Regi Model Town Plot Prices: Zone-by-Zone

This guide covers Regi Model Town plot prices only. Zones are also called Phases on many property portals; Zone 1 and Phase 1 mean the same area. For PDA's role and services, see our main guide to the Peshawar Development Authority.
What Regi Model Town Plots Cost in 2026
Regi Model Town is the second township built by the Peshawar Development Authority, spread over five zones and about 4,620 acres. It is far cheaper than Hayatabad, but prices swing widely from zone to zone. If you searched for the "Regi Model Town plot rate" or the "Regi Lalma rate", this guide gives you current prices by size and by zone, and explains why one zone can cost four times another.
Quick answers
- 5 marla plot: about PKR 1.15 crore on average (August 2026).
- 10 marla plot: about PKR 1.73 crore on average.
- 1 kanal plot: about PKR 2.28 crore on average.
- Most expensive zone: Zone 3 (Phase 3), at about PKR 19.1 lakh per marla.
- Cheapest zone: Zone 5 (Phase 5), at about PKR 4.9 lakh per marla.
- Zone or Phase? Same thing. PDA and dealers say Zone; most portals say Phase.
These are average asking prices from listings, not final sale prices, so use them as a starting point for negotiation.
Zone or Phase: Clearing Up the Naming
Regi Model Town is divided into five zones. PDA documents and most Peshawar dealers call them Zone 1 to Zone 5. Many property portals list the same areas as Phase 1 to Phase 5. So "Regi Model Town Phase 1 price" and "Zone 1 price" refer to the same land. This guide uses both, with the zone first.
Regi Model Town Plot Prices by Size
| Plot size | Average price (Aug 2026) | Price per marla | 1-year change |
|---|---|---|---|
| 5 marla | PKR 1.15 crore | PKR 23.0 lakh | +39% |
| 10 marla | PKR 1.73 crore | PKR 17.3 lakh | +29% |
| 1 kanal | PKR 2.28 crore | PKR 11.4 lakh | +19% |
| 2 kanal | PKR 5.12 crore | PKR 12.8 lakh | +19% |
The smaller the plot, the higher the price per marla and the faster it has risen. A 5 marla plot costs about twice as much per marla as a 1 kanal plot (23.0 ÷ 11.4 = 2.0). Small plots fit more budgets, so more buyers compete for them.
Regi Model Town Plot Prices by Zone (Phase 1-5)
The table uses the 10 marla rate, the most common plot size, for each zone in August 2026.
| Zone (Phase) | 10 marla average | Price per marla | 1-year change | Status |
|---|---|---|---|---|
| Zone 1 (Phase 1) | PKR 1.49 crore | PKR 14.9 lakh | +41% | Held up by land dispute |
| Zone 2 (Phase 2) | PKR 63.8 lakh | PKR 6.4 lakh | +16% | Held up by land dispute |
| Zone 3 (Phase 3) | PKR 1.91 crore | PKR 19.1 lakh | +27% | Partly developed |
| Zone 4 (Phase 4) | PKR 1.76 crore | PKR 17.6 lakh | +28% | Partly developed |
| Zone 5 (Phase 5) | PKR 49.0 lakh | PKR 4.9 lakh | +15% | Held up by land dispute |
Zone 3 and Zone 4: the developed core
Zones 3 and 4 are where people actually live. They are the only zones with partial development, and they carry the highest prices. Zone 3 is the most expensive at about PKR 1.91 crore for 10 marla. Zone 4 is close behind at about PKR 1.76 crore.
Zone 1, Zone 2 and Zone 5: files, not houses
Zones 1, 2 and 5 have been held up for years by a land dispute. The Koki Khel tribe says PDA never paid compensation for this land and has refused to hand it over, while PDA says it paid through the old political administration. In these zones, buyers are mostly trading allotment files rather than plots they can build on.
