Hayatabad is the planned township built and run by the Peshawar Development Authority, and its seven phases are very different places to buy. Some are old, fully built and expensive. Others still have open plots. One is mostly offices. The best phase in Hayatabad depends on three things: your budget, whether you want a plot or a house, and how much you value being close to the BRT.
Quick answers
If you search for "Hayatabad ka sab se acha phase", the honest answer is that each phase wins on a different point. The comparison below shows where.
Prices below are average prices per marla for August 2026, from our Hayatabad plot prices guide. Distance is the straight-line distance from the centre of each phase to the nearest station on the main BRT corridor.
| Phase | Price per marla | Nearest main BRT station |
|---|
| Distance |
|---|
| Plot supply |
|---|
| Best for |
|---|
| Phase 1 | PKR 36.0 lakh | Tatara Park | 1.4 km | Low | Established homes |
| Phase 2 | PKR 45.0 lakh | Phase 3 | 2.0 km | Very low | Premium address |
| Phase 3 | PKR 27.0 lakh | Phase 3 | 0.5 km | Low | BRT and hospital access |
| Phase 4 | PKR 18.0 lakh | Bab-e-Peshawar | 0.5 km | Very low | Lower entry price, if a plot appears |
| Phase 5 | No plot rate | PDA | 0.5 km | Not a plot market | Offices and institutions |
| Phase 6 | PKR 38.3 lakh | Tatara Park | 3.5 km | High | Plot buyers, new builds |
| Phase 7 | PKR 36.0 lakh | Tatara Park | 3.2 km | High | Plot buyers, 10 marla and 1 kanal |
Phase 1 is one of the oldest parts of Hayatabad. It is mostly built up with established houses, and it sits near Industrial Estate Road. At about PKR 36 lakh per marla, it is priced in line with Phase 7, but plots rarely come up. Choose Phase 1 if you want a house in a settled neighbourhood rather than a plot to build on.
Phase 2 is the most expensive phase in Hayatabad, at about PKR 45 lakh per marla. It is an older, fully built phase, so empty plots are scarce and the few that appear ask a premium. It sits about 2 km from the nearest main BRT station. Phase 2 suits buyers who want a premium address and can pay for it.
Phase 3 sits right on the BRT corridor. The Phase 3 station (No. 27) on Habib Jalib Road is about half a kilometre from the centre of the phase, and the Bab-e-Peshawar station and flyover are on its edge. Hayatabad Medical Complex is close by. At about PKR 27 lakh per marla, it is one of the cheaper phases, but because it is mostly built, plots for sale are limited.
Phase 4 is home to Hayatabad Medical Complex and sits close to Tatara Park and the Bab-e-Peshawar BRT station. It shows the lowest average price per marla, about PKR 18 lakh. Treat that figure with care: Phase 4 is mostly older houses, so very few plots are listed, and a handful of listings can pull the average down. If a fairly priced plot does come up, it can be good value for its location.
Phase 5 is where PDA's own head office stands, next to the PDA BRT station (No. 29). The Tatara Park station (No. 28) is also in Phase 5. The phase is mainly used for offices, institutions and commercial buildings, so very few residential plots come up for sale, and price trackers do not report a separate plot rate for it. If you are offered a plot in Phase 5, confirm its approved land use with PDA before you pay.
Phase 6 is one of the two phases where most of Hayatabad's empty plots are. Plots are listed in sectors F3, F4, F5, F7 and F10, mostly in 10 marla and 1 kanal sizes, alongside finished houses. At about PKR 38.3 lakh per marla, it is slightly dearer than Phase 7. It is about 3.5 km from the main BRT corridor, but a BRT feeder route has run from Mall of Hayatabad to Phase 6 since August 2020, and the Nawab Market feeder station serves the phase.
Phase 7 sits on the western, Jamrud Road side of Hayatabad, towards Khyber. It has the most 10 marla plots for sale, mainly in sectors E4 to E7, and houses are also sold there. It averages about PKR 36 lakh per marla. It is about 3.2 km from the main BRT corridor, but a feeder route runs from Karkhano Market to a Phase 7 terminal through the Industrial Estate.
