Guide

This article covers PDA commercial plot auctions in Peshawar, particularly in Hayatabad and Regi Model Town. It focuses on auction notices, bidding procedures, reserve prices, deposits, and payment terms.
A PDA plot auction in Peshawar can offer buyers a formal route to acquire commercial property or obtain the right to operate a facility in one of the city's planned townships. The Peshawar Development Authority (PDA) periodically auctions commercial plots, shops, buildings, open spaces and other properties in Hayatabad and Regi Model Town. However, not every auction is a sale of land. Some notices offer ownership, while others invite bids for a lease, rent or operating right.
That difference affects the deposit, payment schedule, ownership rights and future obligations. Anyone considering a Hayatabad commercial plot auction or a Regi Model Town opportunity should read the individual notice and its conditions before arranging a call deposit.
For the Authority's role, jurisdiction and services, start with Milkiyat's Peshawar Development Authority guide.
As checked on 31 October 2026, PDA's official auction-notice page lists notices dated 20 October 2026 for the auction of two futsal grounds near Mr Cod in Phase 2, Hayatabad, and for the entry and car-parking fee at Hazar Khwani Park on Ring Road. It also lists an August 2026 corrigendum concerning shop-sign advertisement charges.
The two Hayatabad futsal-ground lots are an active example of PDA's auction activity, but they are not advertised as commercial land for outright ownership. The notice concerns futsal-ground facilities and should be treated according to its own lease or operating conditions. The Hazar Khwani notice concerns a fee-collection right, not a plot purchase.
Regi Model Town auctions can include commercial plots in different zones, as well as plots intended for health facilities, schools or other specific uses. The permitted use matters: a commercial plot and a health-facility plot are not interchangeable, even if both are offered through an open auction.
The notice for the auction scheduled on 25 August 2026 listed the following commercial properties for ownership:
These are the advertised reserve prices and call deposits, not confirmed sale prices. The auction date has passed, and the final winning bids were not available in a verified public result record at the time of writing.
The same notice also listed residential plots and a Central Park cafeteria on a lease basis. Those lots should not be confused with the two commercial ownership plots.
Hayatabad auction notices may cover commercial plots, shops, market units, recreational facilities and other properties. The auction basis can differ from one property to another.
For example, PDA's current October 2026 notices include two futsal grounds near Mr Cod in Phase 2, Hayatabad. These are facility-related opportunities, not evidence that PDA has opened an outright sale of commercial plots in Hayatabad.
Earlier auction reporting from 2021 covered the proposed lease of 18 shops at Sasta Bazar in Sector F-8, Phase VI, and a commercial plot of approximately 1.33 kanals opposite Hayatabad Medical Complex, Phase IV. These are historical examples only. Their old dates and conditions must not be reused as current auction information.
Buyers comparing Hayatabad locations should also review Hayatabad plot prices and phase-wise rates and Hayatabad phases compared. Those guides explain the wider property market; they do not replace the reserve price or conditions in a PDA auction notice.
Before bidding, identify what PDA is actually offering.
Auction basis What the successful What to check bidder receives
Ownership The right to acquire Title/allotment terms, the plot, subject to permitted land use, approval, payment and payment deadline and allotment conditions possession
Lease The right to use the Lease term, premium, property for the stated monthly rent, rent lease period increases and renewal conditions
Rental Occupation or use for a Security advance, specified rental period monthly rent, permitted activity and termination terms
A successful bid does not automatically mean immediate possession or unrestricted development rights. For ownership lots, the bidder must still meet the payment and allotment conditions. For lease lots, the property remains subject to the lease agreement and permitted use.
PDA's auction framework is based on the PDA Auction Regulations 2021, with amendments approved by the Authority in 2024. PDA's official downloads section also lists an auction-regulations document published in October 2024.
A notification dated 29 July 2024 records amendments approved at the Authority Board's 11th meeting. Among other changes, it allowed certain school and educational properties to be auctioned on ownership, lease, rental or public-private partnership/joint-venture arrangements. It also revised the available lease structures for several property categories, including shops, open spaces, halls and commercial units.
The exact process is set out in the relevant notice. The following steps provide a practical checklist.