Zone 1 is the exception on price. At about PKR 14.9 lakh per marla, it costs far more than Zones 2 and 5, and it rose 41% in a year, the fastest of any zone. The provincial government announced in 2020 that the Zone 1 dispute had been settled, which may explain some of the confidence. Check the current possession status before you treat Zone 1 as a developed zone.
How Much Less Undeveloped Zones Cost
A computation of the discount per marla in undeveloped zones against Zones 3 and 4:
- Developed benchmark: (Zone 3 PKR 19.1 lakh + Zone 4 PKR 17.6 lakh) ÷ 2 = PKR 18.35 lakh per marla
- Zone 1: 18.35 − 14.9 = PKR 3.45 lakh less, a 19% discount
- Zone 2: 18.35 − 6.4 = PKR 11.95 lakh less, a 65% discount
- Zone 5: 18.35 − 4.9 = PKR 13.45 lakh less, a 73% discount
For a 10 marla plot, a Zone 5 file at about PKR 49 lakh costs roughly a quarter of a Zone 3 plot at PKR 1.91 crore. That gap is the market's price for risk. You pay less because you cannot build, cannot be sure when possession will come, and may struggle to resell. If possession is ever given, the discount could narrow sharply. If it is not, the money stays locked in a file.
Regi Model Town Price Trends
Prices in Regi Model Town rose steadily through 2025 and 2026, unlike Hayatabad, where rates stayed flat for months before a sudden jump. The 10 marla average climbed from PKR 1.30 crore in June 2025 to PKR 1.73 crore in August 2026, a rise of (1.73 − 1.30) ÷ 1.30 = 33% in 14 months.
The undeveloped zones moved differently. Zone 2 and Zone 5 prices stayed flat until April 2026 and only began rising in May. Zone 5's 10 marla average went from PKR 42.7 lakh to PKR 49.0 lakh by August, about 15%.
The rise came during a period of new road and city works in Peshawar. Our guide to the Peshawar Revitalisation Plan covers which projects are approved and how far they have progressed. Price data shows timing, not cause, so do not buy on the promise of a project alone.
Regi against Hayatabad
Regi's 10 marla average of PKR 1.73 crore is about 58% below the Hayatabad average of PKR 4.09 crore for the same size. Even Regi's priciest zone costs less than half of a typical Hayatabad 10 marla plot. That gap reflects Hayatabad's full development and longer track record.
Is Regi Model Town a Good Investment?
It depends on which zone and what you want. Zones 3 and 4 suit buyers who want to build now at a lower price than Hayatabad. Zones 1, 2 and 5 are a bet on possession: cheap entry, but with no clear date and a long history of delay. Over 16,000 allottees paid for plots between 1991 and 1994, and many are still waiting. Buy a file in these zones only with money you can leave untouched for years.
How to Check a Regi Model Town Plot Before You Pay

Frequently Asked Questions
What is the price of a 10 marla plot in Regi Model Town?
A 10 marla plot in Regi Model Town averaged PKR 1.73 crore in August 2026, up 29% in a year. The zone matters most: about PKR 1.91 crore in Zone 3 and PKR 1.76 crore in Zone 4, but only about PKR 64 lakh in Zone 2 and PKR 49 lakh in Zone 5.
Which zone of Regi Model Town is cheapest?
Zone 5 (Phase 5) is the cheapest, at about PKR 4.9 lakh per marla, followed by Zone 2 at about PKR 6.4 lakh. Both are held up by a land dispute, so buyers are trading files, not plots they can build on. The low price reflects that risk, not a bargain in a developed area.
Is Zone the same as Phase in Regi Model Town?
Yes. PDA and most dealers call the five areas Zone 1 to Zone 5, while many property portals list them as Phase 1 to Phase 5. Zone 1 and Phase 1 are the same land. Always confirm the exact zone and block on the allotment papers.
Is Regi Model Town a good investment?
Zones 3 and 4 suit buyers who want to build now at well below Hayatabad prices. Zones 1, 2 and 5 are cheaper but depend on possession being given, which has been delayed for decades by a land dispute. Treat files in those zones as long-term, high-risk holdings.
