The Karachi IT Park project has experienced another delay after two tendering rounds failed to attract bids. The Ministry of Information Technology has revised its procurement strategy. The latest schedule targets a third tender in November 2026, contract signing in March 2027 and the start of construction in June 2027. Official information on the project is published by the Ministry of IT and Telecommunication.
Why Two Failed Tenders Matter
Two tendering rounds drew no bids, which is why the schedule has moved. The reports do not say why bidders stayed away, so we cannot say whether the cause was cost, terms, location or something else. The ministry has responded by revising its procurement strategy, but the details of the revision have not been given.
Why the New Dates Are Targets
The schedule runs as follows: a third tender in November 2026, contract signing in March 2027 and construction starting in June 2027. Each step depends on the one before it, and a third tender that fails to attract bids would push everything back again. From the third tender to the start of construction is about seven months (our own calculation from the dates given), and construction itself has not started.
Why This Differs From How We Described the Project Before
In an earlier report, Karachi IT Park Takes Shape Near Airport, Targets 15,000 Jobs and $100m ICT Exports, we described the project as under construction near Jinnah International Airport. The latest report says tendering has failed twice and construction is not targeted to begin until June 2027, so the project should now be described as awaiting a contractor. The jobs and export figures in the earlier article are projections that depend on the park being built and operating.
Why Delays Matter for Commercial Property
Delays in major technology infrastructure can postpone expected commercial development, employment and demand for supporting office space. Tenants and developers planning around the park's opening should expect it later than first planned. The reports do not quantify the effect on nearby property, and we have not estimated one.
What This Means for Tenants, Developers and Investors
Companies hoping to take space in the park should not assume availability before the construction start in June 2027, and the opening would follow after construction. Developers and investors near the site should look at the November tender as the next test. The signals to watch are whether the third tender attracts bids, the revised procurement terms and the contract signing in March 2027. Updates are published by the Ministry of IT and Telecommunication and the Pakistan Software Export Board.
