The Lahore Development Authority (LDA) is the Punjab government body that plans Lahore, approves private housing schemes, sanctions building plans, converts land use and enforces against illegal construction. If you are buying, building or investing in Lahore, almost every document that protects you passes through LDA or should.

What is LDA?
LDA is a statutory authority created by the Lahore Development Authority Act, 1975, dated 3 April 1975. Its purpose, in the Act's preamble, is a comprehensive system of metropolitan planning and development covering housing, traffic, water supply, sewerage and the environment (Punjab Laws).
LDA replaced the Lahore Improvement Trust. The same Act repealed the Lahore Water and Sewerage Authority Act, 1975 and ended the Town Improvement Act, 1922 in its area.
What LDA does
- Master planning: prepares the Lahore master plan and zoning.
- Private housing schemes: issues NOCs, approves layout plans, and publishes approved and illegal scheme lists. See how to verify a housing society with LDA.

Policy decisions are taken by the LDA Governing Body, which the Vice Chairman chaired for the FY2026-27 budget meeting.
LDA's agencies
Two agencies sit under LDA: the Water and Sanitation Agency (WASA) Lahore and the Traffic Engineering and Transport Planning Agency (TEPA). LDA's annual budget is approved jointly for LDA and TEPA. For building plans, WASA and TEPA NOCs are issued through LDA's One Window Cell.
LDA jurisdiction: where its authority applies
LDA's core area is the Lahore Metropolitan Area. For private housing schemes and land use, its reach over Kasur, Sheikhupura and Nankana Sahib has changed three times since 2013 and the status is interim, so always confirm before buying outside Lahore district.

What this means for a buyer: a scheme in Kasur, Sheikhupura or Nankana Sahib may carry an LDA housing scheme approval, but its building plans are usually handled by the local municipal body. Areas inside Lahore that LDA does not control
Several parts of Lahore run on their own rulebooks. There, an LDA approval is not the document that matters.
- Cantonments: Lahore Cantonment and Walton Cantonment fall under their cantonment boards.
- DHA Lahore: Defence Housing Authority approves its own phases under its own law. Its approval comes from DHA, not from LDA's scheme approval process.
- RUDA: the Ravi Urban Development Authority governs its notified area along the River Ravi.
- Walled City: the Walled City of Lahore Authority regulates the old city.
- Central Business District: the Punjab Central Business District Development Authority governs the Walton CBD site.

How to verify a housing society with LDA
The only reliable check is LDA's own record not a developer's brochure, a billboard, or a dealer's word. LDA publishes four lists on lda.gop.pk:

LDA also keeps a separate list of schemes built in violation of the master plan in Kasur and Sheikhupura. LDA states these cannot be regularised in any way.

That leaves roughly 700 − 427 = 273 schemes, or about 273 ÷ 700 × 100 = 39%, that are unapproved or still under process. A five-step check before you pay
- Find the scheme on LDA's Approved Schemes list. Match the exact name and phase "Phase II" is often a separate approval.
- Search the Illegal Schemes list for the same name.
- Ask the developer for the LDA approval letter and approved layout plan. Confirm your plot number exists on that plan.
- Check that the scheme's advertisements carry a valid NOC number. LDA treats advertising a scheme without one as punishable under the LDA Act 1975.
- Since July 2026, confirm the plot can be issued a PLRA Property Certificate (see below).

LDA approval stages: NOC, layout plan and what each means
A private housing scheme does not become "LDA approved" in one step. It moves through stages, and developers often market the first stage as if it were the last.
- Preliminary planning permission — LDA agrees the land may be planned as a scheme. No plots should be sold on this alone.
- Technical approval of the layout plan — the road network, plot sizes, commercial area and public spaces are approved. Under LDA's 2020 rules, plot sales may begin after this stage once the developer has paid the fees.
- Final approval / NOC — the scheme is sanctioned. A share of plots is usually mortgaged to LDA as a guarantee and released as development is completed.
The common trap: a buyer sees "LDA approved" but the scheme holds only preliminary permission, or the plot sits in an extension that was never on the approved plan. NAB's chairman made the same warning in June 2026, telling buyers to verify NOCs, approved layout plans and a project's legal standing before investing.

