Overview
The Lake District is the waterfront precinct planned at the heart of Margalla Enclave, the CDA and DHA Islamabad Rawalpindi joint venture in Zone IV, Islamabad. It brings together 1 kanal residential plots, commercial plots and recreation space around a planned lake. The most important fact for any buyer is that the lake is planned, not built. DHA's own website describes the Lake District as an envisioned destination, and the Interior Minister said in February 2025 that a lake would be built in the scheme.
This guide explains what the Lake District is, what has actually been published about its commercial plots, and how to weigh the investment case. For the project's location, approvals, sectors and legal status, read the Margalla Enclave Islamabad guide, which this article expands on.
If you want to compare the Lake District with the other sectors in practice, you can see commercial property in Margalla Enclave listed on Milkiyat today.
1. What is the Lake District?
Margalla Enclave has five blocks: ME-1, ME-2, ME-3, ME-4 and the Lake District. ME-1 and ME-4 hold the 5 and 10 marla plots. ME-2, ME-3 and the Lake District are the kanal blocks. The Lake District is the one built around water.
DHA's official site presents it as the community's signature waterfront, where nature, leisure and public life come together. A dealer site summarising the master plan adds more detail: 1 kanal residential plots around a scenic lake, surrounded by commercial plots, recreation areas, a planned hotel, a community centre, jogging tracks and landscaped parks. Treat those extras as planned features, not delivered ones.
Do not confuse the Lake District with Bazar-e-Bazurg. DHA lists that heritage-style bazaar as a separate planned destination.
2. What is built and what is only planned
| Feature | Status on 14 October 2026 | Basis |
|---|---|---|
| The lake | Planned. No completion reported. | PID press release (10 Feb 2025) says a lake will be built; DHA calls the district envisioned |
| 1 kanal plots around the lake | Part of the master plan | Dealer summary of the master plan |
| Commercial plots | Four sizes on the 3rd-ballot form | DHA application form, as reproduced by an independent consultancy |
| Possession | Handed over on selected ME-2 streets from 21 May 2026. None reported in the Lake District. | Independent consultancy |
| Hotel, community centre, tracks | Planned | Dealer summary |
DHA has not published plot counts, prices or development schedules for the Lake District as a separate block. Its price schedule varies by plot size and payment plan, not by block. Be careful with any website that quotes Lake District specific prices without a source.
3. Lake District commercial plots: what is official
The third ballot was the first to include commercial plots. Earlier rounds sold them by auction. The official schedule below uses lump-sum and three year plan prices, exclusive of DHA charges and taxes.
| Plot size | Floors allowed | Lump sum | 3-year plan | Lump sum per sq yd |
|---|---|---|---|---|
| 100 sq yd | LG+G+1 or G+2 | Rs81,450,625 | Rs95,000,000 | Rs814,506 |
| 133.25 sq yd | LG+G+1 or G+2 | Rs120,032,500 | Rs140,000,000 | Rs900,807 |
| 200 sq yd | LG+G+5 or G+6 | Rs145,753,750 | Rs170,000,000 | Rs728,769 |
| 500 sq yd | LG+G+5 or G+6 | Rs342,950,000 | Rs400,000,000 | Rs685,900 |
The down payment is 20% within 30 days of the draw. Corner and boulevard commercial plots carry a 10% to 15% category premium. For the full residential and commercial price history, see the Margalla Enclave price tracker.
Milkiyat.com finding: size matters more than location in the commercial price list.
- The 500 sq yd plot costs 685,900 ÷ 814,506 = 0.842 of the 100 sq yd rate per yard, which is 15.8% cheaper.
- The 133.25 sq yd plot is the dearest per yard: 900,807 ÷ 814,506 = 1.106, or 10.6% above the 100 sq yd rate.
- A 500 sq yd commercial plot costs 685,900 ÷ 145,754 = 4.7 times the lump-sum rate of a 1 kanal residential plot (Rs145,754 per sq yd).
Milkiyat.com finding: bigger plots are far cheaper per floor allowed. This is a rough proxy that ignores coverage and parking rules. Dividing the per-yard price by the number of above-ground floors allowed:
- 100 sq yd at G+2 (3 floors): 814,506 ÷ 3 = Rs271,502 per floor-yard
- 200 sq yd at G+6 (7 floors): 728,769 ÷ 7 = Rs104,110 per floor-yard
The 200 sq yd plot buys floor space at about 38% of the small plot's rate (104,110 ÷ 271,502 = 0.383). Ask a CDA-approved architect what can actually be built before you rely on this.
Supply is capped. The environmental assessment, as summarised by an independent consultancy, counts 388 commercial plots against 6,990 residential plots, roughly one in eighteen. Commercial plots take 4.91% of the land against a CDA maximum of 5%, so the approved plan leaves almost no room for extra commercial land.
4. Is there a lake premium on resale plots yet?
Not clearly. The Milkiyat tracker recorded one Lake District 1 kanal third-ballot file asking Rs8.85 crore on 9 October 2026. Set against DHA's own prices:
- Versus the 3-year plan price of Rs8.5 crore: 8.85 ÷ 8.5 = 4.1% above
- Versus the lump-sum price of Rs72,876,875: 88,500,000 ÷ 72,876,875 = 21.4% above
- ME-3 1 kanal resale files were asking Rs8.1 to 9.35 crore, so the Lake District ask sits inside that range
That is a single listing, not a market. It suggests buyers are not yet paying a visible premium for a lake that does not exist. If the lake is delivered, the gap may open. If it is not, there is no premium to lose.
5. Investment outlook: three questions to settle
Will the lake be built, and when? We found no published completion date. The only commitments on record are the February 2025 ministerial statement and DHA's own marketing language. Price the lake as a promise until water is in it.
Who will rent the commercial plots? Lakeside retail and hospitality need residents and visitors. Possession has reached only part of ME-2, and plots must still be built on. Commercial income here is a late-stage story, so a buyer needs patience and a funding plan that does not depend on early rent.
What does the capped supply mean? With commercial land at its limit, existing plots are scarce by design. That helps long-term holders. It does not protect against a slow build-out.
6. Five checks before you buy a Lake District plot
- Read the floors line. LG+G+1 and LG+G+6 are different buildings with different rents. Confirm it on the allotment, not in a message.
- Find out how it was sold. A plot that was auctioned has a different base price from one that was balloted.
- Check the position. In a scheme with capped commercial land, frontage is most of the value.
- Ask what is left to pay. Resale files often quote the amount paid plus a premium, not the full price. Ask how many instalments remain.
- Verify the file with DHA before any token money. Our guide to sectors and blocks shows how the Lake District fits the wider plan.
7. Where to look next
If the Lake District is beyond your budget, compare property for sale across Islamabad. If you would rather buy a finished building than wait for a lake, browse houses for sale in Islamabad.
