PDA Jurisdiction Map: Which Peshawar Areas Fall Under PDA

Guide

KDA plots usually come developed but carry old-file and lease risks. MDA plots are newer but often lack possession and utilities. This guide compares both authorities risk by risk, with official values and costs.
MDA allots most of its plots by ballot, with odds as low as one in nine. This guide explains forms, deposits, results, instalments, cancellations and refunds, with figures from past ballots and the Auditor General’s audit.
MDA’s New Malir Housing Scheme was launched in 1997 on 4,000 acres, but reports say only 231 of 27,107 allottees have possession. This guide covers its real status, sectors, official values and verification checks.
Shah Latif Town Scheme 25-A is MDA’s most developed plot scheme, with about 20,582 small plots along the National Highway. This guide covers its status, sectors, encroachment record, official values and how to verify a plot
This page lists the areas under the Peshawar Development Authority. For PDA as a whole, see our Peshawar Development Authority guide.
Before you buy a plot or submit a house map in Peshawar, you need to know one thing: is the land inside PDA jurisdiction? If it is, the Peshawar Development Authority (PDA) may be responsible for building-plan approval, setbacks and enforcement of applicable building regulations. If it is not, a different body may be in charge, and approval from the wrong office may not protect you. Read our Peshawar City Guide to explore the city's areas and property market.
This guide maps PDA jurisdiction in Peshawar area by area. It covers the schemes PDA has always controlled, the road corridors added from 2021, New Peshawar Valley, and how to check where your own plot falls.
The Peshawar Development Authority Act 2017 does not draw PDA's boundary on a map. Section 2(b) defines the Authority's area as the part of Peshawar Division that the government notifies from time to time. So the limits of PDA, or PDA ki hudood, can grow by notification.
An area passes through three stages:
A headline saying an area "comes under PDA" often describes stage 1 only. For your plot, stage 3 is the one that counts.
| Area | Direction | Extent | Status (last report) |
|---|---|---|---|
| Hayatabad (Phases 1-7) | West | Whole township | PDA scheme |
| Regi Model Town (Zones 1-5) | West, across from Hayatabad | Whole township | PDA scheme |
| Ring Road corridor | Orbital | Along the Ring Road | PDA area; PDA maintains the road |
| G.T. Road and Motorway confluence | East | Up to Motorway Plaza | PDA area |
| Nasir Bagh Road | West / north-west | From Jamrud Road | Approved 2021; agreed again Apr 2026; cabinet approval pending |
| Warsak Road | North-west | Khyber Road to Northern Bypass | Approved for notification 2021 |
| Charsadda Road | North | 7.5 km from Bacha Khan Chowk | Approved for notification 2021 |
| Kohat Road | South | Up to Peshawar urban limits | Approved for notification 2021 |
| New Peshawar Valley (Gandhara City) | Off G.T. Road | All areas notified for the scheme | PDA land-sharing scheme |
This table shows status, not legal advice. Each corridor's exact limit is set by its notification map.
Hayatabad is PDA's founding township, laid out from the late 1970s on Peshawar's western edge. All seven phases are PDA land, and the PDA head office is in Phase 5. Regi Model Town, launched in 1995-96 across from Hayatabad, is PDA's second large scheme. Portals often call its zones "Phase 1-5", but PDA says "Zone".
PDA's established area also takes in the Ring Road corridor and G.T. Road up to the Motorway confluence at Motorway Plaza. PDA's own website shows its writ there: its list of unapproved schemes names three societies on G.T. Road, two in Mauza Rasheeda, all without a PDA NOC. Its approved list includes Garden Villas on the M-1 service road near the toll plaza.
At its 5th board meeting in April 2021, chaired by the then Chief Minister Mahmood Khan, PDA approved bringing these areas under its jurisdiction:
Reports called this "six areas" but listed five items. Dawn reported in May 2021 that PDA's area had been extended. The 2026 Nasir Bagh Road decision suggests that at least that corridor was never fully notified.
Nasir Bagh Road is the corridor buyers ask about most (Nasir Bagh Road PDA mein hai?), because so many new schemes have opened along it. Its status is still in transition.
PDA already lists three approved schemes on Nasir Bagh Road: Sheikh Yaseen Town, New University Model Town and Professors Model Town. If you are building on a frontage plot, plan for the 20-foot setback now.
The 2021 decision covers Warsak Road from Khyber Road to the Northern Bypass, and the Warsak Road PDA presence is already visible:
Land beyond the Northern Bypass may fall outside the notified stretch, so check.
Charsadda Road is the only corridor in the 2021 list with a length: 7.5 km from Bacha Khan Chowk. PDA's approved list includes Zintara Residences on the Ring Road near Charsadda Road.
Kohat Road was approved up to the Peshawar urban limits, with no distance given. Whether a plot near the city edge falls inside depends on where that limit is drawn. Ask PDA for the notified limit.
All land notified for Gandhara City, now usually called New Peshawar Valley, was placed under PDA. The PDA (Amendment) Act 2021 lets PDA acquire land for the scheme and return developed plots to owners under a land-sharing formula, reported in 2021 as a "one-fourth formula". The government also funded an approach road from G.T. Road.
The brief asked us to sum the kilometres added to PDA by road. Only Charsadda Road has an official length (7.5 km); Kohat, Nasir Bagh and Warsak Roads are defined by landmarks. So we added up something PDA does publish: the area of every society on its approved list, by road.
| Corridor | Approved schemes (kanals) | Total |
|---|---|---|
| Nasir Bagh Road | Sheikh Yaseen Town 1,020 + Professors Model Town 450 + New University Model Town 169 | 1,639 kanals |
| Warsak Road | Shaheen Housing Scheme 400 + Hasham Babar Town 230 + Safia Homes 186.36 | 816.36 kanals |
| M-1 service road | Garden Villas | 269 kanals |
| Ring Road, near Charsadda Road | Zintara Residences | 181.36 kanals |
| All 8 schemes | 2,905.72 kanals |
1,639 ÷ 2,905.72 = 56.4% of PDA-approved private-scheme land is on Nasir Bagh Road, the corridor still waiting for cabinet approval. The three unapproved G.T. Road schemes on PDA's list cover a further 640 kanals (280 + 300 + 60).
PDA's page says a society missing from its list is not registered with PDA. It may sit outside PDA's area and be approved by another body, so ask who approved it.
Outside PDA's notified area, other bodies regulate building plans and schemes:
In September 2026 the LUBCA council approved a centralised building-plan approval system for every development authority except PDA. Our guide to who approves what in Peshawar compares each regulator.
Our PDA anti-encroachment guide explains notices, setbacks and your rights.
Not fully, at the last report. It was agreed in principle on 24 April 2026 with a 20-foot setback, and sent to the cabinet for final approval.
Yes, from Khyber Road to the Northern Bypass, approved in April 2021. PDA lists three approved schemes there. Land beyond the bypass may fall outside.
LUBCA or the local TMA. Cantonment land goes to the Cantonment Board, and DHA Peshawar approves plans in its own scheme.
At the 5th board meeting in April 2021, which added Kohat, Nasir Bagh, Warsak and Charsadda Roads and the Gandhara City areas.
Yes. All seven phases are PDA land, and PDA's head office is in Phase 5.
Yes. All five zones are a PDA scheme, so maps, transfers and possession go through PDA.
Check PDA's published approved list and ask the developer for the original NOC. A society not on the list is not registered with PDA.
No. An area is legally under PDA only after cabinet approval and a government notification.
