Land for Sale Near Thalian Interchange: Agricultural and Industrial Land Around Faisal Town Phase 2

This guide covers raw land around Faisal Town Phase 2. For plots inside the scheme, see our plot size and price guides.
Overview
Searching for land for sale near Thalian Interchange turns up farmland, industrial acres and plots that are neither. They sit around Faisal Town Phase 2 and the Rawalpindi Ring Road, and they follow different rules from a plot in a housing scheme.
This guide compares two Milkiyat listings with what the state paid for land nearby, sets out the rules we could confirm, and lists what to check first. For the scheme next door, see our Faisal Town Phase 2 guide.
To see the current land asks, browse the Faisal Town Phase 2 listings page. It has no separate land filter, so land appears under the Plot and Commercial types or in the unfiltered view. One caution: the developer's own pages say the Phase 2 NOC is not yet approved by the Rawalpindi Development Authority (RDA).
Milkiyat.com finding: what land near the scheme costs
Two land listings tagged to Faisal Town Phase 2 show a wide spread. When we checked, the listings page showed two land listings, both pre-launch and neither dated. Neither names a village or road. We converted them to a price per square foot so they can be compared, using the standard revenue kanal of 5,445 sq ft.
| Land | Price | Per kanal | Per sq ft |
|---|---|---|---|
| Ring Road land the state acquired (Dawn, 2025) | Rs6.7 billion for 8,992 kanals | PKR 7.5 lac | PKR 137 |
| Industrial and commercial listing, 100 kanals | PKR 25 crore | PKR 25 lac | PKR 459 |
| Agricultural listing, 24.5 kanals | PKR 11 crore | PKR 45 lac | PKR 825 |
| Developer's 1 kanal plot, lump sum | PKR 64.40 lac | PKR 64.40 lac | PKR 1,431 |
The developer's kanal is 4,500 sq ft, not 5,445, so we used its own size for that row. These are asks and one average compensation figure, not sales, and the state's figure covers land acquired over several years.
Two things stand out. The listings ask 3.4 and 6.0 times what the state paid on average. And the farmland asks more per square foot than the industrial block, which may reflect size, road frontage or simple optimism. The farmland listing also gives its size as 24.5 kanals in one place and 24.5 marla in another. Confirm it before relying on either figure.
Agricultural land near Faisal Town Phase 2: what you are really buying
Agricultural land is bought for farming, and the law treats it that way. Three things matter for a buyer.
Transfers may be halted. The News reported on 20 November 2024 that RDA barred land sales and purchases in farmland outside the city's peri-urban limits. Its Additional Director General asked the Deputy Commissioner to "immediately halt land transfers" in specific areas, which the report did not name. We could not see the notification. Ask the registrar's office whether your mouza is covered before you sign anything.
Building is a separate question. Tribune reported on 21 November 2024 that RDA stopped approving new private housing schemes in Rawalpindi Tehsil until its master plan is complete. Dawn reported on 20 January 2025 that master plans for 32 districts, including Rawalpindi, restrict development to designated land. So a farm plot is not a future housing plot by default.
It may overlap the scheme. Faisal Town Phase 2 is advertised at more than 80,000 kanals across Mera Kalan, Kolian Par and Dhalla. Land in those mouzas may already be claimed by it. Our land and mouza checks guide explains how to compare records.
Industrial land and the M-2 Motorway
Searches for "industrial land M2 motorway" lead to the Ring Road. Tribune reported on 26 May 2026 that the Punjab Industrial Estates Development and Management Company approved an industrial estate along the Rawalpindi Ring Road, in place of an economic zone. It is approved in principle, and formal approval must come through legislation by the Punjab Assembly. The article gives no acreage and names no villages.
On 10 October 2026, Tribune reported that the Punjab government approved an industrial zone along the road. Vegetable, grain, livestock and flower markets are to move there. It gives no land area or dates.
