Faisal Town Phase 2 Sectors and Blocks

This article covers the sectors and blocks of Faisal Town Phase 2 in Rawalpindi, not Faisal Town Phase 1 in Islamabad’s F-18.
Overview
Faisal Town Phase 2 is planned as a 25-sector scheme, lettered A to Y, with separate commercial, lake, education and sports districts. Only a few of those sectors have a published rate sheet, and none has a confirmed approval. The developer's own pages say the Phase 2 NOC is not yet approved by the Rawalpindi Development Authority (RDA).

Block and sector names are not used consistently across the developer's pages and marketing material. Treat the sector printed on your allotment letter as the only name that counts.
How the master plan is organised
Sectors A to Y
The developer's master plan lists 25 sectors, grouped in five bands: A to E, F to J, K to O, P to U and V to Y. The developer's master-plan page describes the same 25 sectors but groups them slightly differently, and gives no size, land use or plot count for any single sector.
That means a sector letter alone tells a buyer very little. Ask the developer which sector your plot is in, what the sector covers and what stage it has reached.
Blocks
On top of the lettered sectors, the developer names three residential blocks with their own rate sheets:
- Sector O (Model Block), which is sold on cash terms.
- Overseas Enclave, aimed mainly at overseas Pakistanis.
- General Block, the broader residential offer.
Milkiyat's current listings also use labels such as Overseas Enclave 2 and J-2. The developer's pages do not explain either, so confirm what they mean with the seller before relying on them.
Districts
The master plan also names districts that sit outside the residential sectors:
- Commercial Business District (CBD)
- Commercial District East, West and South
- Lake City
- Education City
- Sports City
The developer describes these as planned. Its pages give no area, timeline or progress figure for any of them.
Roads and boulevards
The developer says a 350-foot main boulevard is fully developed and operational. Its Model Block page also names access boulevards of 166 feet and 120 feet around Sector O. The scheme lies between Chakri Road and the M-2 Motorway, near the Thalian Interchange.

The launched blocks in detail
Sector O (Model Block)
Sector O is the block the developer describes as furthest along. Its page says land levelling is complete, roads and streets are under development, the main boulevard is near completion and the site office is operational. Plot numbering is described as "expected to begin soon".
Residential plots run from 5.56 marla to 1 kanal. The developer states each price includes a registration fee of PKR 20,000, and that the discounted price applies when a plot number is assigned at booking. The page lists O, P, Q and R in one place and only O, Q and R in another, so confirm exactly which sectors your plot falls in.
Overseas Enclave
The Overseas Enclave is described as close to the entrance gate at the Thalian Interchange. It is "primarily designed for overseas Pakistanis", and local buyers are told to contact the developer to confirm eligibility. General Block
The General Block is described as near the CBD and connected by the 350-foot boulevard. The developer says earthwork is complete, roads and streets are functional and construction is under way. The page says the Phase 2 NOC is not yet approved, and it gives no possession date.
Sectors P, Q, R, T and X
Milkiyat's own scheme guide records Sector P as near the main gate, Sector Q as family-oriented, Sector R as offering similar facilities, Sector T as an introductory-rate launch and Sector X as lying east of the Overseas Enclave. All of this comes from marketing reports, not from rate sheets on the developer's pages. Treat any sector without a published rate sheet as a pre-launch or unverified offer.
Plot sizes by block

Development stage by block
The table sets out what each block page says about progress. These are developer statements, not independent findings, and none gives a completion percentage.

The only possession statement is in the developer's main FAQ, which says plot possession is expected in 3 to 4 years. Because no block has a confirmed possession date, buyers who want a built home rather than a plot may prefer to check houses in Faisal Town Phase 2 and compare them with what the developer is selling.
Milkiyat finding: three blocks, one price list
Compare the developer's own pages for the three launched blocks. The General Block and Overseas Enclave pages list identical totals, down payments and lump-sum prices for all six plot sizes. The Model Block page repeats the same totals and lump-sum prices for five sizes.
For the 5.56-marla plot, all three pages show a total of PKR 34.95 lac and a lump-sum price of PKR 27.90 lac. The gap between them is 25.3%, which is the same instalment premium found across the scheme.
This matters because the General Block is often described as the cheapest entry point. On the developer's own price lists, it is not cheaper than the other two blocks for the same plot size.
The developer's pages are not consistent among themselves. Its main Phase 2 page lists a lower residential schedule, with a 5.56-marla total of PKR 27.95 lac on 18 quarterly instalments. The block pages list PKR 34.95 lac on 36 monthly instalments.
Before you compare plots, ask the developer in writing which block, price list and instalment structure applies to the plot you are considering.
Why sector names do not always match
A buyer comparing offers will meet several naming problems.
- The Model Block page lists Sectors O, P, Q and R in one passage and only O, Q and R in another.
- Dealers and listings use labels such as Overseas Enclave 2 and J-2 that the developer's pages do not define.
- The developer's pages group the 25 sectors into slightly different bands.
- The same plot size appears under different payment structures on different pages.
None of this proves a problem. It means a sector name in an advertisement is not evidence of where a plot sits. Check the sector against the allotment letter and the layout plan, and follow the steps in our file verification guide.
What is confirmed and what is marketing
Confirmed from the developer's own pages:
- 25 lettered sectors in the master plan.
- Three blocks with published rate sheets.
- The Phase 2 NOC is not yet approved.
Claims that remain unverified:
- The 350-foot boulevard being operational, and the extent of road and utility work in each block.
- Parks, mosques and a school plot "in every block and sector". The developer's master-plan page makes this claim without any detail.
- Airport access. The developer's pages give the drive as about 5 minutes, 15 to 20 minutes and about 30 minutes in different places.
- Possession. The developer's FAQ says plot possession is expected in 3 to 4 years, while the block pages give no date.
Commercial plots and the districts
The developer's General Block page lists three commercial plot types: a 50 x 60 ft main-boulevard plot at PKR 140,000 per sq yd (about PKR 4.67 crore), a 50 x 60 ft commercial-market plot at PKR 115,000 per sq yd (about PKR 3.83 crore) and a 50 x 40 ft Type C plot at PKR 100,000 per sq yd (about PKR 2.22 crore). The main Phase 2 page lists a separate commercial schedule on a 16-quarterly-instalment plan, with similar totals.
Commercial plots are tied to the CBD and the commercial districts, which the developer describes as planned. A buyer should ask where a specific commercial plot sits in the master plan and which approval it falls under, in the same way as for residential plots. How to compare sectors before you buy
Milkiyat does not rank sectors, because none has a confirmed approval. These are the questions that separate one offer from another.
- Approval: is the sector named in any approval letter?
- Stage: is the sector levelled, laid with roads and carrying plot numbers?
- Payment mode: is it cash only, as in Sector O, or an instalment plan?
- Plot sizes: does the sector offer the size you want? Sector O has no 2-kanal plots.
- Access: how far is it from the boulevard and the Thalian Interchange gate?
- Eligibility: is the block restricted, as the Overseas Enclave is?
- Property type: if a plot is not what you need, see whether apartments in Faisal Town Phase 2 are listed, and treat any apartment offer with the same approval checks.
