How to Apply for Margalla Enclave Balloting: Step-by-Step Guide

To apply for a Margalla Enclave plot, you submit one application form per plot to DHA Islamabad–Rawalpindi with a non-refundable processing fee of Rs10,000 to Rs20,000. Any CNIC or NICOP holder can apply, and there is no limit on the number of applications. Plots are then allotted by computerised ballot. If you win, you must pay the down payment or full lump sum within 30 days.
This guide walks through every step, from choosing a plan to receiving your allotment. For location, approvals and sectors, read the Margalla Enclave Islamabad guide. If you would rather skip the ballot, you can see resale plots in Margalla Enclave available now.
1. Who can apply
| Rule | What it means |
|---|---|
| Eligibility | Any holder of a valid CNIC, or NICOP for overseas Pakistanis |
| Applications per person | No limit |
| Plots per form | One form covers one plot booking only |
| Allotment method | Computerised ballot for residential and commercial plots |
| Plan choice | Lump sum, or 1, 2 or 3 years; it cannot be changed after you apply |
The plan lock is the rule most applicants overlook. You choose lump sum or instalments on the form, and the price you pay if you win follows that choice.
2. What you need before applying
- Copy of your CNIC or NICOP
- Passport number (overseas applicants)
- Mailing address, mobile number and email; results are sent to all three
- FBR filer status; the form asks whether you are a filer or non-filer
- The processing fee, paid by one of the approved channels in section 4
- A decision on plot size and payment plan
Check that the email and mailing address are ones you will still use in a month. The payment deadline runs from the ballot date, not from when you read the result.
3. Step-by-step application process
- Get the form. Download it from the official Margalla Enclave project website run by DHA Islamabad–Rawalpindi, or collect it from the DHA Head Office or Site Office.
- Pick your size and plan. Choose 5 marla (125 sq yd), 10 marla (250 sq yd) or 1 kanal (500 sq yd), then lump sum or a 1-, 2- or 3-year plan. The complete Margalla Enclave guide compares the sectors.
- Pay the processing fee. Use a pay order, demand draft, KUICKPAY or an Askari Bank challan (section 4).
- Fill in the form. Enter your name, CNIC, contact details, filer status and payment reference. Sign it and add your thumb impression.
- Submit it. Apply online through the DHA portal with your account, or hand in the physical form at the DHA Head Office or Site Office. Keep the stamped customer copy of the acknowledgement receipt.
- Wait for the ballot. DHA runs a computerised draw on an announced date. The third ballot was held on 15 September 2026.
- Check your result. Log in to the DHA portal, check your email (including spam), and watch for a hard copy by post.
Do not pay any dealer who promises a "confirmed" or "guaranteed" plot before the ballot. Allotment is by draw only.
4. Processing fees and payment channels
| Plot size | Processing fee |
|---|---|
| 5 marla (125 sq yd) | Rs10,000 |
| 10 marla (250 sq yd) | Rs15,000 |
| 1 kanal (500 sq yd) | Rs20,000 |
| Commercial 100 sq yd | Rs30,000 |
| Commercial 133.25 sq yd | Rs40,000 |
| Commercial 200 sq yd | Rs50,000 |
| Commercial 500 sq yd | Rs60,000 |
The fee is non-refundable, non-adjustable and non-transferable, whether you win or not.
| Channel | How it works |
|---|---|
| Pay order or demand draft | Payable to "Margalla Enclave" (NTN F907422-6) |
| KUICKPAY | Online payment |
| Askari Bank | Over the counter, using a challan generated on the DHA website |
Milkiyat.com finding: extra applications cost little next to the down payment. Five applications for a 10 marla cost 5 × 15,000 = Rs75,000, all non-refundable. If one wins on the 3-year plan, the down payment is 49,000,000 × 20% = Rs9,800,000. The five fees together are 75,000 ÷ 9,800,000 = 0.77% of that payment. More applications improve your odds, but each one you win creates a 30-day payment obligation.
