Selling Your Faisal Town Phase 2 File or Plot: Pricing, Demand and Timeline

This guide covers selling. For the transfer procedure, documents and taxes in full, see our transfer guide.
Overview
Most people who sell a Faisal Town Phase 2 file are selling a booking, not a plot, and they usually want three answers. What price can I ask? Will anyone buy? And how long will it take? The honest answer to the last two is that nobody publishes the data, and the developer doesn't publish a transfer procedure either.
This guide covers what we can say about each, with the costs of selling worked out. For the scheme as a whole, see our Faisal Town Phase 2 guide.
If you're deciding on a price, the Faisal Town Phase 2 listings page shows what other sellers ask. One caution first: the developer's own pages say the Phase 2 NOC is not yet approved by the Rawalpindi Development Authority (RDA), which limits buyers.
What are you selling: a file or a plot?
If you sell a plot or file near Islamabad, the difference matters because buyers value them differently. Our guide to open files, allocation and balloting explains the terms in full.
| What you hold | What a buyer is getting | What they'll want to see |
|---|---|---|
| A file with no plot number | A booking and a right to be allotted a plot | Original file, receipts, proof the developer confirms it |
| A file with a plot number | A booking tied to one plot | The sector, block and number on a developer document |
| A registered plot | A plot with a sale deed | The deed and the registration papers |
Be exact when you list. If your file has no number, say so. A buyer who finds out later will walk away.
What price can you ask on resale?
Start from the developer's price list, because that's what your buyer can pay instead. The developer publishes more than one list, and they disagree. For a 5.56 marla plot, the lump sum is PKR 22.40 lac on the residential schedule and PKR 27.90 lac on the Overseas Enclave, Model Block and General Block lists. Our Faisal Town Phase 2 plot prices guide puts every size on one page.
For Faisal Town Phase 2 resale, two residential asks on Milkiyat were the only ones we could compare, as of 10 October 2026.
| Listing | Ask (PKR lac) | Per marla (PKR lac) | Developer lump sum per marla (PKR lac) | Ask against it |
|---|---|---|---|---|
| 5 marla, labelled Overseas Enclave 2 | 24 | 4.80 | 5.02 (5.56 marla, Overseas Enclave) | about 4% below |
| 10 marla, labelled J-2 | 35 | 3.50 | 3.62 (10.89 marla, residential) or 4.45 (Model Block) | about 3% or 21% below |
Both listings are tagged pre-launch, and neither "Overseas Enclave 2" nor "J-2" is defined on the developer's pages. We don't know which list the J-2 plot sits on, and the sizes differ from the developer's. So this is two data points, not a market average. What it does suggest is that you shouldn't count on a premium. Our scheme guide gives no resale price history or trend either.
How strong is demand for Faisal Town Phase 2 files?
We don't know, and we'd rather say so than guess. There's no enquiry data, no sales count and no time-to-sell figure that we can publish for Faisal Town Phase 2. What we can say, from the developer's pages and our scheme guide:
- The NOC is not approved. The developer's own pages say so. That's the biggest drag on resale.
- Banks generally avoid financing schemes without an NOC, according to our scheme guide. That narrows the buyer pool to people paying in cash or from savings.
- There's no established rental market yet. The investment case rests on long-term appreciation, which is the developer's projection and not a measured trend.
- Plot numbering hasn't started, on the Model Block page, so many buyers are weighing files with no plot number.
Expect a narrower field of buyers than the marketing suggests. That's our inference.
What does selling cost you?
Several costs come out of your proceeds. Our transfer guide explains the taxes and the developer's side in full.
| Cost | Rate or amount | What it's charged on |
|---|---|---|
| Advance tax, section 236C | 2.75% flat from 1 July 2026 | Gross sale price |
| Capital gains tax | 15% for sellers on the Active Taxpayers List, at least 15% for others, for property acquired on or after 1 July 2024 | Your profit |
| Dealer commission | About 1% from each side, or a flat fee, according to our scheme guide | Sale price |
| Developer's transfer fee | Not published | Ask in writing |
The tax rates come from FBR's budget summary and Business Recorder, and they need checking with a tax professional. It isn't clear that capital gains tax and advance tax apply to a transfer of an unregistered file in the same way.
Milkiyat.com finding: you need about 4% above your cost to break even
Take a file you bought for PKR 27.90 lac, which is the 5.56 marla lump sum on the Overseas Enclave list. Count only the 2.75% advance tax and 1% commission, so 3.75% of the sale price. These are examples, not a quote.
| Sale price (PKR lac) | Tax and commission (PKR lac) | Capital gains tax (PKR lac) | You keep (PKR lac) | Against your cost (PKR lac) |
|---|---|---|---|---|
| 24.00 | 0.90 | 0 | 23.10 | −4.80 |
| 27.90 | 1.05 | 0 | 26.85 | −1.05 |
| 28.99 | 1.09 | 0 | 27.90 | 0 (break-even) |
| 32.00 | 1.20 | 0.62 | 30.19 | +2.29 |
To get your money back you need to sell at about PKR 28.99 lac, 3.9% above what you paid. At 32.00, a PKR 4.10 lac gain shrinks to PKR 2.29 lac once tax and commission are paid. The example assumes you're a filer, that capital gains tax is 15% of price minus cost, and that nothing else is charged. It treats advance tax as a cost, though it may be adjustable against your tax. Check with a tax adviser.
How do you sell, step by step?
- Check your own file with the developer. Ask it to confirm in writing that the file is valid, that nothing is owed and that you're the person on record.
- Gather your papers. The original file, every receipt in the company's name, your CNIC and the nominee's details.
- Find out whether you have a plot number. If so, get the sector, block and number in writing.
- Set a price. Use the developer's lump sum for the right list as your anchor, not a seller's ad.
- List it honestly. State the size, sector or block and whether it has a number.
- Agree terms in writing. Price, what's included and who pays which tax and fee.
- Complete the transfer at the developer's office, and pay the taxes your side owes.
- Hand over the original file only against cleared payment and the developer's confirmation of the transfer. Take payment by a traceable route.
Buyers will check what you've given them. Our guide to verifying a Faisal Town Phase 2 file shows what they'll look for.
How long does a sale take?
Nobody can tell you, and any dealer who does is guessing. The developer publishes no transfer timeline. Two things set the pace. One is how quickly the developer confirms the file and processes the change of name, which you should ask about in writing. The other is how fast a buyer can raise cash, since most can't borrow against an unapproved scheme.
Plan around the developer's answer, not promises. Our Faisal Town Phase 2 NOC guide explains the approval position, which is the main thing a buyer will ask about.
FAQs
Can I sell my Faisal Town Phase 2 file?
Yes, files are resold, but the developer publishes no transfer procedure or fee. Ask it in writing to confirm the file is valid and to explain how a transfer works.
How much can I sell my Faisal Town Phase 2 file for?
The two comparable asks we checked sat at or below the developer's lump sums, so don't assume a premium. Check the right price list for your size, then compare it with live asks.

There's no published figure. The developer doesn't give a transfer timeline, and Milkiyat has no time-to-sell data. Ask the developer how long a transfer takes.
Is there demand for Faisal Town Phase 2 files?
We have no demand data. Banks generally avoid schemes without an NOC, which narrows the buyer pool to cash buyers.

Not on the evidence Milkiyat can verify. The developer's own pages say the Phase 2 NOC is not yet approved. Check RDA's live record before you list.
