are on the Faisal Town Phase 2 listings page.
On 12 October 2026, ten open files for 5 and 5.6 marla asked between PKR 23 lac and PKR 35 lac, with a median of PKR 27.65 lac. Several of those asks match a developer figure almost to the rupee.
One caution first. The developer's own page says the Phase 2 NOC is not approved by the Rawalpindi Development Authority (RDA). A resale file carries that risk too, whatever it costs.
Which developer price list applies to your plot?
The developer's main Phase 2 page shows residential prices in more than one place, and they don't agree. Its Overseas Enclave and Sector O lists, and the General Block page, give one set of prices. The main page's own residential schedule gives a lower set and doesn't name a block. We call them list B and list A.
| Plot size | List A total | List A cash | List B total | List B cash | B total vs A total |
|---|---|---|---|---|---|
| 5.56 marla | 27.95 | 22.40 | 34.95 | 27.90 | +25% |
| 8 marla | 38.25 | 30.60 | 46.65 | 37.30 | +22% |
| 10.89 marla | 49.25 | 39.40 | 60.65 | 48.50 | +23% |
| 14.22 marla | 60.95 | 48.80 | 75.85 | 60.60 | +24% |
| 1 kanal | 80.55 | 64.40 | 101.55 | 81.20 | +26% |
| 2 kanal | 150.95 | 120.80 | 192.95 | 154.30 | +28% |
All figures are PKR lac from the developer's pages in October 2026. Cash is the developer's lump sum for paying in full at booking, about 20% off in both lists.
The main page also names General Block and Overseas Enclave as the scheme's two blocks, yet its Overseas Enclave and Sector O prices match list B. So the developer doesn't say which block list A belongs to. Sector O is offered for cash only, while the other lists offer installments.
Milkiyat.com finding: 34.95 ÷ 27.95 = 1.25. For the 5.56-marla plot, list B is 25% above list A, and across the six sizes the gap runs from 22% to 28%. If a seller quotes a price, ask which list it comes from.
What open files are asking
Of the 24 listings shown for Faisal Town Phase 2 on 12 October 2026, 18 were residential plots. One, a pair of 1-kanal plots at PKR 1.3 crore, is left out because the listing doesn't say whether the price covers one plot or two. That leaves 17. To compare sizes fairly, we divide each ask by the size in the listing title.
| Plot size (as listed) | Files | Ask range (lac) | Per marla (lac) | Median per marla | Developer total per marla (A to B) | Developer cash per marla (A to B) |
|---|---|---|---|---|---|---|
| 5 and 5.6 marla | 10 | 23.00 to 35.00 | 4.11 to 7.00 | 5.53 | 5.03 to 6.29 | 4.03 to 5.02 |
| 8 marla | 1 | 28.00 | 3.50 | 3.50 | 4.78 to 5.83 | 3.83 to 4.66 |
| 10 marla | 3 | 35.00 to 55.00 | 3.50 to 5.50 | 5.10 | 4.52 to 5.57 | 3.62 to 4.45 |
| 1 kanal | 3 | 80.00 to 110.00 | 4.00 to 5.50 | 4.03 | 4.03 to 5.08 | 3.22 to 4.06 |
Developer per-marla figures use the nearest developer size (5.56, 8, 10.89 marla and 1 kanal at 20 marla). Asks are Milkiyat listings viewed on 12 October 2026. They are asking prices, not sale prices.
Three patterns stand out:
- Asks cluster at developer figures. Four of the ten 5 and 5.6 marla asks are PKR 35 lac, against a list B total of PKR 34.95 lac. One is PKR 27.9 lac, the same as list B cash (27.90) and list A total (27.95). The 1-kanal asks of PKR 80 lac and PKR 80.5 lac sit beside list A total (80.55) and list B cash (81.20).
- Half the small-plot asks sit below list B cash. Five of the ten are under PKR 27.90 lac (23.0, 23.0, 24.0, 27.4 and 27.4), though all are above list A cash (22.40).
- Sector O asks run above the developer's cash price. Its two 10-marla files ask PKR 51 lac and PKR 55 lac (a corner plot), or 5.10 and 5.50 per marla. That is 14.5% and 23.5% above the developer's Sector O cash price per marla (4.45), and 8.4% and 1.2% below its Sector O total (5.57). The comparison uses the developer's 10.89-marla plot, so treat it as rough.
