How to Verify Property in Karachi: Who Regulates What, From SBCA and KDA to MDA, DHA and Cantonment Boards

In Islamabad, one body answers almost every property question: the CDA. In Lahore, it is usually the LDA. Karachi, a division of 20.38 million people by the 2023 census, has no equivalent. Here, the authority that approves your building is often not the authority that owns your land, and neither of them registers your title.
That split is exactly where Karachi buyers lose money. A builder can hold a genuine KDA lease and still have no legal right to sell flats. A DHA house sits entirely outside the city's building regulator. A plot in a government scheme can be fully paid for and still not be in your possession, 33 years after launch.
This guide does two things. First, it maps every regulator that touches a Karachi property and shows exactly what each one controls, citing the law where it matters. Second, it turns that map into a verification method you can follow for any plot, house or flat in the city.
Quick answer: how to verify property in Karachi
- Find the land authority that holds the file: KDA, MDA, Lyari Development Authority, DHA, a cantonment board or a cooperative society.
- Verify the allotment and transfer chain directly with that authority, never through the seller.
- Verify the building. Outside DHA and cantonments, that means SBCA: the approved plan, the NOC for sale and advertisement for off-plan units, and the completion or occupancy certificate for ready units. Inside them, the DHA or cantonment board approvals.
- Check possession, dues and property tax.
- Register the sale deed at the sub-registrar and record the transfer on the land authority's own file.
The three layers of Karachi property regulation
Every Karachi property sits on three separate layers, and each one has its own regulator. A property is only safe when all three check out.
| Layer | The question it answers | Who regulates it |
|---|---|---|
| 1. Land | Who was allotted this land, and on what terms? | KDA, MDA, Lyari DA, DHA, cantonment boards, cooperative societies, Board of Revenue Sindh |
| 2. Building | Was this building approved, and can its units be sold? | SBCA outside DHA and cantonments; DHA or the cantonment board inside them |
| 3. Title and tax | Is the transfer registered and the property tax clear? | Sub-registrar, Sindh Excise and Taxation or the cantonment board |
Karachi's property regulators at a glance
| Authority | Type | What it controls | What a buyer needs from it |
|---|---|---|---|
| Sindh Building Control Authority (SBCA) | Provincial regulator | Building plans, sale and advertisement NOCs, occupancy certificates, dangerous buildings | Approved plan, NOC for sale, occupancy or completion certificate |
| Karachi Development Authority (KDA) | Provincial development authority | KDA schemes, allotments, leases, transfers | Allotment, lease and transfer record |
| Malir Development Authority (MDA) | Provincial development authority | Taiser Town Scheme 45, Shah Latif Town Scheme 25-A, New Malir Housing Scheme | Allotment, dues clearance, possession order |
| Lyari Development Authority | Provincial development authority | Its schemes, including Hawksbay Scheme 42 | Allotment, development status, lease |
| Six cantonment boards | Federal (Ministry of Defence) | Building control and civic services inside cantonment limits | Board NOC, building approval, cantonment property tax |
| Defence Housing Authority (DHA) Karachi | Federal statutory authority | DHA Phases 1–8 and DHA City Karachi | Transfer, building plan and completion approvals |
| Karachi Metropolitan Corporation (KMC) | Elected local government | Roads, parks, markets, KMC-owned land | Relevant for KMC land and leases |
| Board of Revenue Sindh and sub-registrars | Provincial revenue department | Land revenue records, registration of deeds | Clean record, registered deed |
| Sindh Excise and Taxation | Provincial tax department | Urban immovable property tax | Tax clearance before transfer |
| Sindh Cooperative Department | Provincial department | Cooperative housing societies | Society membership, transfer and NOC |
Why Karachi has no single CDA or LDA
Karachi's regulators were not designed as a system. They were added one at a time over 70 years, each to solve the problem of its decade, and none was ever folded into a single city authority for long.
