At a Glance: Possession is only the first step before building in Margalla Enclave. Verify plot boundaries, soil conditions, outstanding dues, building design approval, street utilities and road access before hiring a contractor. Keep written evidence for each check, plan construction around Islamabad’s monsoon rains, and budget for remaining plot instalments alongside building costs.

A practical guide to the checks, approvals, utilities and budgeting steps to complete before starting house construction on a Margalla Enclave plot after possession.

Margalla Enclave Construction Readiness Checklist After Possession

مارگلہ انکلیو میں قبضے کے بعد تعمیرات کی تیاری کی مکمل چیک لسٹ

Overview

Getting possession of a Margalla Enclave plot is a milestone, but it is not the same as being ready to build. Possession means DHA has handed you the land. It does not, by itself, prove that your building design is approved, that electricity or water reach your street, or that your boundaries match the plan. Owners who start work before those items are settled tend to pay for it in redesign, delay or disputes.

This guide sets out a twelve-gate checklist that you can work through after possession, with the cash maths and the seasonal timing that most owners overlook. For the project's location, approvals and legal status, read the Margalla Enclave Islamabad guide, which this article expands on.

If you are still choosing a plot, Margalla Enclave plot listings on Milkiyat show the sector and size of each, and you can ask DHA about possession status before you commit.

Last updated: 14 October 2026. Possession has begun only on selected ME-2 streets, so most owners are not at this stage yet.

Possession is only the first checkpoint. Confirm boundaries, access, dues, building map approval and street utilities before starting construction in Margalla Enclave.

1. What possession proves, and what it does not

Possession provesPossession does not prove
DHA has handed the plot to youThat your building design is approved
You may enter the landThat electricity, gas or water are connected on your street
The plot is allocated and recordedThat the boundary marks match the approved layout
Construction can be plannedThat the road to your plot is open for heavy vehicles or that all dues are cleared

The third-ballot terms say plots are handed over for construction after building design approval under CDA construction bye-laws. Do not read that as a promise that approval is automatic. Check how and when it is given. Our guide to bylaws, map approval and construction cost covers the rules and budgets. This article covers the sequence.

Possession began on selected ME-2 streets from 21 May 2026, according to an independent consultancy, about 15 months after the first ballot on 24 February 2025. Our development and possession tracker shows where each sector stands.

2. The twelve readiness gates

Treat each gate as red until you hold the evidence in writing.

Gates 2 and 3 are covered in our guides to plot demarcation and survey and slope and drainage. Gate 7 is covered in our utility connection guide.

A rule of thumb. Do not mobilise a contractor until gates 1 to 6 are green and you have a written answer on gates 7 to 9. A contractor who starts before approval risks a stop order, and one who starts before the utilities are confirmed may sit idle.

Keep written evidence for each readiness gate, and do not mobilise a contractor until the essential approvals and site checks are complete.

Keep written evidence

Keep a dated folder with the possession letter, payment statement, survey drawing, soil report, approved plans, utility correspondence and contractor agreement. Record who confirmed each item and when. Verbal assurances are useful for follow-up, but written confirmation is safer when permissions or costs are involved. Compare plot number, sector and dimensions across the possession record, survey report and approved layout. Resolve differences before excavation or boundary-wall work.

3. Approval first, then everything else

The terms say construction follows building design approval under CDA bye-laws. In practice, that sets the order of work:

  1. Survey and soil report give the architect real levels and ground conditions.
  2. Design is drawn to the plot's actual dimensions and the permitted height and setbacks.
  3. Submission for approval follows, with the documents the authority asks for.
  4. Approval arrives, and only then is the contractor mobilised.
  5. Utility applications can usually run alongside the later stages.

Timelines for approval are not published in any source we found, so we do not give one. Ask DHA how long it takes and what it needs.

Why utilities come up here. In the Islamabad Capital Territory, IESCO needs a No Objection Certificate from CDA before a new connection, according to the federal power minister's statement to the National Assembly. A single-phase connection took about 35 days in urban areas in published reports of IESCO's process. Gas for new homes is only on RLNG since the cabinet's September 2025 decision. Do not plan a build that depends on a gas connection you do not yet have.

