The federal government has revised petroleum prices effective October 13, 2026, lowering petrol by Rs2.93 per litre while increasing high speed diesel by Re0.61 per litre. Petrol now costs Rs395.37 per litre, down from Rs398.30, while high speed diesel has increased from Rs396.24 to Rs396.85 per litre. For Pakistan's property and construction sector, the more relevant change is the diesel increase because diesel is widely used in freight transport, generators and heavy construction machinery.
New Fuel Prices Effective October 13
The official OGRA price publication for October 13 confirms the new petrol price at Rs395.37 per litre and the new high speed diesel price at Rs396.85 per litre. The same publication shows that petrol includes a petroleum levy of Rs80 per litre and a climate support levy of Rs5 per litre. High speed diesel carries the same Rs80 petroleum levy and Rs5 climate support levy. Sales tax is currently listed at zero for both products.
OGRA also includes customs duty and inland freight components in the final pricing structure.
Why the Diesel Increase Matters for Construction
The Re0.61 increase in diesel is small, but diesel has a much stronger connection with construction activity than petrol. Heavy trucks carrying cement, steel, bricks, sand and other materials generally depend on diesel. Excavators, generators and other equipment used at construction sites may also rely on diesel fuel.
A small increase is unlikely to cause a major immediate jump in construction costs on its own.
However, repeated increases over several pricing cycles can gradually raise freight and operating expenses, especially for projects that require materials to be transported over long distances.
Petrol Cut Offers Limited Relief
The Rs2.93 reduction in petrol may provide some relief for commuters, property agents, sales teams and businesses that depend on daily road travel. For the wider real estate market, though, petrol prices usually have a less direct effect on construction budgets than diesel prices. The OGRA price publications portal provides the latest official fuel price publications and daily pricing information.
This is important because international oil prices can move sharply, but domestic retail prices should be judged from official Pakistan notifications rather than market speculation.
Energy Prices Remain Important for Property Costs
The Ministry of Energy Petroleum Division continues to publish petroleum related updates and official energy policy information. For developers, the main issue is whether diesel, freight and electricity costs remain elevated over time. If fuel prices continue rising, transport contractors and suppliers may eventually adjust their rates, which can increase the delivered cost of construction materials.
What This Means for Pakistan Real Estate
The latest revision creates mixed effects. Lower petrol provides modest relief for everyday transport, while the slight increase in diesel adds a small amount to freight and machinery costs. At this stage, the diesel increase is too small to suggest a major change in construction budgets or property prices. The more important factor will be whether future petroleum revisions continue pushing diesel higher.