| Year | What happened | Why it matters to buyers today |
|---|---|---|
| 1957 | KDA replaces the Karachi Improvement Trust under Order No. V of 1957 | KDA's older schemes (Gulshan-e-Iqbal, Gulistan-e-Jauhar, North Karachi) still trace their leases to KDA |
| 1979 | Karachi Building Control Authority (KBCA) formed under the Sindh Building Control Ordinance 1979 | Building approval is separated from land ownership |
| 1980 | DHA created by Presidential Order No. 7 of 1980 | Defence areas run on a federal track, outside city bodies |
| 1993 | Sindh creates the Malir and Lyari Development Authorities | Two more scheme owners in the city's growth corridors |
| 2001 | Devolution places KDA, MDA and Lyari DA under the City District Government Karachi | Records and staff move between bodies, a source of today's record gaps |
| 2011 | KDA control returns to the Sindh government; KBCA becomes SBCA with province-wide jurisdiction | Today's structure takes shape |
The result is a city where land, buildings and title are regulated by different bodies, and where federal cantonment land sits beside provincial schemes. Karachi has six cantonment boards: Clifton, Karachi, Faisal, Malir, Korangi Creek and Manora. KDA itself has no control over federally administered land such as cantonments or railway land.
For a buyer, the practical rule is simple: find out who owns the scheme, then who approves the building. Those are often two different offices.
1. Sindh Building Control Authority (SBCA): the building regulator
SBCA is the closest thing Karachi has to the building-control side of the CDA. It operates under the Sindh Building Control Ordinance 1979 and was renamed from KBCA in 2011, when its jurisdiction was extended to the whole province. Inside DHA and the cantonments, building control passes to those bodies instead.
What the law actually requires
Most buyer protections in Karachi come from a handful of sections in the Sindh Building Control Ordinance 1979. Knowing them lets you ask a builder for the right document by name.
| Section | What it says, in plain terms | What to ask for |
|---|---|---|
| 5(1) | A developer cannot sell plots, or advertise them for sale, without SBCA's no objection certificate | The NOC for sale and advertisement of the scheme |
| 6(1) | No construction may start until SBCA approves the plan and issues an NOC | The approved building plan |
| 12(1) | A builder cannot sell or advertise a building until SBCA approves it in writing | SBCA's written approval for sale of the project |
| 6(2) | No building may be occupied until SBCA issues an occupancy certificate | The occupancy certificate for a ready unit |
| 7-E(1) | The builder must report completion to SBCA within 30 days | Proof that completion was reported |
| 14 | SBCA can order repair or demolition of buildings likely to collapse | Confirmation the building is not declared dangerous |
Why the sale NOC is the check that matters most
An approved plan tells you a building may be built. The sale NOC tells you its units may be sold. Courts have repeatedly found projects marketed without one. In one filing reported by Dawn, SBCA told the Sindh High Court that a major developer's project had been advertised without a sale and advertisement NOC.
Why the completion plan decides whether you can register
The completion paperwork matters just as much at the other end. In March 2017 the Sindh High Court ordered that no sub-registrar in Sindh may register a sale, lease or sub-lease deed unless the completion plan from the competent authority is attached, extending a rule first applied in Karachi. In a separate Lyari case, the court barred K-Electric and SSGC from connecting a building, and stopped its units being registered, until SBCA issued a completion certificate (Dawn).
In practice: a flat in a building without completion approval can leave you with no registrable deed and no utilities.
Where SBCA stands in 2026
The Sindh government announced a reform and enforcement framework for SBCA in February 2026, including a single-window facility in every SBCA region (The News). SBCA has since moved to digital permits with online applications, e-challans, real-time tracking and e-certificates. Its director general has said the SBCA Act and regulations are outdated and need revision, and that the authority has 1,381 employees across Sindh.
What to check with SBCA before you pay
- The approved building plan, and that the floors and units being sold match it.
- The NOC or written approval for sale and advertisement, matched to the project name, plot number and builder.
- For a ready unit, the occupancy certificate and the completion plan.
- That the building is not on SBCA's dangerous buildings list.
- That any regularisation of extra floors or units is on SBCA's record, not just the builder's word.
2. Karachi Development Authority (KDA): the original scheme owner
KDA is Karachi's oldest development authority and the closest match to the land-and-schemes side of the CDA. It was created in 1957 to replace the Karachi Improvement Trust, and it planned much of the city Karachi buyers know today. For a plot in a KDA scheme, KDA holds the allotment, lease and transfer record.
