The Metropolitan Corporation Islamabad will issue property tax bills for the 2026-27 financial year within 10 working days following an upgrade of its billing system, the Directorate of Revenue confirmed on 31 August 2026. The upgraded system covers billing for residential, commercial, industrial, and institutional properties across the capital.
What the Delay Actually Means for Rebate Eligibility
In view of the delay caused by this system upgrade, MCI has revised how the rebate period is calculated for taxpayers. Previously tied to an earlier reference date, the rebate period will now run from the actual date a taxpayer's bill is issued until the specified due date. The additional 5 percent early payment rebate remains available under this revised arrangement, but its eligibility window has been extended specifically to give taxpayers sufficient time to receive their bill, verify the details, and make payment within the stipulated period.
Why MCI Made This Change
The Directorate of Revenue said the billing system itself was being modernised specifically to improve the efficiency and transparency of property tax collection and to make the process easier for taxpayers. By shifting the rebate calculation to start from each individual bill's actual issuance date, rather than a fixed calendar date applied uniformly regardless of when a specific bill reaches its recipient, MCI has effectively ensured that no taxpayer loses access to the early payment discount simply because their bill was delayed by the system upgrade itself.
What Property Owners Should Do
MCI has advised property owners to pay their taxes within the prescribed period after actually receiving their bill, rather than assuming a fixed calendar deadline applies uniformly across all properties. For queries specifically regarding residential properties, taxpayers can contact the Directorate of Revenue at 9252823 or 9253057, while queries concerning commercial properties can be directed to 9252498 or 9252461.
What This Means for Islamabad Property Owners
This is a practical, near term compliance matter for every residential, commercial, industrial, and institutional property owner in Islamabad, not a policy change requiring longer term planning. Property owners should watch for their bill's actual arrival over the coming 10 working days, and should calculate their own personal rebate eligibility window based on that specific issuance date rather than assuming a fixed, citywide deadline applies to everyone equally. Given that the 5 percent rebate is tied to prompt payment following each individual bill's issuance, property owners who want to capture that discount should be prepared to verify and pay promptly once their specific bill arrives, rather than waiting until closer to what they might otherwise assume is a general due date.
