Park View City Islamabad is located in CDA Zone 4, off Malot Road near Bani Gala, directly opposite Bahria Enclave and adjacent to DHA Margalla Enclave. Its main approach is Jinnah Avenue, the 300-foot boulevard formerly called Kuri Road, reached via Park Road from Srinagar Highway.
The access situation is changing this month. The Park Road underpass at Margalla Enclave, part of a Rs 10 billion CDA infrastructure package, is scheduled to open to traffic by 30 July 2026. It is the single biggest improvement to Park View City's accessibility since the society launched and it approaches from the Chak Shahzad / National Institutes of Health side of Park Road, through the DHA Margalla Enclave corridor.
As of 26 July 2026 the underpass has not yet been confirmed open. Treat 30 July as a target, not a fact.

Zone 4 is the largest zone in the Islamabad Capital Territory, running along the south-eastern belt between Murree Road and Lehtrar Road. Crucially, private housing schemes were not originally permitted here at all ,the federal government only opened Zone 4 to private housing and farm-housing schemes in 2010, and even then only specific sub-zones allow private residential development.
That detail matters more than most buyers realise, and it is the reason zone and sub-zone verification comes before price. Our Islamabad Master Plan explained breaks down all five zones, the sub-zone rules, and the 51 amendments that have reshaped them.
This is how most traffic arrives. Park Road runs south-east from the Srinagar Highway area through Chak Shahzad, past the National Institutes of Health, COMSATS University and the NARC complex and connects to Jinnah Avenue, which carries you into the Zone 4 society belt.
This is the corridor that has been under construction all year, and the route most people mean when they refer to the "new road via DHA."
Park View City's own 400-foot main boulevard connects the society to the Malot Road approach. This is the entrance most marketing material features.
A 200-foot-wide access route from Kuri Road has long been part of the society's approved planning. This access has a contested history: in December 2017 CDA cancelled the society's layout plan specifically because the required 100-foot, 3.5 km approach road from Kuri Road did not exist — Dawn reported that only an 18-foot access road was in place. That dispute was later resolved, but it is why "access road" recurs throughout the society's legal history, set out in full in our NOC and CDA approval status guide.

This is the part worth understanding properly, because it is genuinely new and most published content on Park View City hasn't caught up with it.
The Park Road Infrastructure Project, worth Rs 10 billion, covers an underpass, service roads, overhead infrastructure and general road upgrades along the Park Road corridor. The underpass sits at the Margalla Enclave junction and is called either the Park Road Underpass or the Margalla Enclave Underpass.
CDA is executing the project in partnership with the Defence Housing Authority (DHA) and the Frontier Works Organisation (FWO), both of which are also contributing to financing. This was stated in the Senate by Minister of State for Interior Muhammad Talal Chaudhry and reported by ProPakistani on 10 June 2026.
The DHA involvement is why the route is described as going "via DHA" — the corridor runs directly alongside DHA Margalla Enclave, the joint DHA–CDA scheme built on land formerly planned as Kuri Model Village.

The 30 July date was reported by ProPakistani on 30 June 2026 as CDA's expected opening, with the wider package following in August.
Officials have consistently named the same three beneficiaries: DHA Margalla Enclave, Park View City and Bahria Enclave. The underpass is explicitly aimed at Zone 4 congestion caused by the growth of these schemes which is also why the corridor is now the most closely watched investment belt in the capital. Construction has made the corridor considerably worse in the short term. Reporting through mid-2026 described peak-hour delays of roughly 20 to 30 minutes, narrow and dusty temporary diversions, inadequate signage, and conditions that deteriorate after rain. If you are viewing plots this month, budget extra travel time and don't judge the route by its current state.
There is also a structural caveat that predates this project. When Park Road's earlier widening neared completion, Dawn reported in December 2024 that the bridges along the route had not been widened to match, and that the Kuri Road U-turn remained a narrow bottleneck requiring a properly engineered junction. CDA records reviewed for that report showed the road already serving Park Enclave, Bahria Enclave, Park View City, the Kuri schemes and the 10,000-kanal CDA–DHA joint venture, with traffic expected to keep growing.
Translation: the underpass fixes one junction on a corridor that has more than one constraint. It is a real improvement. It is not a complete solution.
Beyond the underpass, the longer-term infrastructure plan for this corridor includes a direct arterial bypass connecting the Zone 4 society belt to Srinagar Highway through Bani Gala. If delivered, it would cut travel time to Blue Area and the F-sectors to roughly 10–15 minutes by bypassing the local bottlenecks entirely.
This is the single biggest potential change to Park View City's location value — considerably bigger than the underpass. It is also not built, and has no published completion date. Treat it as upside, not as a basis for today's price.

Read this table with three caveats.
First, these are estimates along current alignments, and drive times vary enormously with time of day. Check live routing before relying on any figure.
Second, most figures circulating online are pre-underpass and pre-congestion. Times should improve once the Park Road works finish — but from today's degraded baseline, not from the optimistic numbers in older marketing material.
Third, the widely repeated claim that Park View City is "15 minutes from Serena Hotel" does not reflect current conditions. It appears on dozens of property sites, largely copied from one another. Treat it as aspirational.
"Planned link to Margalla Avenue will double Hills Estate and Golf Estate values by 2028." Margalla Avenue is a roughly 33 km six-lane route running from Sangjani on GT Road (N-5) along the Margalla Hills to Bhara Kahu on the E-75 Murree Expressway — a corridor on the northern and western periphery of the city. Its Bhara Kahu terminus is in the broader vicinity of the Bani Gala belt, so some indirect benefit is plausible. But there is no announced direct link from Margalla Avenue into the Jinnah Avenue corridor, and the price-doubling projection has no identifiable source.
Total area figures. Location pages routinely describe the society at 7,000 to 15,000 kanals. CDA's register records 1,067.90 kanal. This matters for location questions too: the blocks furthest from the original core are the ones whose approval status is least clear — a problem that has already produced litigation, documented in our Park View City Overseas Block investigation.

Better access generally supports values, and the corridor serves three large schemes simultaneously. But the underpass is not yet operational and the wider works run into August 2026. Any premium quoted today prices in a benefit not yet delivered.
