FGEHA Forms Committee to Probe Stalled Kashmir Avenue Apartments Project

The executive board of the Federal Government Employees Housing Authority (FGEHA) has formed a committee to investigate the stalled Kashmir Avenue Apartments project in Islamabad's G-13 sector, according to Dawn, published 10 August 2026. The move follows years of delay on the project, which Dawn had earlier reported remains stuck at basement-level work despite being launched under the PTI government.
Why the Committee Was Formed
Federal Minister for Housing and Works Mian Riaz Hussain Pirzada expressed serious concern over the delays, noting that thousands of allottees who invested their savings have waited years for possession of their apartments. He said there would be zero tolerance for inefficiency, negligence, or corruption, and warned that strict action would be taken against those responsible for the holdups. On the board's recommendation, the minister ordered a committee headed by the joint secretary (Finance Division), with the joint secretary (administration) and joint engineering adviser as members, to examine the matter and recommend action.
The Project's Troubled History
Kashmir Avenue Apartments broke ground in April 2019 with a three-year completion target of May 2023, at an initial cost of Rs15.7 billion later revised upward. The design comprises three towers, each with a basement and 21 floors, totaling 1,467 apartments — 714 units of 1,300 square feet and 753 smaller units. Construction has repeatedly stalled over contractor disputes and rising material costs, leaving the project years behind schedule.
Other Decisions From the Same Board Meeting
The same FGEHA board meeting reviewed the 2026-27 budget (deferred pending correction of irregularities), approved building regulations for FGEHA sectors, and discussed rationalising built-up property (BUP) rates in Sectors F-14/F-15 and Margalla Orchards to ease the financial burden on allottees. The minister also directed FGEHA to present an action plan for Green Enclave-I, another stalled FGEHA project, to ensure timely completion.
What This Means for Allottees
Kashmir Avenue allottees should watch for the committee's findings and any revised completion timeline rather than assume immediate construction resumption. The case mirrors milkiyat.com's coverage of FGEHA's Green Enclave-I resumption order, where similar allottee pressure preceded a formal work-resumption deadline — a pattern worth watching as FGEHA works through its backlog of delayed projects across Islamabad.