The end of file trading: PLRA Property Certificates from 1 July 2026
Since 1 July 2026, plots in public and private housing schemes under LDA jurisdiction can only be bought and sold through a Property Certificate issued on the Punjab Land Records Authority (PLRA) system. LDA says a transaction without the certificate has no legal recognition and invites action under the LDA Act 1975 (Pakistan Today).
How the new system works:
- Housing schemes were directed to move their records to PLRA's Housing Societies Management System (HSMS) by 30 June 2026.
- Schemes can issue registrations and green Property Certificates themselves through a digital portal, with sub-registrar-like authority.
- Every certificate carries a QR code that shows the plot's ownership details when scanned.
- Schemes that fail to migrate face legal action.
The decision came from a meeting chaired by DG Tahir Farooq with ABAD, PLRA and Board of Revenue officials. PLRA separately confirmed that the green certificate is the only recognised proof of ownership for Lahore housing schemes from the same date.
Why it matters: file trading allowed forged records, missing files and schemes selling more files than they had approved plots. Under the new regime, a "file" with no certificate behind it is not ownership.
What to do as a buyer: scan the certificate's QR code yourself, match the plot number to the approved layout plan, and do not pay against a file. Building plan approval, bylaws and completion certificates
No construction, extension or change of a building is legal in LDA's area without a sanctioned building plan. The governing rules are the LDA Building and Zoning Regulations 2019, which LDA publishes on its website and which the Governing Body amended again in August 2026.
How approval works now
- Online submission: residential building plans are submitted online. LDA launched online residential approvals in August 2024 and now routes building plan approval through eBiz Punjab.
- One Window Cell: scrutiny fee, FBR tax and WASA augmentation challans are issued in one place, along with WASA and TEPA NOCs. LDA states commercial plaza and multi-storey plans are approved within 15 days.
- Tracking: applicants can check One Window application status on LDA's website. The One Window helpline is 042-111-111-532.

What the bylaws control

The completion certificate many houses lack
A sanctioned plan is only half the process. A completion certificate confirms the finished building matches the approved plan. Commercialisation, land use conversion and regularisation
Using a residential plot for a shop, office, school or clinic without LDA permission is one of the most common reasons properties get sealed in Lahore. Two separate processes apply.
Commercialisation and land use conversion. An owner applies to LDA to change a plot's permitted use. LDA checks whether the road is notified for that use under the master plan, then charges a commercialisation or conversion fee. Only after approval and payment is commercial use legal. Regularisation (sifting) of unapproved schemes. Where a scheme was developed without approval, LDA can "sift" it — assess what can be legalised and on what conditions. LDA publishes each scheme's sifting status online. Sifting is not automatic, and schemes that violate the master plan cannot be regularised at all. Buyer rule: if a listing sells a residential plot as "commercial potential", ask for the conversion approval and fee receipt. No approval means no commercial right.
LDA enforcement: sealing, demolition and digital tracking
LDA enforcement has become more frequent and more visible in 2026. The main targets are illegal housing schemes, unauthorised commercial use and unpaid fees.

What enforcement means for buyers: a demolished road in an illegal scheme is not rebuilt by LDA. A sealed commercial unit stays shut until the owner regularises or pays. Neither risk shows up in a sale agreement, only in LDA's records.
LDA budget 2026-27
LDA's Governing Body approved a combined LDA and TEPA budget of Rs88.613 billion for FY2026-27 (July 2026–June 2027), with a revenue target of Rs47 billion. LDA says it earned a record Rs32 billion in FY2025-26 (APP).

