Rawalpindi Ring Road and Faisal Town Phase 2: Interchanges, Timeline and Price Impact

Overview
Search for the Rawalpindi Ring Road (RRR) and Faisal Town and you'll find one claim repeated: Rawalpindi Ring Road Faisal Town prices will rise. The Faisal Town Phase 2 Ring Road story is easy to tell and hard to check. As of early October 2026, the road has not opened, and the interchange the developer points to is not finished.
This guide sets out what is built, what isn't, and how the date has moved. For the scheme as a whole, see our Faisal Town Phase 2 guide.
If you'd rather see what sellers are asking today, the Faisal Town Phase 2 listings page shows current asks. One caution: the developer's own pages say the Phase 2 NOC is not yet approved by the Rawalpindi Development Authority (RDA).
The short answer
- The Faisal Town Phase 2 Ring Road link runs through Thalian, where Phase I of the road ends at the M-2 Motorway.
- Dawn reported on 3 October 2026 that the road is complete but waits for toll plazas before it opens.
- The Thalian interchange is separate, estimated at Rs5 billion, and reports disagree on how far along it is.
- No source we found shows dated prices before and after any Ring Road milestone.
Ring Road Phase I, Phase II and Faisal Town Phase 2
The word "phase" appears three times here, and they aren't connected.
| Name | What it is | Why it matters here |
|---|---|---|
| Rawalpindi Ring Road, Phase I | A 38.3 km road from Baanth on GT Road to Thalian on the M-2 Motorway | The road under construction |
| Ring Road Phase II | A proposed extension beyond Thalian; Dawn reported a feasibility study from Thalian to Sangjani in November 2025 | Not built; our Rawalpindi Ring Road guide covers the route |
| Faisal Town Phase 2 | A private housing scheme at Mera Kalan, Kolian Par and Dhalla | Developer says it sits beside the Thalian Interchange |
Which interchange is near Faisal Town Phase 2?
The developer says the scheme sits beside the Thalian Interchange on the M-2 Motorway. It claims the Thalian Interchange is about four minutes away and the Ring Road about five. We haven't driven it, so treat those as claims.
Reports agree the road has five interchanges, but they don't name them alike:
| Report | Interchanges named |
|---|---|
| Dawn (28 April 2025; 28 June, 20 July and 3 October 2026) | Baanth, Maira Mohra, Khasala, Kolian Par, Thalian |
| The Express Tribune (1 May, 18 August and 14 September 2026) | Banth, Chak Beli Khan, Adiala Road, Chakri Road, Thalian |
Both lists start with Baanth and end with Thalian. The middle three differ, and we couldn't reconcile them. They may be different local names for the same junctions.
One detail is worth knowing if you're searching for a ring road interchange near Faisal Town. Dawn's "Kolian Par" is also the name of one of the three mouzas in the RDA's 2023 notice. A shared name isn't proof of where a ramp sits. Check the interchange on a map against the scheme's block plan.
Thalian is the only one on which every report agrees, and it's the one still unfinished. Dawn put it at Rs5 billion in April 2026. In October it said the revised project proposal (PC-I) wasn't final. Tribune said in September that about 10% of the work remained, while Dawn reported in July that it hadn't started.
The road is meant to open without it. Dawn reported in April that traffic would reach the motorway over a two-way carriageway, with widening under way in the Thalian section.
Where the Rawalpindi Ring Road stands now
Dawn's latest report, on 3 October 2026, says the road has been completed but can't open until the toll plazas are built. Foundations are done. The Punjab Ring Road Authority will build the outlets and install a computerised ticketing network. Fees are likely to match Lahore's.
Tribune reported on 14 September that officials called the project 99% complete, and that it would open without a ceremony. It also said recent rain made a section at Baanth start sinking, and put the estimated cost at Rs53.5 billion. Dawn gave Rs47 billion earlier in the year. We haven't reconciled those totals.
Milkiyat.com finding: the opening date has moved again and again
We compiled each opening target reported by Dawn and The Express Tribune:
| Report date | What was reported |
|---|---|
| 28 Apr 2025 | Finish by end of 2025; about 50% complete |
| 16 Nov 2025 | December deadline missed; now March 2026; 75% complete |
| 19 Apr 2026 | Finish by end of May 2026 |
| 1 May 2026 | Finish between 30 May and 30 June |
| 9 Jun 2026 | Operational by 15 June; over 90% complete |
| 28 Jun 2026 | Completion to be reported in first week of July |
| 20 Jul 2026 | About one more month |
| 18 Aug 2026 | 14 August deadline missed; Tribune calls it the sixth |
| 3 Oct 2026 | No date; toll plazas pending |
The first target was the end of December 2025. By 3 October 2026 the road was nine months past it. The developer's revision page, last modified on 9 March 2026, says the road would be operational within three months. On that reading, it's also about four months late.