What KDA controls
- KDA schemes: allotments, leases, lease extensions and transfers.
- Land records for those schemes.
- Its role as lessor: where KDA leased the land, its land NOC can still be required even when another body controls building approvals.
- Master plans for private housing societies within Karachi city limits.
- Civic infrastructure works funded through Sindh development budgets.
KDA does not approve individual buildings; that is SBCA's job, even inside a KDA scheme. It also has no control over federally administered land such as cantonments or railway land.
When KDA and a cantonment board both matter: Clifton
Clifton shows how layers overlap. In a 2021 Clifton case reported by Dawn, Military Lands and Cantonments said a Block 9 plot fell under the Clifton Cantonment Board's jurisdiction, while KDA, as lessor, issued the land NOC. For a Clifton plot, expect to check both: KDA for the lease and the cantonment board for building control. Confirm the position block by block.
Best-known KDA schemes
| Scheme | Area name |
|---|---|
| Scheme 1 | Dilkusha (KDA Scheme 1) |
| Scheme 5 | Kehkashan, Clifton |
| Scheme 16 | Mansura |
| Scheme 24 | Gulshan-e-Iqbal |
| Scheme 33 | Gulzar-e-Hijri |
| Scheme 36 | Gulistan-e-Jauhar |
| Scheme 41 | Surjani Town |
Some townships first planned by KDA, such as Taiser Town and Shah Latif Town, are now administered by MDA. Always confirm the current custodian of the file before you verify a record.
Amenity plots: KDA's biggest buyer risk
KDA schemes were planned with parks, playgrounds, schools and other amenity plots. Over the decades, some of that land was carved into residential or commercial plots, a practice Karachi calls "China cutting". Courts have ordered such conversions reversed. A plot that appears on KDA's original layout as an amenity can be lost to you even after years of ownership, so always match the plot against the approved scheme layout, not just the seller's file.
Where KDA stands in 2026
The Sindh local government minister has directed KDA to digitise its land records and become financially self-reliant through new housing schemes and revenue projects. KDA has also sought around Rs30 billion from the Sindh government for roads and bridges in North Karachi, Korangi, Clifton Scheme 5, Scheme 33 and Gulistan-e-Jauhar. Until digitisation is complete, verification still means a visit to KDA's records.
What to check with KDA before you pay
- The original allotment letter and the full chain of transfers on KDA's file.
- The lease status, and whether a lease extension is due.
- That the plot matches the approved scheme layout and is not a converted amenity plot.
- Any outstanding KDA dues on the file.
- For a new KDA scheme, that it was launched by KDA through an official notice and ballot, not sold as a dealer's file.
3. Malir and Lyari Development Authorities: the growth-corridor schemes
Both authorities were created by Sindh in 1993 to plan Karachi's expansion, and both were absorbed into the City District Government Karachi under devolution before being restored. Today they own some of the city's largest affordable-plot schemes, and both show the same pattern: plots sold quickly, development and possession delivered slowly.
Malir Development Authority (MDA)
MDA runs three schemes:
| Scheme | What buyers should know |
|---|---|
| Taiser Town Scheme 45 | Northern Karachi; about 20,570 acres by one figure on MDA's scheme page; development and possession are sector by sector |
| Shah Latif Town Scheme 25-A | Eastern Karachi; MDA has run encroachment-removal drives in several sectors |
| New Malir Housing Scheme-1 | MDA has reported development largely complete; check sector status before buying |
The central MDA risk is possession, not paperwork. MDA has repeatedly run anti-encroachment operations across Taiser Town sectors and has asked allottees to clear outstanding dues before it issues possession orders (MDA). A fully paid plot in an encroached sector cannot be built on.
Check with MDA before you pay: the allotment and transfer record, dues clearance, the possession order, and whether your sector has been cleared and developed. Then visit the plot.
Lyari Development Authority
The Lyari Development Authority plans and develops its own schemes, the largest being Hawksbay Scheme 42. It shares the abbreviation "LDA" with the Lahore Development Authority, a completely separate body in Punjab. In any Karachi document, check that "LDA" means Lyari Development Authority.
