Cantonment Boards and DHA Karachi: Approvals, Transfers and Jurisdiction

Some of Karachi's most expensive addresses, including DHA, Clifton, Saddar, Malir Cantonment and the areas along Shahrah-e-Faisal, are governed by federal bodies rather than the Sindh authorities that run the rest of the city. In these areas, the six cantonment boards and the Defence Housing Authority approve buildings, record transfers and collect property tax. SBCA, the building regulator almost everywhere else in Karachi, has no role.
That difference causes more buyer confusion than any other in the city. Our guide on how to verify property in Karachi splits every property into a land layer, a building layer and a title layer, and notes that inside DHA and the cantonments both the land and building checks move to a federal track. A buyer who asks SBCA about a DHA house, or who assumes a Clifton plot needs nothing beyond a cantonment approval, is checking the wrong office.
This guide explains who governs which areas, how building approvals and transfers work under DHA and each board, where KDA still plays a part, how property tax is now collected in cantonment areas, and what to check before buying.
Karachi's six cantonment boards
Cantonment land is federal. Each board works under the Cantonments Act 1924 and the Military Lands and Cantonments Department of the Ministry of Defence, and each applies its own building by-laws.
| Cantonment board | Main areas | Buyer note |
|---|---|---|
| Clifton Cantonment Board (CBC) | Clifton, DHA Phases 1 to 8 | Karachi's most active prime market |
| Karachi Cantonment Board | Saddar, older central cantonment areas | Old buildings; check by-laws and security NOCs |
| Faisal Cantonment Board | Areas along Shahrah-e-Faisal | Mixed residential and commercial |
| Malir Cantonment Board | Malir Cantonment and surroundings | Largely defence housing |
| Korangi Creek Cantonment Board | Korangi Creek | Smaller, mostly defence housing |
| Manora Cantonment Board | Manora | Very limited private market |
Cantonment boundaries do not follow neighbourhood names. One road can have cantonment land on one side and a KDA scheme on the other, so confirm the board's jurisdiction for the exact plot before relying on any approval.
DHA Karachi: the authority and the board
The Defence Housing Authority Karachi was created under President's Order No. 7 of 1980. It covers about 8,852 acres across Phases 1 to 8, plus DHA City Karachi on the M-9 motorway in District Malir. A governing body headed by the Secretary of Defence oversees it, and an executive board headed by the Corps Commander Karachi runs it.
Inside DHA, two federal bodies share the work:
| Role | DHA Karachi | Clifton Cantonment Board |
|---|---|---|
| Allotment and transfer of plots | Yes | No |
| Building plan approval and completion | Yes, through DHA's offices | Historically issued its own NOC within the process |
| Municipal services (water, sanitation, roads) | Shares with CBC | Yes |
| Property tax | No | Yes |
The cantonment board's reach inside DHA has been challenged in court. In April 2026, residents told the Sindh High Court that CBC had no valid federal notifications for DHA Phases 6, 7 and 8. CBC relied on SRO 207(I)/83. The court did not strike down CBC's jurisdiction, but ordered it to place the complete gazette notifications on record within a month and to refrain from levying municipal taxes in those areas without them. It also ordered regular water supply and bowser service on a no-profit, no-loss basis until a pipeline system is built.
Water is the practical side of that dispute. Our report on the new water supply pipeline for DHA and Clifton covers the latest attempt to close the supply gap that DHA buyers have priced in for years.
Building approvals: no SBCA, different rules
In DHA and the cantonments, building approval belongs to DHA or the relevant board, not SBCA. The steps follow a familiar pattern, but every document comes from a different office.
In DHA Karachi:
- Get the latest site plan from DHA before engaging an architect.
- Hold the plot's "A" lease, which grants the leasehold rights.
- Submit the building plan with the plot's demarcation to DHA.
- Obtain DHA's NOCs at the required construction stages.
- On completion, obtain DHA's completion certificate.
In other cantonments: the board approves the plan under its own by-laws, such as the Karachi Cantonment Board's Building Bye-Laws 2023 or the Clifton Cantonment Board's Building Bye-Laws 2007. Height brings an extra layer. In a 2024 Sindh High Court case concerning a plot in E.I. Lines, Saddar, the Karachi Cantonment Board had approved nine floors. Floors 10 to 17 needed a security NOC from the Station Headquarters, and the Corps Headquarters declined it on security grounds. The builder was allowed to complete only the approved nine floors.
For buyers, the lesson is the same as with SBCA in the rest of the city: buy only floors that appear on the approved plan, and treat any floor awaiting a security NOC as unapproved.
Transfers in DHA and the cantonments
| Property in | Who records the transfer | What the buyer should see |
|---|---|---|
| DHA Phases 1 to 8 | DHA Karachi | Transfer recorded in the seller's name, "A" lease, no-demand certificate |
| DHA City Karachi | DHA Karachi | Allotment, transfer record, sector possession status |
| Cantonment land (non-DHA) | The cantonment board and the Military Lands and Cantonments Department | Board property record, lease terms, tax receipts |
| Clifton plots leased by KDA | KDA (lease) and CBC (building control) | KDA lease and mutation plus CBC approvals |
Cantonment land outside DHA is often held on old-grant or leasehold terms recorded in the cantonment's General Land Register under the Cantonment Land Administration Rules 1937. Check the land's classification and lease terms with the board before buying, because they decide what can be built and whether transfer needs permission.
