The federal government authorised Rs220.72 billion under the Rs1 trillion FY27 Public Sector Development Programme (PSDP) during July to September. Of this, Rs22.38 billion was authorised for National Highway Authority (NHA) projects, while the Water Resources Division received Rs86.52 billion, the largest authorisation among federal ministries and divisions. Actual PSDP expenditure during the quarter stood at Rs61.32 billion. Budget and development figures are published by the Ministry of Planning, Development and Special Initiatives and the Ministry of Finance.
Why Authorisation and Spending Are Different Numbers
Authorisation is permission to spend, and expenditure is money actually spent. Rs61.32 billion spent against Rs220.72 billion authorised means about 28 percent of the authorised amount had been spent by the end of September (our own calculation). The reports do not say how much of the gap is normal timing, so the figure should not be read as a sign of delay without further information.
Why the First Quarter Covers Only a Fraction of the Rs1tr Programme
The authorisation of Rs220.72 billion is about 22 percent of the Rs1 trillion programme (our own calculation), after one quarter of the financial year. This is a measure of how much of the budget has been released for use, and it does not by itself show whether projects are progressing. How quickly releases and spending rise in later quarters will be the better indicator.
Why the Water Division's Rs86.52bn Stands Out
The Water Resources Division received Rs86.52 billion, which is the largest share among federal ministries and divisions and nearly four times the Rs22.38 billion authorised for the NHA (our own calculation). Water-sector funding supports dams, canals and related works, and we have followed examples such as the Diamer Bhasha Dam construction milestone. The reports do not break the amount down by project.
Why NHA's Rs22.38bn Matters for Roads and Motorways
NHA authorisations are the money that moves highways and motorways from allocations into construction. We have covered projects that depend on this funding, including the NHA motorway and highway review and the M-6 Hyderabad–Sukkur section. Which specific projects received the Rs22.38 billion is not stated in the reports.
What This Means for Developers, Contractors and Property Owners
Contractors and developers who depend on public infrastructure should watch how releases and actual spending move in the second quarter, since that will show how quickly projects are being funded. Property owners near planned highways or water works should treat authorisations as one input and wait for project-specific announcements. Further data will be published through the Planning Ministry.
