Newly Redeveloped Raja Bazaar Floods Again, Raising Questions Over Construction Quality

Rainwater entered shops in Rawalpindi's newly developed Model Raja Bazaar during recent heavy rainfall, leaving traders facing damage to goods and inventory, with videos from the area showing water rushing through the bazaar like a flowing canal. The flooding has renewed questions over the quality of construction and planning behind the area's recent redevelopment, given that a market rebuilt and upgraded within the past two years has repeatedly proven unable to withstand ordinary monsoon rainfall.

Not a One Time Failure

This is not an isolated incident. Rawalpindi's historic Raja Bazaar, along with adjoining markets including Moti Bazaar, Mochi Bazaar, Bohar Bazaar and Sabzi Mandi, has flooded repeatedly across the current monsoon season despite the area having undergone a redevelopment project reported at roughly Rs150 million. During one earlier episode this season, more than 100 shops in Moti Bazaar, the region's largest women's market, were flooded, ruining garments, fabrics, artificial jewellery and cosmetics, while numerous wholesale medicine stores in Bohar Bazaar had their stock rendered unusable after water entered the premises.

What Officials Said Caused It

Following one of the season's worst flooding episodes, the Rawalpindi Municipal Corporation's Chief Officer stated that the main reason water entered Raja Bazaar's business centres was that rainfall exceeding 100 millimetres overwhelmed the drainage system, pushing water into illegally constructed basements beneath shops and business centres. In direct response, RMC formally declared all basements in Raja Bazaar illegal and issued notices to business owners demanding their immediate demolition, warning that further action would follow against anyone who failed to comply. Drainage construction and maintenance responsibility in Rawalpindi is itself divided between multiple bodies: WASA Rawalpindi manages water supply and sewerage operations, while major drainage infrastructure is constructed by RDA before being transferred to the local municipal administration, a split responsibility structure that can complicate accountability when a specific market's drainage fails during heavy rain.

The Deeper Redevelopment Controversy

The bazaar's flooding problems sit inside a larger, contested redevelopment story. Authorities converted the main stretch of Raja Bazaar, from Fawara Chowk to Hamilton Road, into a pedestrian only zone as part of the area's modernisation. Traders have separately and repeatedly objected to this conversion itself, arguing it has damaged business by blocking vehicle access for loading and unloading goods along a road connecting more than 20 markets, with some shopkeepers reporting they had begun leaving rented premises as a result. Traders threatened a sit in protest with their families if the Punjab government did not reopen the road to general traffic, arguing the pedestrianisation plan had already ruined their livelihoods even before this season's flooding compounded the damage.

Why This Matters Beyond a Single Bazaar

Raja Bazaar is not a minor commercial strip. More than 2,500 shops in the bazaar support employment for thousands of workers, and the market draws customers not just from Rawalpindi but from across Azad Kashmir, Gilgit Baltistan and Khyber Pakhtunkhwa as a one stop destination for wholesale trade, logistics, banking and currency exchange. Roughly half of its shops have been consolidated into larger plazas and joint markets over time, making it the city's largest wholesale market. A redevelopment project of this scale failing on its most basic function, keeping water out during ordinary seasonal rainfall, represents a significant failure of public infrastructure investment rather than a minor local inconvenience.

What This Means for Traders and Property in the Area

For existing shop owners and tenants in Raja Bazaar, RMC's illegal basement declaration means any basement storage space currently in use faces a direct demolition order, and traders should treat compliance as urgent given the authority's stated intent to pursue enforcement against holdouts. Prospective tenants or buyers considering commercial space in the newly redeveloped bazaar should treat the area's repeated flooding history as a material factor in any location decision, and should specifically ask about a given shop or building's basement status, drainage arrangement and flood history during this monsoon season before committing to a lease or purchase. The gap between the area's rebuilt, modernised appearance and its repeated practical failure during rainfall is itself the most important due diligence lesson here: a visibly new redevelopment does not guarantee the underlying drainage and construction quality actually match that appearance.