A computation of price per marla against distance to the main BRT corridor:
In Hayatabad, BRT distance is not what sets the price. The newer phases cost more even though they are further from the corridor. The reason is supply: Phases 6 and 7 are where buyers can still get an empty plot and build a new house, and that demand outweighs the extra distance. Phases 3 and 4 are close to the BRT but almost fully built, so plots there are rare and their averages are less reliable.
For a buyer who values transit over a new build, this creates an opening. A plot or older house in Phase 3 gives BRT and hospital access at a lower price per marla than the newer phases. For a buyer who wants to build, Phases 6 and 7 remain the practical choice, with feeder buses linking them to the main line.
Road and transport projects may change this picture over time. Our guide to the Peshawar Revitalisation Plan covers the city works now planned and how far each has progressed.
Using the August 2026 averages above, an ordinary plot (before corner, park or main road premiums) works out roughly as follows:
| Budget | What it usually buys |
|---|---|
| Around PKR 2 crore | A 5 marla plot in Phase 6 or 7 |
| PKR 3.5 to 4 crore | A 10 marla plot in Phase 6 or 7 |
| PKR 2.7 crore | A 10 marla plot in Phase 3, if one is listed |
| PKR 4.5 crore and above | A 10 marla plot in Phase 2 |
| PKR 5.3 crore and above | A 1 kanal plot in Phase 6 or 7 |
Bigger plots usually cost less per marla than small ones, so 1 kanal plots often come in below a simple price-per-marla calculation. Always compare at least three live listings of the same size in the same phase. Browse current Hayatabad properties for sale or all plots for sale in Peshawar.
If none of these fit, Regi Model Town, PDA's other township, and DHA Peshawar are the two options most buyers compare next.
Not yet. At its 14th meeting on 24 April 2026, the PDA board considered a proposal to turn Hayatabad Township into a gated community with a boundary wall and a modern surveillance system. The Chief Minister asked for a detailed plan to be submitted for formal approval, with the aim of tighter security in sensitive areas and better control of traffic. No approval of that plan had been reported by late October 2026.
Hayatabad already has a boundary wall along parts of its edge. Peshawar police have written to PDA asking it to repair broken sections, saying criminals were escaping through the gaps after thefts and robberies. A full gated-community plan would go further, with controlled entry points and surveillance across the township.
For buyers, gating could add appeal to the phases on Hayatabad's outer edge, such as Phases 6 and 7, if it improves security. It could also bring new access rules or charges. Until PDA approves and notifies a plan, do not pay extra for a plot because a dealer says Hayatabad "is becoming gated".
It depends on what you need. Phases 6 and 7 are best for plot buyers because they have the most plots for sale. Phase 2 is the premium choice at about PKR 45 lakh per marla. Phases 3 and 4 are closest to the BRT and Hayatabad Medical Complex, but empty plots there are rare.
Phase 7 is a lived-in phase with houses for sale, and it has the largest number of 10 marla plots for sale in Hayatabad, mainly in sectors E4 to E7. A BRT feeder route links it to Karkhano Market. Check the development status of the specific sector and plot with PDA before you buy.
Phase 5 is mainly used for offices, institutions and commercial buildings, including PDA's own head office. That is why very few residential plots or houses come up for sale there, and why price trackers do not list a separate plot rate. If you are offered a Phase 5 plot, confirm its approved land use with PDA.
Not yet. In April 2026 the PDA board considered a proposal to make Hayatabad a gated community with a boundary wall and surveillance. The Chief Minister asked for a detailed plan for formal approval. No approval had been reported by late October 2026, so treat any gated-community claim as a proposal only.
By average price per marla, Phase 4 is the cheapest at about PKR 18 lakh, followed by Phase 3 at about PKR 27 lakh. Both are older and mostly built, so very few plots are listed and the averages can swing. For the widest choice of reasonably priced plots, most buyers look at Phases 6 and 7.