Hawksbay Scheme 42 is the clearest warning in Karachi's public schemes. Launched in 1993 as a 6,243-acre affordable housing scheme, it was still incomplete in July 2026. The Sindh Assembly's Public Accounts Committee then ordered an inquiry, citing the failure to complete development, hand over possession and issue leases (APP). The audit found the authority had collected more than Rs605 million from applicants, with about 70% of development work reportedly complete.
Check with Lyari DA before you pay: the allotment, the transfer chain, whether a lease has actually been issued, and the development status of the specific sector. Do not pay a premium for a Hawksbay file on the strength of future possession.
4. Cantonment boards and DHA Karachi: the federal track
Cantonment land is federal. Inside cantonment limits, the city's provincial bodies largely step back: the cantonment board runs building control and civic services, and collects property tax. For buyers, that means SBCA approvals are the wrong test here.
Karachi's six cantonment boards
| Cantonment board | Notes for buyers |
|---|---|
| Clifton Cantonment Board (CBC) | Covers Clifton and the DHA area; the most active property market of the six |
| Karachi Cantonment Board | Older cantonment areas in central Karachi |
| Faisal Cantonment Board | Cantonment areas along Shahrah-e-Faisal |
| Malir Cantonment Board | Malir Cantonment and surrounding areas |
| Korangi Creek Cantonment Board | Korangi Creek area |
| Manora Cantonment Board | Manora |
Each board applies its own building by-laws. For any plot inside a board's limits, check that board's approvals, not SBCA's. Where the land was originally leased by KDA, as in parts of Clifton, KDA's land NOC may also be needed.
DHA Karachi
The Defence Housing Authority Karachi was created by Presidential Order No. 7 of 1980 and covers Phases 1 to 8, plus DHA City Karachi on the M-9 motorway. The Clifton Cantonment Board governs the area, while DHA acts as the administrative authority for its own land.
DHA runs its own building approval process through its offices:
- Get the latest site plan from DHA before engaging an architect.
- Hold the plot's "A" lease, which grants the leasehold rights.
- Submit the building plan with the plot's demarcation for approval.
- Obtain DHA's NOCs at the required construction stages.
- On completion, obtain DHA's completion certificate.
The cantonment board has historically issued its own NOC within this process. Fees and steps change, so confirm the current checklist with DHA's one-window facility before relying on any guide, including this one.
Check with DHA before you pay: the transfer record in the seller's name, a no-demand certificate for dues, the "A" lease, and for a built house, the approved building plan and DHA completion certificate. For DHA City Karachi, also check the possession status of the specific sector.
5. Title, registration, tax and the city government
The authorities above decide who was allotted the land and what can be built on it. A separate set of offices decides whether your ownership is recorded, registered and taxed. Skip them and a valid allotment can still leave you without a clean title.
Board of Revenue Sindh: the land revenue record
Outside formal schemes, land in Sindh is recorded by deh (revenue village) and survey number, the job of the Board of Revenue Sindh down to the mukhtiarkar's office. Its computerisation programme, LARMIS, covers 5,979 dehs across the province, with digitised survey maps and mutation services delivered through facilitation centres.
Deh, survey number and sanad are Sindh-specific terms that rarely appear in Islamabad or Lahore deals. If a seller's papers use them, the land sits outside a formal scheme and needs a revenue-record check before anything else.
The sub-registrar: where title becomes legal
Sale deeds are registered at the sub-registrar's office under the Registration Act 1908, where stamp duty and the registration fee are paid. Two rules matter in Karachi:
- Since 2017, a sale, lease or sub-lease deed for a building should not be registered without the completion plan from the competent authority attached.
- Registration at the sub-registrar does not finish the job. The transfer must also be recorded on the land authority's own file: KDA, MDA, DHA, the cantonment board or the society.
Property tax
Urban immovable property tax outside cantonments falls under the Sindh Excise, Taxation and Narcotics Control Department, while cantonment boards collect their own. Sindh has reformed collection arrangements several times, so confirm which office holds the record for your property and ask the seller for clearance. Arrears can delay or complicate a transfer.
