Islamabad Diplomatic Enclave Gets Road, Track and Public Space Upgrades

Interior Minister Mohsin Naqvi inspected ongoing development work in Islamabad's Diplomatic Enclave on 25 August 2026 and ordered authorities to widen roads, accelerate construction of the boundary wall, upgrade security checkpoints, develop modern cycling and walking tracks, and restore parks across the enclave. What the Minister Actually Directed

Naqvi directed officials to ensure uninterrupted construction of the boundary wall and strictly ordered that no trees be cut during the development work. He called for cycling and walking tracks to be developed according to modern planning standards, intended to serve both diplomatic residents and the broader community within the enclave. Authorities were separately directed to widen internal roads to improve traffic flow and accessibility, and Naqvi asked the Deputy Inspector General of Security to prepare a revised security plan for the enclave based on current requirements. He also announced restoration and upgrading of the area's parks, saying the government wants to turn the enclave into a secure, well managed diplomatic zone with improved infrastructure and public spaces. The Deputy Commissioner Islamabad and other senior officials also attended the visit.

Part of a Development Push That Has Been Building for Over a Year

This is not a newly announced project. As early as May 2025, CDA leadership was already briefing on Diplomatic Enclave road infrastructure development, tree plantation, and LED light installation work in progress, alongside plans for a high standard shopping centre within the enclave and modern entry and exit gates designed to reflect Pakistani heritage. CDA has since formally initiated portions of the current phase through its own procurement process: an official CDA tender listing confirms an e-bid invitation issued on 14 May 2026 for Rehabilitation and Re-carpeting of Roads, covering the stretch from Gate No. 2 to the USA Embassy within Diplomatic Enclave G-5/2, at an estimated cost of Rs133.5 million.

Why the Road Widening Plans Drew Diplomatic Concern

The broader infrastructure redesign behind this week's inspection has not proceeded without friction. CDA's plans reportedly include converting existing internal roads into dual three lane carriageways, alongside new roundabouts, redesigned security infrastructure, and modernised entry gates. According to reporting on the diplomatic community's response to detailed CDA presentations earlier this year, some diplomats raised concerns over possible environmental impact and the possibility that portions of certain embassies' boundary walls might need to be shifted or redesigned to accommodate the wider roads. CDA officials maintained at the time that environmental considerations were being incorporated into the planning process and denied that the enclave's overall aesthetics would be compromised.

A Zone With a Documented Security and Land Management History

The Diplomatic Enclave sits in Sector G-5 of Islamabad, created in the 1960s during the city's original planned development, and today houses 43 embassies and high commissions within a secure zone not accessible to the general public without a pass. The area has been the subject of CDA enforcement action before: in November 2025, the authority completed an operation to reclaim four acres of encroached state land in the adjoining Muslim Colony area, where 34 houses and two animal barns had been built without approval directly bordering the enclave's outer wall, an encroachment CDA specifically flagged as a security risk given its location. CDA's own public notices have separately warned that any individual or entity found in illegal possession of land within the Diplomatic Enclave, alongside the Prime Minister's House district, Malpur, and the GT Road corridor, is required to vacate immediately.

What Remains to Be Seen

Naqvi's directives this week represent renewed political pressure to accelerate work that has, based on the documented timeline, already been under way in some form for well over a year. Given that CDA's own tender activity shows discrete road segments being procured individually rather than the full redesign proceeding as a single project, readers should expect this upgrade to continue rolling out in phases rather than as one completed announcement, and should watch for further CDA tenders and procurement notices as the more concrete markers of actual progress.

What This Means for Surrounding Property Value

The Diplomatic Enclave itself is not a conventional property market, access is restricted and embassies do not trade like ordinary real estate, but its condition carries real spillover relevance for the immediately surrounding high value F sectors and central Islamabad more broadly. Improved roads, security infrastructure, landscaping, and public realm quality within and around one of the capital's most security sensitive and internationally visible zones tend to reinforce the broader premium positioning of adjacent sectors, since diplomatic and embassy linked demand has historically supported some of Islamabad's highest rental and sale values in nearby F sector locations. Property owners and investors in sectors bordering the enclave should treat this upgrade as a slow moving but genuine positive signal for the immediate area's infrastructure quality, while recognising that the enclave's own high security, restricted access character means its direct real estate impact remains bounded to its surroundings rather than to the enclave's own land, which is not available for private purchase.