Clifton shows how the layers overlap. In a 2021 case reported in the master pillar, Military Lands and Cantonments said a Clifton Block 9 plot fell under CBC's jurisdiction, while KDA, as lessor, issued the land NOC. For many Clifton plots, check both: KDA for the lease and CBC for building control.
DHA City Karachi
DHA City Karachi is DHA's new township on the M-9 motorway, separate from Phases 1 to 8. Its key buyer question is possession by sector.
In an April 2026 press release, DHA City said infrastructure in Sectors 3C and 3D was about 50% complete, that Sectors 6E, 6F and 6G were next in priority, and that an underpass from the M-9 to the main gate had been agreed with the Frontier Works Organization. That release gave no possession dates. Infrastructure claims deserve checking even in established phases: the oil pipeline leak in DHA Phase 6 showed how underground services can affect property years after handover.
Before buying a DHA City file, ask DHA for the sector's development and possession status in writing. A file in a sector with no possession date is priced on future delivery, much like the MDA schemes covered in our Malir and Lyari hub.
Property tax in cantonment areas
Who collects property tax in Karachi's cantonments was disputed for years. Residents challenged the boards' levies in the Sindh High Court and won. The federal government and the boards then appealed, and in April 2024 the Supreme Court gave Sindh three months to legislate.
Sindh responded with the Sindh Urban Immovable Property Tax (Amendment) Act 2024, which took effect on 11 July 2024. It makes the provincial property tax chargeable in cantonment areas, but has the cantonment board assess and collect it under the Cantonments Act 1924. The board deducts 2% of net proceeds as collection charges and pays 15% of the remainder to the province. The Act also validates taxes levied by the boards in earlier years and keeps unpaid arrears recoverable.
For buyers, that means old cantonment tax arrears did not disappear with the court cases. Ask for the board's tax clearance before paying.
Cantonment vs SBCA: whose rules apply
| Question | Inside DHA or a cantonment | Rest of Karachi |
|---|---|---|
| Who approves the building plan? | DHA or the cantonment board | SBCA |
| Which rules apply? | DHA regulations or the board's by-laws | KBTPR 2002 |
| Who issues the completion certificate? | DHA or the board | SBCA |
| Who records the land? | DHA, the board or Military Lands; sometimes KDA as lessor | KDA, MDA, Lyari DA, societies |
| Who collects property tax? | The cantonment board | Sindh Excise and Taxation |
| Extra approvals for height | Security NOC from Station Headquarters | Agency NOCs for buildings above 50 feet |
What the numbers show: Milkiyat.com findings
Every Rs100 of cantonment property tax is split three ways. Under the 2024 Act, the board keeps Rs2 as collection charges. Of the remaining Rs98, 15% goes to Sindh: Rs98 × 15% = Rs14.70. The board retains Rs83.30, so the board keeps about 85% of what it collects.
A security NOC can halve a tower. In the Saddar case, nine floors were approved and floors 10 to 17 were refused. That is 8 of 17 planned floors, about 47% of the building, stopped by one security decision. Off-plan buyers on those floors held no approved unit.
DHA's area is larger than many Pakistani towns. 8,852 acres ÷ 4,840 = about 1.83 million square yards, governed outside the city's provincial regulators.

Frequently asked questions
Q1. Does SBCA approve buildings in DHA Karachi?
A. No. Building plans and completion certificates in DHA come from DHA's own offices, and in other cantonments from the relevant cantonment board.
Q2. How many cantonment boards are there in Karachi?
A. Six: Clifton, Karachi, Faisal, Malir, Korangi Creek and Manora.
Q3. Who governs DHA Karachi?
A. DHA Karachi, created under President's Order No. 7 of 1980, handles allotment, transfer and building approvals. The Clifton Cantonment Board provides municipal services and collects property tax.
Q4. What is a DHA "A" lease?
A. It is the lease that grants leasehold rights over a DHA plot and is needed before building plan approval.
Q5. Who collects property tax in cantonment areas?
A. Since July 2024, the cantonment board collects the Sindh property tax under the 2024 amendment Act, keeps 2% as collection charges and pays 15% of the rest to the province.
Q6. Can a cantonment building have more floors than approved?
A. No. Upper floors that need a security NOC from the Station Headquarters are unapproved until that NOC is issued, and courts have limited construction to the approved floors.
Q7. Does KDA have any role in Clifton?
A. Yes. For many Clifton plots, KDA is the lessor and issues the land NOC, while CBC controls building approval.
Q8. Is DHA City Karachi ready for possession?
A. Possession depends on the sector. As of April 2026, DHA City reported Sectors 3C and 3D about 50% developed. Ask DHA for the specific sector's status.
This guide is for general information. Jurisdictions, by-laws, fees and tax rules change, and buyers should verify every transfer, approval and tax record directly with DHA, the relevant cantonment board, KDA where applicable and a qualified lawyer before paying.