Cooperative housing societies
A large part of Karachi, including many societies in KDA's Scheme 33 and older societies such as PECHS, is held through cooperative housing societies regulated by the Sindh Cooperative Department. The society keeps the membership and transfer record, and its NOC is usually needed for a transfer. SBCA still regulates the buildings.
Katchi abadis and goth land
Katchi abadis can be regularised and leased through the Sindh Katchi Abadis Authority. Goth (village) land carries far higher risk because records are often informal or disputed. Treat both as specialist purchases that need a lawyer's revenue-record check.
Karachi Metropolitan Corporation (KMC)
KMC is the city's elected local government, led by Mayor Murtaza Wahab. It runs roads, parks, markets and storm drains, and owns land and leased properties of its own. In March 2026 the mayor said KMC was working on 1,058 development schemes (The News). For most purchases KMC is not the deciding regulator, but it matters for KMC-owned plots, market shops and properties on KMC leases.
Utilities
K-Electric, SSGC and the Karachi Water and Sewerage Corporation are service providers, not regulators. But as the Lyari court case shows, connections can be blocked where a building lacks SBCA approval.
Which authority covers my area?
Use this table as a starting point, not a final answer. Boundaries in Karachi can change street by street, and one neighbourhood can mix scheme plots, society plots and cantonment land.
| Area | Land and records | Building approvals | Verify first |
|---|---|---|---|
| DHA Phases 1–8 | DHA Karachi | DHA | DHA transfer record, "A" lease |
| DHA City Karachi | DHA Karachi | DHA | Sector possession status |
| Clifton | Often KDA as lessor (Scheme 5, Kehkashan) | Clifton Cantonment Board where within its limits; confirm block by block | KDA lease and CBC approval |
| Gulshan-e-Iqbal | KDA Scheme 24 | SBCA | KDA lease, SBCA plan |
| Gulistan-e-Jauhar | KDA Scheme 36 | SBCA | KDA lease, SBCA sale NOC for flats |
| Gulzar-e-Hijri (Scheme 33) | KDA and many cooperative societies | SBCA | Society NOC, KDA record |
| Surjani Town | KDA Scheme 41 | SBCA | KDA allotment |
| North Nazimabad, North Karachi | KDA townships | SBCA | KDA lease |
| PECHS and similar societies | Cooperative housing society | SBCA | Society membership and NOC |
| Taiser Town | MDA Scheme 45 | SBCA | MDA possession order |
| Shah Latif Town | MDA Scheme 25-A | SBCA | MDA possession, encroachment status |
| Hawksbay | Lyari DA Scheme 42 | SBCA | Lease issued, development status |
| Malir Cantonment areas | Malir Cantonment Board | Malir Cantonment Board | Board record |
| Faisal, Karachi, Korangi Creek, Manora cantonments | Respective cantonment board | Respective cantonment board | Board record |
| Land along the Super Highway, Northern Bypass or Hub River Road outside formal schemes | Board of Revenue Sindh (deh and survey number) | SBCA | Revenue record, plus any scheme's SBCA NOC |
If the seller cannot tell you which authority holds the file, treat that as your first red flag.
How to verify a Karachi property, step by step
Every Karachi check splits at one question: is the property inside DHA or a cantonment, or not? After that, both paths end at the same place, the sub-registrar.
Only the land and building checks differ by path; possession, tax and registration apply to every property.
- Identify the land authority. Ask the seller which body holds the file, then confirm it yourself using the lookup table above.
- Verify the land record with that authority, in person or through its official channel. Match the name, plot number and full transfer chain.
- Confirm possession and dues. For MDA, Lyari DA and newer schemes, ask for the possession order and visit the plot.
- Verify the building.
- Outside DHA and cantonments: SBCA's approved plan, its NOC or written approval for sale for off-plan units, and the occupancy certificate and completion plan for ready units.
- Inside DHA or a cantonment: DHA's or the board's approved plan and completion certificate.
- Check the revenue side. For land outside formal schemes, check the Board of Revenue record by deh and survey number. Confirm property tax is clear.