4. The cash overlap most owners miss

Most buyers receive possession while still paying instalments. That puts two demands on cash at once: the remaining plot payments and the cost of building.

Milkiyat.com finding: a third-ballot 10 marla owner at month 15 still owes about Rs22.9 million in instalments. This is an illustration, not a forecast. It assumes the three-year plan with a Rs9,800,000 down payment, twelve quarterly instalments of Rs3,266,667, and five instalments paid by month 15.

  • Paid by month 15: 9,800,000 + (5 × 3,266,667) = Rs26,133,335
  • Still to pay: 49,000,000 − 26,133,335 = Rs22,866,665, which is seven more instalments
  • Cash needed each month for those instalments: 3,266,667 ÷ 3 = Rs1,088,889

So, for the next 21 months, this owner needs about Rs1.09 million a month for instalments, before any construction spending. Add the cost of building from the Milkiyat construction cost calculator, and the funding gap becomes clear.

First- and second-ballot buyers paid 15% down and have different schedules, so work out your own from your DHA statement.

5. Time the groundwork around the rains

The environmental assessment records that the heaviest rain in Islamabad falls in July and August, and that rainfall is also occasional in April and May. The site is undulating, with gullies and a nullah, and the assessment lists soil erosion from excavation as a construction risk.

What this means for your build:

  • Avoid leaving an open excavation through July and August. Water collects, banks slip and neighbours' plots can drain onto yours.
  • Aim to finish foundations and retaining walls before the rains. Work backwards from late June.
  • Protect cut slopes. The assessment's own mitigation list says excavated slopes should not be left untreated for long periods. The same principle applies to your plot.
  • Plan drainage first. Decide where your site water will go before you dig. Our slope guide shows how to estimate the soil you will move.

Keep a simple weather contingency in the contractor’s schedule. After rainfall, inspect the excavation edge, temporary drains and any exposed soil before allowing work to resume. Do not pump water onto a neighbour’s plot or a public road; agree a safe discharge route with the site team and follow the approved drainage plan.

Planning estimate: work backwards from the rains. If you want foundations finished by 30 June, and the survey, design, approval and utility steps need a few months each, you may need to start several months earlier. No published schedule gives a figure, so ask DHA and your architect how long each step takes, then count back from June.

6. Six sequencing mistakes

  1. Hiring a contractor before the approval. A stop order costs more than the delay would have.
  2. Excavating before the survey. If the boundary is wrong, the work is wrong.
  3. Ordering materials before checking access. Heavy trucks need a usable road.
  4. Assuming gas will arrive. Confirm it in writing, and plan for alternatives.
  5. Forgetting the instalments. A missed payment during construction can lead to cancellation after notice.
  6. Skipping the neighbour. Agree shared walls and drainage before work starts.

7. Safety, environment and neighbours

The environmental assessment lists the project-level measures that DHA and CDA will follow: dust control, noise limits, and care for trees and soil. As an owner you should do the same on your plot:

  • Control dust, especially in the dry months
  • Keep construction vehicles off public streets where possible
  • Store materials inside your boundary
Follow basic construction-site safety practices by controlling dust, keeping vehicles off public streets where possible, and storing materials within your plot boundary.

8. Where to look next

If your readiness gates are not yet green, Islamabad property listings show what other societies offer, and houses for sale in Islamabad show finished homes that skip this stage. Plot rates by size are in the Margalla Enclave price tracker.

If you are still deciding on a plot, browse all properties in Margalla Enclave on Milkiyat, listed by KYC-verified agents.

Frequently asked questions

Can I start building as soon as I get possession?

Not safely. Possession does not prove an approved design, street utilities or a verified boundary. Work through the readiness gates first.

Do I need approval before construction?

The third-ballot terms say plots are handed over for construction after building design approval under CDA bye-laws. Confirm the process and timing with DHA.

Is gas available for new homes?

New household connections are on RLNG only since September 2025, and they need a gas network on your street. Confirm with DHA and SNGPL.

When is the best time to dig foundations?

Avoid July and August, which are Islamabad's wettest months, according to the environmental assessment. Aim to finish below-ground work before the rains.

Do I still pay instalments while I build?

Yes, if your plan has instalments left. Two consecutive missed instalments can lead to cancellation after notice.
