Saudi investors have signed a memorandum of understanding (MoU) with the Capital Development Authority (CDA) to develop a modern theme park in Islamabad. The agreement was reported on October 25, 2026. It was signed at Gaddafi Stadium in Lahore in the presence of Interior Minister Mohsin Naqvi. It is an MoU. It is not confirmation that construction has started. The investment amount, the exact location, the construction timeline and the final project approvals have not been disclosed.
What the MoU Provides
Under the proposed arrangement, the Saudi investors will finance the theme park and the CDA will provide the land. The MoU was signed by CDA Chairman Sohail Ashraf and Saudi-Pakistan Business Council Chairman Prince Mansour bin Mohammed Al Saud. The reports we have seen do not say how much land will be provided or on what terms, so we do not describe them. The Interior Ministry has confirmed the agreement. The Ministry of Interior oversees the CDA.
The Investment Roadshow
The government is also planning a real-estate investment roadshow in Saudi Arabia. The reports do not give dates, cities or the projects to be presented, and we do not describe it beyond that.
What Is Not Known
The theme park's location has not been confirmed. It should not be assumed to be connected to the F-9 Park redevelopment or to any other site, and we do not link it to one. The reports also do not say who will run the park or what it will include.
Why an MoU Is Not a Start of Work
An MoU records an intention to work together. It does not give planning approval, set a budget or start construction. The reports do not say what approvals the project still needs or when the final agreement might be signed.
Why This Matters for Property
The agreement represents a potential new foreign investment in Islamabad's recreational and tourism infrastructure. If implemented, it could generate construction activity, create commercial opportunities and increase demand for supporting hospitality and retail services. Any effect on nearby property values remains speculative until the location and plans are confirmed, and we do not claim one.
What This Means for Residents, Investors and Businesses
Residents and nearby owners should wait for the location to be announced before drawing conclusions. Investors should not pay deposits for property marketed as being near the park until the site is official. The signals to watch are the confirmed location, the signed final agreement, the investment amount, planning approvals and the start of construction.