- Register the transfer. Register the sale deed at the sub-registrar with the completion plan attached, then record the transfer on the land authority's own file.
- Keep originals and certified copies of every approval, NOC and receipt.
Documents to ask for, by authority
| If the file is with | Ask the seller for | Verify with |
|---|---|---|
| KDA | Allotment letter, lease, transfer orders, dues receipts | KDA records |
| MDA | Allotment, instalment receipts, dues clearance, possession order | MDA land department |
| Lyari DA | Allotment, payment record, lease (if issued) | Lyari Development Authority |
| DHA | Transfer record, "A" lease, no-demand certificate; for houses, approved plan and completion certificate | DHA one-window |
| Cantonment board | Board property record, approved plan, tax receipts | The board's office |
| Cooperative society | Share or membership certificate, transfer record, society NOC | The society and the Sindh Cooperative Department |
| Any building outside DHA and cantonments | SBCA approved plan, sale NOC, occupancy certificate, completion plan | SBCA |
Red flags that should stop a deal
- The seller cannot say which authority holds the file.
- A builder is taking bookings but cannot produce SBCA's sale NOC or written approval.
- More floors or units are being sold than the approved plan shows.
- A ready flat has no occupancy certificate or completion plan.
- A "guaranteed ballot" or open file is offered for a government scheme.
- The plot sits on land shown as a park, school or other amenity on the scheme layout.
- Papers refer only to deh and survey numbers, with no scheme or society record.
- The seller pushes for payment before you can verify with the authority directly.
Never accept a photocopy of an NOC or approval as proof. Verify it with the issuing office.
What the numbers show: Milkiyat.com findings
Milkiyat.com finding 1: SBCA cannot inspect its way out of illegal construction. SBCA's director general has said the authority has 1,381 employees across Sindh. Karachi Division alone had 20,382,881 people in the 2023 census.
20,382,881 ÷ 1,381 = about 14,760 Karachi residents per SBCA employee, and that assumes every employee in the province works only in Karachi. The practical lesson: do not assume a building is legal because it has not been stopped. Verify its approvals yourself.
Milkiyat.com finding 2: MDA's own scheme page gives two different sizes for Taiser Town. The same MDA page describes Scheme 45 as spread over 20,570 acres and, further down, as a 14,466-acre master-planned community.
20,570 − 14,466 = 6,104 acres. 6,104 ÷ 20,570 × 100 = about 29.7% of the larger figure. Buyers should ask MDA which sectors fall inside the developed master plan before paying for a plot in an outer sector.
Milkiyat.com finding 3: demand for government plots far exceeds supply. At MDA's 2019 Taiser Town ballot, more than 176,000 applications were filed for over 20,000 plots.
176,000 ÷ 20,000 = about 8.8 applicants per plot. That gap is what open-file and "guaranteed ballot" schemes exploit. A genuine government plot comes through an official ballot and allotment, not a dealer's file.
Milkiyat.com finding 4: approvals can grow after the fact. In its reply to the Gul Plaza judicial commission, SBCA said 1,043 shops were approved in 1998 and 1,102 were regularised in 2003 under an amnesty scheme. It also said the building's original file could not be found.
1,102 − 1,043 = 59 shops added after approval. 59 ÷ 1,043 × 100 = about 5.7% more shops than the approved plan. Check both the original approval and any later regularisation, and be wary when neither file can be produced.
Milkiyat.com finding 5: Karachi's development money is spread thin. In January 2026 the Sindh chief minister announced a one-time grant of Rs84.796 billion for 523 development schemes across Karachi.
Rs84,796 million ÷ 523 = about Rs162 million per scheme. Infrastructure promised near a project is worth only what is funded and built; check the specific scheme, not the headline.
Milkiyat.com finding 6: a public scheme can take a generation. Lyari Development Authority launched Hawksbay Scheme 42 in 1993. In July 2026, the Sindh Assembly's Public Accounts Committee ordered an inquiry with about 70% of development work reported complete.
2026 − 1993 = 33 years since launch. 100% − 70% = about 30% of development still outstanding, after more than Rs605 million was collected from applicants. Price any government-scheme file on what has been delivered, not on what was promised.