These are different officials quoted by different papers, so treat the table as a record of reports, not a single schedule.
What the developer says about the Ring Road
The developer's main page says Phase 2 prices "will rise significantly" with the Ring Road and promises "high returns and capital appreciation". None of this comes with a date, a figure or a source. Our price history guide takes those claims apart.
RRR impact on property prices: what the evidence shows
Here is what we can say.
There's no dated before-and-after series. Neither the developer nor approved sources publish one for Phase 2. Without it, nobody can say how much of any rise came from the road.
Milkiyat's own Ring Road guide reports gains without a source. It says 5 marla plots in Faisal Town Phase 2 rose 35% to 50% from 2023 base prices, and that markets typically price in a road 12 to 24 months before it opens. Neither claim comes with a source. We can't verify either, and the developer's single stated rise is 32.7%.
If the price already includes the road, delay is a cost. This is reasoning, not data. A buyer who pays for the benefit before it arrives carries every month the date slips.
Instalments raise the bar. The residential 5.56 marla plan costs PKR 27.95 lac against a lump sum of PKR 22.40 lac, about 25% more. The market would have to rise by that much just to put an instalment buyer level with a cash buyer.
Resale costs take a share too. In our selling guide's example, a PKR 27.90 lac file needs to sell for about PKR 28.99 lac, roughly 3.9% above cost, just to recover tax and commission.
What opening would change for Phase 2
Opening the road would link GT Road at Baanth to the M-2 Motorway at Thalian, a 38.3 km route. For a buyer, three things follow.
First, access to the motorway at Thalian would rely on the interim two-way carriageway until the new interchange is built. Dawn reported that more than 18,000 vehicles are expected to join the motorway there.
Second, using the road will cost money. Toll fees are likely to match Lahore's, according to Dawn.
Third, Tribune reported on 1 May that linking routes to the M-1 and M-2 and a connection to Sangjani were still unfinished. Those links matter too.
What the Ring Road doesn't change
A road doesn't approve a scheme. RDA's show-cause notice of 31 October 2023 said Phase II was being launched without approval, and ordered a stop to development, advertising and plot sales. The developer's pages still say the NOC isn't approved.
Our scheme guide adds that banks generally avoid financing schemes without an NOC. A Ring Road ramp nearby doesn't alter either point. Our Faisal Town Phase 2 NOC guide explains what is and isn't approved.
What to watch next
Four developments would change this picture:
- Progress on the toll plazas, the last unfinished part of the road.
- A final cost and work plan for the Thalian interchange.
- The formal transfer of the road from the Project Management Unit to the Punjab Ring Road Authority.
- The actual opening to traffic, with or without a ceremony.
How to test a Ring Road claim
- Check the road's status in Dawn, Business Recorder, APP or the Punjab Ring Road Authority, not in a dealer's video.
- Ask which interchange the seller means, then measure the drive from the plot yourself, at peak and off-peak hours.
- Ask for dated prices, with the plot size and price list stated, before accepting any "since the Ring Road" figure.
- Ask whether the claim depends on the Thalian interchange, which isn't finished.
- Compare the price with the cash rate, not only with the instalment price.
- Check the file and the scheme's status with our guide to verifying a Faisal Town Phase 2 file.
Red flags
- "The Ring Road opens next month" with no source.
- A price rise tied to a date nobody can document.
- Drive times quoted without saying from where, or by which route.
- "It's approved because it's next to the Ring Road."
FAQs
What is the Faisal Town Phase 2 Ring Road connection?
The developer places the scheme beside the Thalian Interchange, where Phase I of the Rawalpindi Ring Road ends at the M-2 Motorway. That is the developer's description, and we haven't verified the distance.
Is the Rawalpindi Ring Road open?
Not as of 3 October 2026, according to Dawn. The road is built, but it waits for toll plazas and minor works. No opening date has been announced.
Which interchange serves Faisal Town Phase 2?
The developer points to Thalian, on the M-2 Motorway. Thalian is also the Ring Road interchange that isn't finished.
How far is Faisal Town Phase 2 from the Ring Road?

The developer says so. We have no dated prices from before and after any milestone, so we can't confirm it. The road doesn't settle approval.
What is Ring Road Phase II?
It's a proposed extension beyond Thalian. Dawn reported a feasibility study from Thalian to Sangjani in November 2025. It isn't the same as Faisal Town Phase 2.
When will the Thalian interchange be finished?
There's no confirmed date. Reports in July, September and October disagree on its progress, and the revised cost approval was still pending in October.
Does the Ring Road make Faisal Town Phase 2 approved?
No. The developer's own pages say the NOC isn't approved. Check RDA's live record before paying.
