Bahria Enclave is the safer choice for buyers who want to live in Islamabad now, a mature, inhabited community across 15 sectors with a CDA development NOC valid to 7 April 2028. Park View City suits investors with a longer horizon its Supreme Court–validated NOC and Downtown commercial district are real strengths, but its Overseas Block carries an unresolved possession dispute. Per Zameen's May 2026 index, the average residential plot is PKR 1.49 crore in Park View City and PKR 1.85 crore in Bahria Enclave.
Access is effectively a draw. The 2026 variable for both is DHA Margalla Enclave, the CDA–DHA joint venture that has pulled speculative capital into Zone IV and lifted the whole corridor — covered in our list of CDA-approved housing societies in Islamabad for 2026.
Both are "CDA approved," but the approvals differ structurally. Park View City has survived the highest judicial scrutiny in Pakistan, unusual validation, yet the gap between its 1,067.90 Kanal approved plan and its ~7,000 Kanal marketing footprint is the single most important question a buyer can ask. Bahria Enclave has a longer, cleaner runway, but its official layout map contains unapproved ownership patches that remain a recurring source of litigation.

Bahria Enclave if you need possession within 12 months, want rental income from day one, are an overseas buyer who cannot supervise a long wait, or value a functioning community over a render.
Park View City if you have a 5–7 year horizon, are targeting commercial exposure around Downtown or The Walk, or are buying resale in developed Blocks A–K with possession confirmed in writing.
Avoid Bahria Enclave plots inside white or blue-line map patches, and Park View City files outside the approved LOP or tied to unresolved Overseas/Golf Estate adjustments.

Is Park View City CDA approved in 2026? Yes. NOC issued 1 June 2018, reinstated after the Supreme Court's 20 October 2022 judgment. Confirm your block falls within the 1,067.90 Kanal approved Layout Plan.
Is Bahria Enclave's NOC cancelled? No. Development NOC issued 8 April 2022, valid to 7 April 2028 over 12,543.11 Kanal. The 2026 CDA notices concern specific compliance matters, not blanket cancellation.
Which is cheaper? At 10 Marla, Bahria Enclave (PKR 1.57 crore vs 1.76 crore). Society-wide, Park View City (PKR 1.49 crore vs 1.85 crore) — Bahria Enclave's mature sectors lift its average.

Bahria Enclave's momentum sits in its mid-tier sectors (J at +17%, B1 and N at +14%, I at +14%), which is where end-user demand is converting into construction.

Bahria Enclave wins on delivered civic infrastructure. Park View City wins on destination assets — Downtown genuinely draws visitors. But note the two flags: Park View Mall remains unbuilt, and the advertised 9-hole golf course no longer exists as a standalone block.
