Rawalpindi Orders Revenue Cases Decided Within 60 Days as Green Property Certificates Expand

The Rawalpindi divisional administration has directed district administrations across Rawalpindi, Murree, Attock, Chakwal, and Jhelum to decide all pending revenue cases within the prescribed maximum of 60 days from registration on the Revenue Court Management System (RCMS), according to Dawn, published 11 August 2026. Commissioner Salman Ghani issued the directive while chairing a review meeting at the Commissioner's Office in Rawalpindi.
What Was Decided
Ghani asked revenue officials to discourage unnecessary delays, prolonged pendency, and the practice of granting unwarranted adjournments in revenue cases. He directed that pending cases be monitored regularly and that district-wise performance be reviewed periodically, describing timely justice in revenue matters as one of the fundamental responsibilities of district administrations and revenue officers. Officials were also told to ensure timely registration, updating, and disposal of cases on the RCMS online portal — a Punjab Information Technology Board-built system that digitised revenue court case tracking after years of manual filing that made land disputes, mutations, and partition cases vulnerable to lost files and indefinite delay.
Part of a Broader Push Since Ghani's Appointment
This isn't Ghani's first deadline-driven directive since taking over as Commissioner Rawalpindi Division in July 2026. According to The Nation, he ordered the Commercial Market Beautification Project completed within 20 days at a review meeting weeks earlier, warning that "there will be no compromise on the quality, transparency or pace of development works." That pattern of tight, publicly announced deadlines now extends to revenue case disposal and Green Property Certificate surveys, suggesting a consistent administrative style rather than a one-off directive. Pakistan Observer reported that Ghani, a career PAS officer, previously served as Deputy Commissioner Faisalabad and Secretary of Punjab's Public Prosecution Department before taking the Rawalpindi post.
Property Cases Get Priority Under Ownership Protection Law
Referring to the Punjab Protection of Ownership of Immovable Properties law, the commissioner instructed officers to prioritise property-related cases specifically, emphasising that citizens' legitimate ownership rights must be fully protected and that effective legal action should be taken against illegal occupation, fraud, and property disputes. The meeting also reviewed Scrutiny Committee performance, directing that these committees meet regularly across all districts and process referred cases promptly.
Tribunal-Referred Cases Add Up Across the Division
The meeting was told the Tribunal has referred a total of 71 cases to date — 28 from Rawalpindi, 13 from Jhelum, 26 from Chakwal, and 4 from Attock — with a fresh batch of 13 new cases from Attock, 32 from Chakwal, 13 from Jhelum, and 18 from Murree referred recently. Ghani directed officials to act on all Tribunal-referred cases immediately and strictly in accordance with prescribed procedures, given how quickly the caseload appears to be growing district by district.
Green Property Certificates: Where Things Actually Stand
On Green Property Certificates specifically, physical surveys are now required to be completed within a maximum of 15 days, with Ghani directing that there be no unnecessary delay in scrutinising applications or conducting these surveys. The scale of activity so far: 1,415 total applications have been received across Rawalpindi Division, of which 991 physical surveys have been completed and 516 certificates have actually been issued. That means roughly 65 percent of applicants have had their survey completed, but only about 36 percent have received a final certificate — a gap worth watching as the process scales, since a completed survey is not the same as an issued certificate. Milkiyat.com has covered the certificate process itself in detail in its guide to the RDA Green Property Certificate, including how to initiate an application through the PULSE Zameen portal and what certificate status actually carries legal weight.
Directive, Not Delivered Backlog Clearance
It's worth being precise about what this announcement actually represents. The 60-day and 15-day timelines are administrative targets set this week, not evidence that Rawalpindi Division's existing case backlog has already been cleared. Property owners and litigants with pending revenue or ownership cases should treat this as a commitment to faster processing going forward, not a guarantee that older, unresolved cases will suddenly move within days. Historically, administrative timelines of this kind depend heavily on district-level follow-through and monitoring — which is precisely what the commissioner's directive to review district performance "periodically" is meant to enforce.
What This Means for Property Owners and Buyers
Anyone with a pending mutation, ownership dispute, or fraud-related revenue case in Rawalpindi Division should confirm their case is properly registered on the RCMS portal, since the 60-day clock only starts running from that registration date. This directive builds on a broader documentation-tightening push across the division, echoed in milkiyat.com's earlier coverage of Rawalpindi's land revenue department being ordered to speed up division of jointly held land — together, the two directives suggest Rawalpindi's administration is making a coordinated push to reduce documentation-driven delays across mutations, partitions, and ownership verification simultaneously.