Milkiyat.com finding: open file vs booking
The cleanest pair is a 5-marla file in Overseas Enclave 2 at PKR 24 lac, against the developer's Overseas Enclave plot of 5.56 marla. The file asks 24 ÷ 5 = PKR 4.80 lac per marla. The developer's total is 34.95 ÷ 5.56 = PKR 6.29 lac per marla, so the file is 23.6% below the installment price. But the developer's cash price is 27.90 ÷ 5.56 = PKR 5.02 lac per marla, and the file is only 4.3% below that.
If the listing's "5 marla" is really the 5.56-marla plot, the gaps become 31.3% and 14.0%. Either way, the open file is cheaper than booking on installments but close to booking in cash, and that is the comparison that matters. Two cautions apply. "Overseas Enclave 2" may not be the developer's Overseas Enclave, and the ask may not be the full price.
Why a lower ask is not automatically a discount
- The price may not be the full price. The listings don't say whether an ask is the full file value or the amount paid so far. If it is the paid-up amount, the buyer may inherit the unpaid installments.
- Block labels are loose. Twelve of the 17 priced files don't name a block on the developer's lists. Seven use F-18, the sector name Milkiyat's own guide gives for Faisal Town Phase 1, and three name no block at all.
- Status tags are the seller's. "Pre-launch", "ready to move" and "under construction" appear without a developer document behind them.
- Transfer costs sit on top. Fees and taxes on transfer are separate from the ask.
Faisal Town Phase 2 5 marla price and price per marla
The nearest developer size to 5 marla is 5.56 marla (25 x 50 ft). Its total is PKR 27.95 lac on list A or PKR 34.95 lac on list B, and the cash price is PKR 22.40 lac or PKR 27.90 lac. Open-file asks for 5 and 5.6 marla ran from PKR 23 lac to PKR 35 lac on 12 October.
Per marla, the 5.56-marla plot runs from PKR 4.03 lac (list A cash) to PKR 6.29 lac (list B total). Open files asked PKR 4.11 lac to PKR 7.00 lac, with a median of PKR 5.53 lac. Larger plots cost less per marla on both developer lists, from PKR 5.02 lac for 5.56 marla to PKR 3.86 lac for 2 kanal at list B cash. Use per-marla, not the headline price, when you compare sizes or other plots for sale in Islamabad.
Commercial plot rates
The developer's commercial rates include development charges: PKR 100,000 per sq yd for shopping-centre plots, PKR 115,000 in the commercial markaz and PKR 140,000 on the main boulevard. On 12 October Milkiyat had three commercial plots listed in the scheme: 8.9 marla at PKR 2.2 crore, 13 marla at PKR 3.8 crore and 5 marla at PKR 1.5 crore.
The first two sit within about 1% of the developer's totals for the 8.88-marla shopping-centre plot (PKR 2.2282 crore) and the 13.33-marla markaz plot (PKR 3.8393 crore). The 5-marla ask is about 12% above the 5.33-marla total (PKR 1.3393 crore). The listings don't state the block or plot type, so treat this as a rough check. More are on the commercial properties for sale in Islamabad page.
Approval and resale risk
The developer's main page says the NOC is not approved by RDA, while the General Block page's description says "in process". RDA's show-cause notice of 31 October 2023 ordered the proprietors to stop development work, advertising and plot sales at Phase 2. RDA has also said that a pending application is not formal approval.
A resale buyer takes on the same approval question as a buyer from the developer. A cheaper file doesn't reduce it, and a seller's price doesn't change what the developer has published.
Checks before you pay
- Ask which developer list your price comes from, and get the figure and its date in writing.
- Convert the developer's price and the ask to price per marla, using the exact size on the file.
- Ask the seller what has been paid to the developer, what is still owed and when it falls due.
- Ask the developer's office to confirm the paid-up amount and balance for that file number.
- Add transfer costs to the ask before you compare it with a developer price.
- Check RDA's live record before you pay anything.
- Pay only into traceable accounts, and keep receipts in the developer's company name.

It carries approval risk. The developer's page says the NOC is not approved, and RDA has said a pending application is not approval. Check RDA's live record before you pay.
