Yes, Park View City Islamabad is CDA-approved. As of 26 July 2026, the Capital Development Authority's official register lists "Park View City Housing Scheme" in Zone 4 with Layout Plan: Approved and NOC: Approved. The recorded area is 1,067.90 Kanal, and the registered sponsor is M/s Park View Enclave (Pvt) Ltd.
The critical caveat most articles skip: that 1,067.90 Kanal figure is the entire extent CDA's record recognises. The society is marketed at several times that size. Approval of the scheme is not the same thing as approval of every block being sold under its name.

Two things worth flagging, because almost no other page on this topic mentions them:
Most property sites state the NOC was issued on 1 June 2018 under letter no. CDA/PLW/Zone-4(94)/12/Vol-I/168. CDA's live record instead shows an NOC date of 2 May 2014 and an LOP date of 11 January 2021. Both dates appear in the historical record for different instruments, and CDA has not published a consolidated explanation. If your purchase decision turns on the specific instrument, request a copy of the current NOC letter from the CDA Directorate of Regional Planning (Zones 3 & 4) rather than relying on any website — including this one.
February 2013 — CDA issues an NOC to Park View City. This is recorded in a government audit report later cited in Dawn's coverage of the Public Accounts Committee proceedings.
November 2014 — CDA cancels that NOC over non-transfer of land earmarked for amenities into the authority's name, per the same audit report.
December 2017 — CDA cancels the society's layout plan and adds it to the list of illegal schemes. As Dawn reported at the time, the stated reason was that the society did not possess the land required for the approach road: the plan required a 100-foot-wide, 3.5 km road from Kuri Road, but the society had only an 18-foot access road. CDA also asked IESCO and SNGPL to withhold utility connections and asked the district administration not to endorse plot transactions.
June 2018 — An NOC is issued. This is the instrument the Islamabad High Court would later hold was granted without lawful authority.
August 2020 — The Islamabad High Court suspends the NOC. Dawn reported that Chief Justice Athar Minallah's order directed that the NOC not be acted upon, and instructed the Deputy Commissioner to have an assistant commissioner probe allegations of encroachment on private land.
December 2020 — The IHC declares the NOC illegal and void in WP No. 3877/2019. In a judgment covered by Dawn, the court criticised the broader pattern of regularising illegalities in the capital, holding that land acquired under the CDA Ordinance vests in the State and cannot be used in violation of the statutory scheme. CDA cancelled the NOC in consequence.
Those numbers cannot both describe the same approved area. The gap represents land that has been added to the project over time and is not reflected in the area figure on CDA's live record.
Commentary generally treats the original core blocks — A, B, C, D, E, F and H — as sitting inside the historically approved zone, with later additions including Golf Estate, Hills Estate, Overseas Block extensions, Downtown, and the newer alphabetical blocks. We cannot verify block-by-block approval status from any public CDA document, because CDA's register publishes a single scheme-level entry and an area figure, not a per-block breakdown.
What this means in practice:
Anyone telling you the extended area is "fully cleared" should be asked to produce the CDA document that says so, in writing, with a letter number. If they can't, treat the claim as unverified.
Do this before you pay anything. It takes minutes.
2. Park View City does not appear on CDA's illegal schemes list. We checked the full Illegal Housing Schemes register on 26 July 2026. Park View City is not on it. Several nearby Bani Gala and Kuri Road subdivisions are.
Under the ICT Zoning Regulations, 1992, CDA grants private housing schemes approval in two tiers:
Layout Plan (LOP) approval — technical approval of the scheme's plan.
No Objection Certificate (NOC) — issued after subsequent formalities are completed. Only after the NOC can sponsors legally begin development work and sell plots.
A third stage, the Completion Certificate, is issued once development matches the approved layout plan and specifications.
Since July 2023, schemes in Zones 2, 4 and 5 have been governed by the Regulation for Planning and Development of Private Housing/Farm Housing, Apartments and Commercial Schemes, gazette-notified under S.R.O. 886(I)/2023 dated 7 July 2023.
The practical consequence for a buyer: approval attaches to a defined land area shown in the approved layout plan, not to a brand name. A scheme can hold a valid NOC while simultaneously marketing plots on land outside the approved boundary. This is the single most common way buyers in Islamabad get hurt, and it is the specific question you should be asking about Park View City.
This history matters because it explains why "is Park View City legal?" still gets asked in 2026 despite an approved status today.
January 2021 — The Supreme Court initially declines to suspend the IHC judgment. The Nation reported that Justice Umar Ata Bandial said a stay could not be granted because the High Court judgment raised important questions, though the appeal was admitted for hearing. Later that month, the Public Accounts Committee referred the matter to NAB and then withdrew the referral after the Supreme Court issued a stay, per Dawn.
June 2021 — A three-judge Supreme Court bench directs both CDA and the society to submit complete layout plans of the area, as reported by Business Recorder, and adjourns proceedings.
October 2022 — The developer and essentially all property marketing sites cite 20 October 2022 as the date the Supreme Court reinstated the NOC and layout plan. We were not able to locate a published Supreme Court judgment carrying that date to verify it independently. What is verifiable is what happened next.
November–December 2022 — CDA restores the society's NOC. This was reported by ProPakistani in December 2022.
July 2023 — NAB closes its inquiry into allegations concerning encroachment and unapproved extension of Park View schemes in Lahore and Islamabad under amended accountability laws, reported by Dawn. Note that closure under the amended law is a jurisdictional outcome, not a finding on the merits.
2024–July 2026 — No cancellation or suspension has been recorded. CDA's register continues to show LOP and NOC as approved, and the scheme remains absent from the illegal schemes list.