5. After the ballot: deadlines for successful applicants
These are the third-ballot dates. Each new ballot sets its own, so read your result notice carefully.
| Event | Third ballot date |
|---|---|
| Applications closed | 4 September 2026 |
| Ballot held | 15 September 2026 |
| Down payment or lump sum due | 20 October 2026 (dealer copies); 30 days from the ballot is 15 October |
| First quarterly instalment | 20 January 2027 |
| Later instalments | Every three months on the 20th |
Lump-sum buyers pay 100% of the sale price plus DHA charges and taxes, and receive the allotment letter directly. Instalment buyers pay 20% plus charges and taxes, and DHA then issues an intimation letter.
Miss the deadline and the booking is cancelled automatically, with the processing fee forfeited. Confirm the exact date on your own result notice.
Milkiyat.com finding: winning a 10 marla commits you to Rs22.9m in the first year. On the 3-year plan, you pay the Rs9.8m down payment by October 2026. Assuming the Rs39.2m balance is split equally across 12 quarters, each instalment is 39,200,000 ÷ 12 = Rs3,266,667. Four instalments fall due by October 2027: 4 × 3,266,667 = Rs13,066,667. Total in the first year: 9,800,000 + 13,066,667 = Rs22,866,667, or 46.7% of the Rs49m price, before charges and taxes.
| 3-year plan | Down payment | Each quarterly instalment | First-year total |
|---|---|---|---|
| 5 marla (Rs25m) | Rs5,000,000 | Rs1,666,667 | Rs11,666,667 |
| 10 marla (Rs49m) | Rs9,800,000 | Rs3,266,667 | Rs22,866,667 |
| 1 kanal (Rs85m) | Rs17,000,000 | Rs5,666,667 | Rs39,666,667 |
Quarterly figures assume equal instalments. Your DHA schedule is the final word. For lump-sum and resale prices by size, see the Margalla Enclave price tracker.
6. Cancellation and refund rules
If you cancel, or DHA cancels for default, the refund terms on the form apply:
- 20% of the total amount deposited is deducted as an administrative charge
- DHA charges and government taxes already paid are not refunded
- No interest or compensation is paid on the money DHA held
- The refund is paid within 120 business days, by draft, pay order or crossed cheque in your name
A default begins when you miss an instalment. DHA sends a 30-day notice, and unpaid dues after that are treated as a major default.
Milkiyat.com finding: backing out after the down payment costs about Rs2m on a 10 marla. 9,800,000 × 20% = Rs1,960,000 deducted. You would get back 9,800,000 − 1,960,000 = Rs7,840,000, up to 120 business days later and without interest. Selling the file on the resale market is usually cheaper than cancelling, since recent third-ballot files are listed at their full invoice price.
7. Applying from overseas
Overseas Pakistanis apply on the same terms with a NICOP. The application form has a passport number field and an overseas copy.
- Pay by pay order, demand draft or KUICKPAY from a Pakistani account
- Use an email you check daily, since postal results can take weeks to reach you abroad
- Arrange the down payment before the ballot; 30 days is short for an international transfer
- If someone in Pakistan will handle payments, sort out the authority they need in advance
8. Common mistakes to avoid
- Paying a dealer for a "confirmed" plot. There is no such thing before the ballot.
- Choosing a plan you cannot keep. The plan is locked once you apply.
- Applying without the down payment ready. Missing the 30-day deadline cancels the booking.
- Using an email or address you rarely check. Results go there, and the clock starts at the ballot.
- Trusting dates from marketing sites. Use only the dates on DHA's own notices.
9. If you are not successful
You lose only the processing fee. You can apply again in the next ballot, or buy a resale file now.
Resale files are quoted as the DHA invoice plus a premium. Check the ballot round, amount paid, instalments due and sector before comparing prices. Start with plots for sale in Margalla Enclave from KYC-verified agents.
