Possession, Development and Other Charges in Faisal Town Phase 2

This guide covers possession, development status and charges. For transfer fees and taxes, see our transfer guide.
Overview
Buyers in Faisal Town Phase 2 usually ask three questions about money that isn't in the plot price. When will I get the plot? What has been built? And what else will I be charged? The developer answers the first in one line, the second in marketing language and the third mostly by saying nothing.
This guide sets out what its pages say about possession, development and charges, page by page, and what they leave out. For the scheme as a whole, see our Faisal Town Phase 2 guide.
If you're comparing what sellers ask against these terms, the Faisal Town Phase 2 listings page shows how they describe possession and what they charge. One caution first: the developer's own pages say the Phase 2 NOC is not yet approved by the Rawalpindi Development Authority (RDA).
What does the developer say about possession?
One sentence. The FAQ on the main Phase 2 page says possession of the plots "is expected to be granted in 3 to 4 years". The page was last updated on 25 August 2026.
It doesn't say three to four years from when. It could mean from booking, from NOC approval or from some other milestone. It gives no date, no block-wise timeline and no possession charge. The Overseas Enclave, Model Block and General Block pages give no possession date of their own.
Does possession arrive before your last instalment?
It can. The developer calls its instalment plans different lengths, and they sit on either side of the possession window.
| Plan | Length | Against "3 to 4 years" |
|---|---|---|
| 36 monthly instalments (Overseas Enclave and General Block pages) | 3 years | Ends at or before possession |
| 18 quarterly instalments (residential schedule) | 4.5 years | Ends after the window |
The developer itself describes the 18-quarter plan as a 4.5-year plan. That's our reading of two published figures, not a developer statement. If you're on that plan, ask whether possession is tied to completing the payments, or to a date, or to an approval. Our payment plan guide sets out the plans in full.
Is possession conditional on approval?
The developer doesn't say. Its pages say the NOC is not yet approved, and RDA's show-cause notice of 31 October 2023 ordered the proprietors to stop development work, advertising and plot sales at Phase 2. Ask in writing whether the three to four years depends on the NOC. Our Faisal Town Phase 2 NOC guide explains what is and isn't approved.
How far has development got?
The developer describes progress on every page, but the wording differs, and none of it comes with dates or photographs. These are the claims as published.
| Page (last modified) | What it says |
|---|---|
| Main Phase 2 page (25 Aug 2026) | "Almost all the groundwork for the entire society is complete." The 350-foot boulevard is fully developed and operational. |
| Main page FAQ | Development is "progressing at a rapid pace with 90% of land being levelled", with more than 6,000 heavy machines on site. |
| Model Block page (27 Jun 2026) | Land levelling is complete. Roads and streets are under development, the main boulevard is near completion, and plot numbering will begin soon. |
| General Block page (25 Aug 2026) | Earthwork is completed, and roads and streets are fully developed and functional. |
| Overseas Enclave page (2 Jul 2026) | The block is growing with "high-speed construction in various areas". No percentage. |
Three things don't line up. The main page says 90% of land is being levelled, while the Model Block page says levelling is complete. The Model Block page says roads and streets are under development, while the General Block page says they're fully developed. And the pages don't say whether "the main boulevard" is the same road each time. Our Sector O guide covers what the Model Block page says in more detail.
The main page lists water, gas and electricity as features, but its FAQ uses the future tense ("will be available"). The pages don't say any of them have been built or connected. The main page's 90% levelling figure is the only percentage the developer gives. We haven't visited the site, so we can't say which description is closest.
Which charges does the developer publish?
Fewer than buyers expect. This is everything the pages say, and everything they don't.
| Charge | What the developer says |
|---|---|
| Registration fee | PKR 15,000 for every residential size (main page). PKR 20,000 for the Model Block, "included in the total price" (Model Block page). Not listed separately for the Overseas Enclave or commercial plots. |
| Development charges | "The Faisal Town Phase 2 plot prices include development charges" (main page, residential schedule). Sector O's price is labelled "Plot Value With Development Charges". The General Block's commercial table is headed "Cost of Plot (With Development Charges)". Not stated for Overseas Enclave or General Block residential prices. |
| Possession charges | Not mentioned |
| Utility or connection charges | Not mentioned |
| Transfer fee | Not mentioned |
| Membership fee | Not mentioned |
| Corner, park or main-road premium for residential plots | Not mentioned |
| Maintenance charges | Not mentioned |
| Taxes | Not mentioned |
All pages say the prices are subject to change, and the Model Block page adds "without prior notice".
Milkiyat.com finding: the published charge is under 0.6% of the price
The only fee the developer publishes is the registration fee, and it's already inside the total. As a share of the total price:
| Plot (price list) | Total (PKR lac) | Registration fee (PKR lac) | Fee as % of total |
|---|---|---|---|
| 5.56 marla (residential) | 27.95 | 0.15 | 0.54% |
| 8 marla (residential) | 38.25 | 0.15 | 0.39% |
| 10.89 marla (residential) | 49.25 | 0.15 | 0.30% |
| 1 kanal (residential) | 80.55 | 0.15 | 0.19% |
| 2 kanal (residential) | 150.95 | 0.15 | 0.10% |
| 5.56 marla (Model Block) | 34.95 | 0.20 | 0.57% |
So the charges the developer publishes add nothing to the price you've already been quoted. The cost you can't see from its pages is what comes after.
What will you still pay that isn't in the price?
The developer's pages say nothing about these, so each one is a question to put to it in writing.
- Transfer fee and nominee change: The developer publishes no schedule. See our transfer guide for the process.
- Taxes: On our transfer guide's example, a PKR 27.90 lac file would carry about PKR 1.19 lac in advance tax at FBR's flat rates from July 2026, 4.25% of the price. That's roughly six to eight times the registration fee. It's an example with a stand-in price, and it isn't clear that the same tax applies to a transfer of an unregistered file, so check with a tax adviser.
- Stamp duty and registration fees: These apply to a later registered sale deed, based on the higher of the declared price or the official valuation.
- Utility connection charges: Water, gas and electricity are listed as features. Whether connecting a plot costs extra isn't stated.
- Premiums: The developer prices commercial plots by location, at PKR 100,000, 115,000 and 140,000 per sq yd. It doesn't mention a premium for corner or park-facing residential plots.
Charges on commercial plots
Commercial plots are priced per square yard, and the General Block table is headed "Cost of Plot (With Development Charges)". The main page puts commercial plots on 16 quarterly instalments. It doesn't give a registration fee for them. Apart from the price, assume nothing is included until the developer confirms it.
What should you ask in writing?
- From what date does the three to four years run?
- Is possession tied to NOC approval, to completing payments or to a fixed date?
- Is there a possession charge, and what does it cover?
- Are development charges included in this plot's price, and on which price list is it?
- Are there utility connection, membership or maintenance charges?
- Is there a premium for a corner, park-facing or boulevard plot?
- What are the transfer fee and the nominee-change fee?
- Is the registration fee already inside the total?
Keep the answers with your receipts. If a seller says "everything is included", ask for it on the developer's letterhead.