Milkiyat.com finding — how much harder LDA must collect: (47 − 32) ÷ 32 × 100 = 46.9% more revenue than last year's record.
Milkiyat.com finding — how much rides on LDA City: 15 ÷ 19.2 × 100 = 78.1% of the sales target, and 15 ÷ 47 × 100 = 31.9% of all revenue, is expected from one scheme.
Milkiyat.com finding: where the money comes from: town planning fees plus plot sales = 17 + 19.2 = Rs36.2 bn, or 36.2 ÷ 47 × 100 = 77.0% of the revenue target. Put simply, LDA's income depends on approvals, conversions, penalties and selling land. That explains the push on commercialisation fees, enforcement and new plot launches.
Other decisions in the same meeting:
- A new Pine Sector in LDA City, with commercial plots and one-kanal residential plots.
- An LDA Tech Park on about 118 kanals on Ferozepur Road near Arfa Karim Tower, with 1-kanal, 15-marla and 8-marla commercial plots.
- A pilot maintenance charge in LDA Avenue-1, Jubilee Town and LDA Enclave for 3, 5, 7 and 10-marla and 1-kanal properties, free for the first two months.
On the maintenance charge, the proposal before the meeting was Rs2,500–3,000 a month for houses, with commercial properties paying double. Confirm the final notified rates before relying on them.

LDA's own housing schemes and development projects
LDA is not only a regulator, it is also one of Lahore's largest developers. Its public schemes include Johar Town, Allama Iqbal Town, Gulshan-e-Ravi, Mustafa Town, Sabzazar, Jubilee Town, LDA Avenue-1, LDA Enclave and LDA City.
- LDA Avenue-1: spread over about 15,796 kanals off Raiwind Road; its revised layout plan was approved in 2022. Maintenance charges are being piloted here first.
- LDA City: LDA's largest current scheme and the source of Rs15 bn of its FY2026-27 sales target. Because LDA is both regulator and developer, it needs no separate private-scheme NOC. File and plot status can be checked on LDA's website, where the latest computerised ballot was held on 9 September 2026.

Infrastructure projects
LDA also delivers road and urban works that shape property values along their routes:
- LDA Restarts Improvement Work on Nine Canal Road Underpasses
- LDA Accelerates 15km Ferozepur Road Regeneration Project
- The LDA Tech Park on Ferozepur Road, on land LDA bought in 1978 and used as a fruit and vegetable market until 2011.
Lahore Master Plan 2050: where it stands
The Master Plan of Lahore Division 2050 is prepared but not settled. It was notified at the end of 2022, challenged in the Lahore High Court, and in June 2026 LDA's consultants told the Governing Body the plan was being reviewed in line with LHC directives (The News).
- Scope: a regional plan for Lahore Division plus master plans for major settlements in Lahore, Sheikhupura, Kasur and Nankana Sahib. The drafts are published on LDA's master plan page.
- Notified proposals (2022): 20% of new residential zones in Lahore district reserved as open space; an environment betterment fee of Rs100,000 per kanal on new projects; a regional ring road and parallel rail network.
- Court challenge: petitioners argued that converting agricultural land to urban use lacked justification; the LHC stayed execution and ordered terms of reference for a review.
Why buyers should care: the master plan decides which roads can be commercialised, where new schemes may be approved, and which existing schemes are declared in violation. LDA checklist for Lahore property buyers
Run every check below before paying a token. Each takes minutes; skipping one can cost the whole investment.
- Confirm which authority governs the land: LDA, a cantonment board, DHA, RUDA or a municipal body.
- Find the scheme, and the exact phase, on LDA's Approved Schemes list.
- Check it is not on LDA's Illegal Schemes or master plan violation lists.
- See the approved layout plan and confirm your plot number is on it.
- Confirm the approval stage — preliminary permission is not final approval.
- Insist on a PLRA Property Certificate and scan its QR code. Do not buy a file.
- For a built house: ask for the sanctioned building plan and completion certificate.
- For commercial use: ask for LDA's conversion approval and fee receipt.
- Check for LDA seal notices, show-cause notices or unpaid dues on the property.