Check PDA's official auction-notice page and downloads section. Confirm the date, venue, lot number, property description, auction basis and last date for submitting the deposit. Look for any corrigendum or revised notice.
Visit the site and identify the plot or facility on the official layout. Confirm the zone, sector, plot size, access, boundaries and approved land use. For a commercial property, check whether the intended business is permitted and whether separate building-plan approval or other permissions will be required.
Check the reserve price, call deposit, acceptable bank instrument, deposit deadline, bidding procedure, taxes, payment schedule, default consequences and PDA's right to accept or reject a bid. Ask the relevant Estate Management office for clarification in writing if a clause is unclear.
The notice may require a call deposit from a scheduled bank, payable in the name of the Director General, PDA. Follow the exact amount, bank and submission deadline in that notice. Keep the original bank instrument and receipt.
Register as instructed and follow the auction committee's process. Set a maximum bid after accounting for taxes, development or service charges, professional costs and the time needed to complete payment. Do not bid on the assumption that a high bid is automatically final.
The highest bid may be subject to approval by the competent PDA authority. If approved, the successful bidder must pay the required amount within the deadline in the offer or allotment letter. Obtain official receipts for every payment and retain copies of the approval and allotment documents.
The call deposit is the amount a participant must submit to qualify for a particular auction lot. It is not necessarily the same as the first instalment or the final purchase payment.
For the Regi Model Town commercial lots advertised for 25 August 2026, the call deposits were PKR 13 million against a PKR 260 million reserve price and PKR 10 million against a PKR 200 million reserve price. Both represented 5% of the respective reserve price. These percentages describe that notice only and should not be treated as a permanent rule for every PDA auction.
Do not assume that PDA offers a long-term instalment plan. In the August 2026 Regi Model Town notice, the stated payment arrangement required 35% within 10 days after approval and the remaining 65% within 60 days of the offer or allotment letter. That is a short, deadline-based payment schedule, not a multi-year instalment plan.
Other property categories or future notices may use different terms. Check the exact payment clause before bidding and make sure funds will be available within the stated period.
The reserve price is the minimum or base figure stated for the lot. In competitive bidding, the final accepted bid may be higher. The difference is called the bid premium.
The premium can be calculated as:
Bid premium (%) = (Winning bid − Reserve price) ÷ Reserve price × 100
For example, if a hypothetical plot has a reserve price of PKR 100 million and the accepted winning bid is PKR 115 million, the premium is 15%.
A reliable average cannot be calculated from the public material located for this article because verified final winning-bid results were not available for the relevant recent commercial lots. Reserve prices alone cannot show how much bidders actually paid. Do not treat asking prices, reserve prices or unverified dealer claims as winning bids.
The next date depends on PDA's latest notice. As checked on 31 October 2026, PDA's official page listed October 20 notices for two futsal grounds near Mr Cod in Phase 2, Hayatabad, and the Hazar Khwani Park entry and car-parking fee. These are not commercial plot ownership auctions. Check the official auction page for new dates and corrigenda.
Read the official notice, inspect the lot, submit the required call deposit in the specified form and by the stated deadline, then attend or use the bidding method stated by PDA. If your bid is highest, it may still require approval before the payment and allotment process begins.
The call deposit varies by lot and notice. In the Regi Model Town commercial auction scheduled for 25 August 2026, the advertised deposits were PKR 13 million for a 2.66-kanal plot and PKR 10 million for a 2-kanal plot. These were historical notice amounts, not a current offer.
Only if the current auction notice expressly allows it. The August 2026 Regi Model Town notice required 35% within 10 days of bid approval and the remaining 65% within 60 days of the offer or allotment letter. It did not describe a long-term instalment plan.
PDA auctions can provide access to commercial plots and other property opportunities in Hayatabad and Regi Model Town, but each notice must be read on its own terms. The most important distinction is whether PDA is offering ownership, a lease, rental occupation or an operating right.
The August 2026 Regi Model Town notice provides a recent example of commercial plots offered on an ownership basis, while the October 2026 Hayatabad notices show that PDA also auctions facility-related opportunities. Neither historical reserve prices nor expired notices should be treated as current availability.
