The Capital Development Authority has moved to rename the Senate (Sectt.) Employees Co-operative Housing Society Islamabad, located in Zone 5, as the Federal Residents Cooperative Housing Society Islamabad, according to an official public notice listed on CDA's own website, dated 21 August 2026. CDA has invited objections and claims from the public within 15 days of the notice.
Why the Society Is Being Renamed
The proposed name change was requested by the society itself under Clause 31 of SRO 886(1)/2023, the regulation governing planning and development of private housing, farm housing, apartment, and commercial schemes across Zones 2, 4, and 5 of the Islamabad Capital Territory. According to CDA's notice, the society's Management Committee and Sponsor have submitted an irrevocable affidavit, undertaking, and indemnity bond, as required under the applicable regulations, before this request could be formally processed.
What Protections Existing Allottees Have Been Given
The society's management has formally undertaken that all previous allotments, possession, and ownership rights of existing allottees will remain recognised and honoured after the proposed name change takes effect. Management will also retain full responsibility for all existing assets, liabilities, outstanding CDA dues, fees, penalties, and any ongoing litigation or claims involving allottees, meaning the rename is not intended to reset or transfer these existing obligations to a newly constituted entity.
The Society's Background
The Senate Sectt. Employees Cooperative Housing Society, also known as Senate Avenue, sits on Japan Road in Zone 5 and was originally approved by CDA on 21 February 2009, with its layout subsequently modified as of 12 November 2021. According to CDA's own published status listing of approved private housing schemes in Zones 2, 5, and E-11, the society's residential component spans roughly 679.90 kanals across 569 plots.
The Regulatory Process Behind Renaming a Housing Society
A society level rename of this kind falls under the same regulatory framework CDA uses to govern private housing scheme planning and development in Zones 2, 4, and 5, a framework that has evolved from the original ICT Zoning Regulation 1992 to the more detailed Regulation for Planning and Development of Private Housing, Farm Housing, Apartments and Commercial Schemes and Projects in Zones 2, 4 and 5 of Islamabad Capital Territory, 2023. The specific procedure invoked here, Clause 31 of SRO 886(1)/2023, requires the requesting society to formally bind itself through an irrevocable affidavit and indemnity, precisely so that a change in the scheme's public facing name does not disturb the underlying legal rights and obligations tied to individual allottees.
The 15 Day Objection Window
CDA's notice explicitly invites objections and claims from the public within 15 days of publication, giving any party with a specific concern, whether a current allottee, a creditor, or another interested stakeholder, a formal opportunity to raise it with the authority before the name change is finalised. Given that this window is time bound, anyone with a substantive objection or claim connected to this specific society should raise it with CDA directly within that period rather than after the fact.
What This Means for Existing Allottees and Prospective Buyers
For existing allottees of the Senate Sectt. Employees Cooperative Housing Society, this notice's explicit undertaking that allotments, possession, and ownership rights will remain valid after the rename is the single most important detail to hold onto, alongside confirmation that the same management committee remains responsible for existing dues, penalties, and litigation regardless of the scheme's new name. Allottees should nonetheless retain their existing allotment and possession documentation carefully through this transition, and should confirm directly with CDA, once the rename is finalised, that their specific plot's records have been correctly carried over under the new name, Federal Residents Cooperative Housing Society Islamabad. Prospective buyers evaluating a plot in this scheme during or after the transition should specifically verify which name, old or new, appears on the actual sale deed and CDA records at the time of any transaction, to avoid any confusion tied to the rename itself.
