Park Enclave III Allottees Demand CDA Finish Development Work After Years of Delay

Allottees of Park Enclave III have formally asked CDA Chairman Sohail Ashraf to complete pending development work in the scheme, saying mounds of mud left on their plots are making house construction impossible despite CDA's claim that development is complete, according to Dawn, published 12 August 2026.
What Allottees Say Is Wrong
A group of Park Enclave III allottees submitted an application directly to the CDA chairman's office, stating that despite paying full dues and receiving possession letters authorising them to begin construction, large mounds of mud remain on their plots. They also said the scheme has no electricity or water provision — utilities that are typically prerequisites for construction to begin in any CDA-developed sector. The gap between CDA's official position (development complete) and what allottees say they find on-site (unbuildable land, no utilities) is the core of the complaint.
A Pattern That Predates Phase III
This isn't a new problem for the Park Enclave project. CDA launched Park Enclave I in 2011 as its flagship, first fully gated community, promising electricity, gas, water, and round-the-clock security. The News reported in 2023 that CDA had withdrawn security from the scheme entirely, leaving residents facing years of delay in road construction, street marking, water and sewage lines, and electricity — problems severe enough that plot owners, who had paid roughly Rs12 million for one-kanal plots at launch, struggled to develop enough confidence to actually start construction. That report noted only around 200 plots had been built on by late 2023, with residents still awaiting gas and telecom connections more than a decade after the scheme launched.
Phase III itself was launched in December 2020 with strong initial demand: CDA received 1,744 applications for 1,061 marked plots, ultimately balloting 1,047 plots and raising Rs13 billion, according to Pak Property Mela's coverage of the launch at the time, which noted development work and PC-I approval were already under way. Dawn's Tuesday report confirms that, nearly six years on, some allottees still cannot build.
A Third CDA Scheme With No Development At All
Dawn's report also flagged a separate, smaller CDA scheme facing an even more basic problem: Chatta Bakhtawar, launched years ago along Park Road, shows no signs of development work whatsoever. CDA's own development working party approved a Rs2.12 billion PC-I for the scheme back in 2023, but construction has still not started — a reminder that Park Enclave III's delays sit within a broader pattern of unfinished CDA-executed development across multiple schemes, not an isolated case.
CDA's Response So Far
A senior CDA officer contacted by Dawn said he was not yet aware of the allottees' application, since it was filed with the chairman's office and would take a few days to reach his desk, but said the authority "will play our role in facilitating allottees of Park Enclave II and III." No specific timeline or remedial plan was given.
What This Means for Buyers and Allottees
Park Enclave's situation is a useful case study in a broader lesson: even CDA-executed schemes with an active NOC and legal standing can carry serious delivery risk if development work isn't independently verified before or after possession. For a broader framework on verifying a housing scheme's actual construction status — not just its legal approval — see milkiyat.com's guide to CDA-approved, under-process, and illegal housing societies, and its list of top CDA-approved housing societies in Islamabad for comparison against schemes with a stronger delivery track record. Prospective buyers eyeing Park Enclave II or III specifically should visit the site directly and confirm utility connections and buildable land before purchasing, rather than relying on possession-letter issuance alone as proof a plot is ready for construction.