Ask PIEDMC or the Deputy Commissioner for the estate's boundary before paying. Until it is published, an "industrial" label on a private listing is a sales description, not a zone. We found no source placing an industrial zone along the M-2 itself. So a listing that calls land "industrial" near Thalian is making a claim you can only test against the master plan and the estate's boundaries, which are not yet published.
Farm land near Islamabad airport
The airport sets its own limits. Dawn reported in 2008 that the CAA required prior approval for new schemes within 15 km of the airport, and in 2014 that building heights around airports are restricted. Our airport guide covers the rules.
Land near the airport has also been taken. In December 2022, Dawn reported that the CAA sought land for a third runway, that landholders objected to the rate and that some land nearby had reportedly reached Rs5 million per kanal. We don't know how that ended.
Dawn also reported in November 2024 that the government was concerned about unplanned construction around the airport, and that RDA and Fatehjang's municipal administration are responsible for regulating it. So a farm plot near the airport answers to more than one authority.
Raw land or a plot in the scheme?
The two are different products, and the table shows how.
| Raw land | A plot in Faisal Town Phase 2 | |
|---|---|---|
| What you hold | Ownership shown on a fard, if it is genuine | A booking with the developer, until possession |
| Approval risk | Land-use zone and transfer bans | The scheme's NOC, which isn't approved |
| Services | None promised | Promised by the developer, with possession 3 to 4 years away |
| Right to build | Depends on the zone | Depends on possession and approval |
| Typical cost per sq ft | PKR 459 to 825 in the two asks | PKR 1,431 or more |
Neither is safe by default. Raw land carries land-use and acquisition risk. A plot carries the scheme's approval risk.
When being near the road means being acquired
A road brings buyers, and it also brings acquisition. The state paid an average of about PKR 7.5 lac per kanal for the Ring Road's 8,992 kanals. The industrial estate plan says land will be acquired under Section 4 after the Assembly approves it, then offered to investors at affordable rates.
So a plot near the corridor can lose value, not gain it, if it falls inside a notified area. A buyer who pays PKR 25 lac or more per kanal on a promise of corridor value takes the loss if the state pays PKR 7.5 lac.
What to check before you buy land near Thalian
- Ask for the mouza and khasra numbers, then get a fresh fard and jamabandi from the Punjab Land Records Authority.
- Ask the Deputy Commissioner's office whether land transfers are halted in that mouza.
- Ask RDA for the land-use zone under the Rawalpindi master plan.
- Ask whether the parcel falls inside any Section 4 notice, including the Ring Road, the industrial estate, the airport and the Thalian interchange.
- Check for overlap with Faisal Town Phase 2's claimed land.
- Confirm the road access in writing today.
- Find out who is selling: the owner on the fard, a family member or a dealer. Check the seller against the fard, as our guide to verifying a Faisal Town Phase 2 file suggests for files.
- Pay by a traceable route into the owner's account.
Listings that need more questions
- Land called "industrial" with no zone or estate named.
- A price that cites the Ring Road but no notification.
- A fard shown as a photo, not applied for by you.
- A size that changes between title and description.
- "Pre-launch" land with no mouza.
FAQs
Where can I find land for sale near Thalian Interchange?
Milkiyat's Faisal Town Phase 2 listings page shows land under its Plot and Commercial types. Neither current land listing names a village, so ask for the mouza first.
Can I build a house on agricultural land near Faisal Town Phase 2?
Not by default. RDA stopped approving new private housing schemes in Rawalpindi Tehsil in 2024, and district master plans restrict development to designated land.
Is there industrial land on the M-2 Motorway near Thalian?
We found none approved there. The approved estate is along the Ring Road, in principle and subject to Assembly legislation.
Is farm land near Islamabad airport a good investment?
It depends on the zone and any acquisition notice. The airport brings CAA rules, and the CAA has sought land for a third runway.
Why is the farmland listing dearer per square foot than the industrial one?
We can't tell from the listings. Size, frontage and negotiating position may all play a part, and both are asks, not sales.
Does the state buy land near the Ring Road?
Yes. It acquired 8,992 kanals for Rs6.7 billion, and the industrial estate plan includes acquisition under Section 4.