What is changing in 2026
| Date | Change | What it means for buyers |
|---|---|---|
| July 2026 | Sindh PAC orders an inquiry into the 33-year delay in Hawksbay Scheme 42 | Possession and leases there remain uncertain |
| Mid-2026 | SBCA's new director general calls the SBCA Act outdated and backs revised, greener building by-laws | Rules for new construction may change; check which version applies to your project |
| May 2026 onward | SBCA rolls out a digital one-window system with online applications, e-challans, tracking and e-certificates | Approvals should become easier to verify; ask for the digital record, not just paper |
| 2026 | Sindh directs KDA to digitise land records and plan new revenue-generating schemes | Faster record checks once complete; buy new KDA plots only through official launches |
| February 2026 | Sindh approves an SBCA reform and enforcement framework, with single windows in every region | More enforcement against illegal floors; buyers of unapproved units carry the risk |
| January 2026 | Rs84.8 billion approved for 523 Karachi development schemes | Infrastructure claims near projects need checking scheme by scheme |
Still missing: a Sindh real estate regulator. Islamabad has a real estate regulatory authority under the Islamabad Real Estate (Regulation and Development) Act 2020, which registers projects and agents. Milkiyat.com could not find an equivalent Sindh authority in force as of October 2026. Until one exists, Karachi buyers rely on SBCA approvals, the land authority's record and the courts.
Frequently asked questions
How do I verify property in Karachi?
Identify which authority holds the land file (KDA, MDA, Lyari DA, DHA, a cantonment board or a society) and verify the allotment and transfer chain with it directly. Then verify the building with SBCA, or with DHA or the cantonment board inside their limits. Finally, check possession, dues and tax, and register the deed at the sub-registrar.
Can a flat in Karachi be registered without a completion plan?
It should not be. Since a 2017 Sindh High Court order, sub-registrars in Sindh are not to register a sale, lease or sub-lease deed without the completion plan from the competent authority attached. A flat in a building without completion approval can leave you unable to register.
Is there a CDA or LDA in Karachi?
No. Karachi's equivalent functions are split. SBCA approves buildings and licenses projects for sale, while KDA, MDA, the Lyari Development Authority, DHA, cantonment boards and cooperative societies each own and record their own land.
What is the difference between SBCA and KDA?
KDA owns and records land in its schemes: allotments, leases and transfers. SBCA approves what is built on that land and whether units can be sold. A plot in Gulshan-e-Iqbal, for example, is a KDA plot, but any building on it needs SBCA approval.
Does SBCA approval apply in DHA Karachi?
No. DHA and the cantonment boards are federal bodies. In DHA, building plans, construction-stage NOCs and the completion certificate go through DHA's own offices.
What is an SBCA NOC for sale and advertisement?
It is SBCA's permission for a builder to advertise and sell units in a project. Without it, a builder should not be taking bookings. Always verify it directly with SBCA against the project name and plot number.
How many cantonment boards are there in Karachi?
Six: Clifton, Karachi, Faisal, Malir, Korangi Creek and Manora.
Which authority controls Taiser Town?
The Malir Development Authority. Taiser Town Scheme 45 is MDA's largest scheme, and possession is issued sector by sector once dues are cleared.
Is LDA Karachi the same as LDA Lahore?
No. In Karachi, LDA means the Lyari Development Authority, a Sindh body. The Lahore Development Authority is a separate Punjab body.
Does Sindh have a real estate regulatory authority like Islamabad's RERA?
Milkiyat.com could not find one in force as of October 2026. Islamabad's authority was created under a 2020 federal act that applies only to the capital.
Who registers property in Karachi?
Sale deeds are registered at the sub-registrar office under the Registration Act 1908. Separately, the land authority (KDA, MDA, DHA, a cantonment board or a society) must record the transfer on its own file.
What is the single most important check before buying a flat in Karachi?
For an off-plan flat outside DHA and cantonments, the SBCA NOC for sale and advertisement. For a ready flat, the occupancy certificate and completion plan, without which the deed should not be registered.
