FGEHA Orders Green Enclave-I Work to Resume Within a Month

The Federal Government Employees Housing Authority (FGEHA) has ordered development work on the long-stalled Green Enclave-I housing scheme in Bhara Kahu to begin within one month, according to Dawn.com, published 7 August 2026. The directive follows a meeting of the FGEHA Executive Board chaired by Housing and Works Minister Mian Riaz Hussain Pirzada.
Why Green Enclave-I Has Been Stalled
Green Enclave-I comprises 3,375 kanals of land and 3,282 plots of varying sizes in Bhara Kahu. FGEHA signed a construction agreement with private contractor M/s Green Tree in April 2019, and site work began that December, with a two-year completion target, according to an earlier Dawn.com report. Physical progress had reached only around 55% well past that deadline, and the project has missed several completion dates since — a pattern also documented by The Express Tribune.
A key obstacle has been the structure of the contract itself: the original agreement was an EPC (design-and-build, fixed-price) arrangement, which FGEHA has previously said made execution difficult once costs and site conditions shifted, prompting proposals to move to a measurement-based contract instead.
Mounting Pressure From Allottees and the Senate
The Executive Board's decision follows a Senate Standing Committee on Housing and Works review of the project in late July 2026, chaired by Senator Nasir Mehmood. Allottee representatives — including Chaudhary Amjad Ali, Rana Mohammad Arshad, and Prof Tahir Mahmood — attended and urged the committee to direct FGEHA to place Green Enclave-I before its Executive Board without further delay.
The same committee reviewed the related Sky Garden Housing Scheme (Green Enclave-II), covering roughly 7,300 kanals, where more than 2,455 consent notices have been issued and over Rs4.21 billion collected from members. The committee also decided to summon the National Accountability Bureau (NAB) chairman for a briefing on pending investigations tied to FGEHA's joint-venture projects — indicating scrutiny of the authority's housing schemes continues even as work is set to resume. This mirrors the kind of enforcement pressure milkiyat.com has tracked in CDA's ongoing crackdown on illegal housing societies elsewhere in the capital.
What This Means for Allottees and Buyers
Green Enclave-I has missed multiple deadlines before, so the one-month timeline is worth tracking rather than taking as guaranteed. For context, FGEHA's companion Bhara Kahu project, Sky Garden (Green Enclave-II), was reported by Dawn.com in February 2026 to be at roughly 40% physical progress on Phase I and 42% on Phase II, with Blocks G and D expected ready for possession by March 2026 — a useful benchmark for how FGEHA's stated timelines have historically played out on this site.
Allottees awaiting possession, and buyers considering resale plots in either scheme, should watch for FGEHA's next Executive Board update rather than relying on this announcement alone.
