Minister of State for Interior Talal Chaudhary has informed the National Assembly that development work in Islamabad's Sector C-15 is approximately 60 percent complete. He also reported that possession had been handed over for around 4,068 plots in E-12 over the preceding one to one-and-a-half months, while development and allotment issues in E-14 are being addressed. The statement was reported on October 20, 2026. The figures are the minister's, given to the National Assembly, and the sectors are developed by the Capital Development Authority (CDA).
Why "About 60 Percent" Needs Care
The minister gave the progress of C-15 as approximately 60 percent. The reports we have seen do not say how the figure was measured, which works it covers or when the sector is expected to be complete. About 40 percent would remain if the figure is accurate (our own calculation). We therefore treat 60 percent as a stated estimate and do not give a completion date.
What the E-12 Possession Figure Says
Possession was reported as handed over for around 4,068 plots in E-12 over the preceding one to one-and-a-half months. The reports do not say whether this is the total number of plots in the sector, how many plots remain, or whether the plots are fully developed. They also do not say how this relates to earlier CDA statements about land recovery in E-12. The figure should therefore not be combined with those statements.
What Is Said About E-14
The minister said that development and allotment issues in E-14 are being addressed. The reports do not say what the issues are, what is being done or when they will be resolved. We do not describe the problems or give a timeline.
Why These Figures Matter for Plot Owners
Plot owners in C-15, E-12 and E-14 have waited for development, allotment and possession. A statement to the National Assembly is a formal record, but it is still a statement of progress and not a notice to individual owners. The reports do not say how owners will be informed.
What This Means for Owners and Buyers
Owners should check their status with the CDA directly and keep their allotment documents ready. Buyers should ask for written confirmation of development and possession status before paying. The signals to watch are official possession notices, a development schedule for C-15, the resolution of E-14 allotment issues and further statements in the National Assembly.
