Most people call LDA because something has gone wrong: a building plan is stuck, a plot transfer is delayed, a notice has arrived, or a neighbour is building illegally. LDA announced the WhatsApp complaint number in 2019. Send a short test message first to confirm it is still monitored before relying on it for an urgent complaint.

Go to the One Window Cell for anything involving a file, a fee or an application. Directorate offices deal with cases already in process, and you will usually be sent back to the One Window Cell to start.
3. One Window Cell timings and services
LDA extended the One Window Cell to two shifts in 2023: 9am to 3pm and 3pm to 9pm on all working days, with staff assigned to each shift.
Milkiyat.com finding: two shifts of 6 hours each = 6 × 2 = 12 hours a day. Over a five-day working week that is 12 × 5 = 60 hours of counter time, enough to visit after a normal working day.
The cell offers more than 50 services under one roof, including:
- Building plan scrutiny fee, FBR tax and WASA augmentation challans
- WASA and TEPA NOCs for building plans
- Plot transfers in LDA's own schemes
- Completion certificates and no-objection certificates
- Application status updates
It also has separate counters for senior citizens, people with disabilities and overseas Pakistanis, and E-Khidmat and NADRA services on site.
Timings change during Ramadan and on public holidays. Call 042-111-111-532 before travelling if your visit falls in either.

5. Before you call or visit: what to have ready
Calls and counter visits move faster when you can quote the record LDA will look up.
- CNIC of the owner or applicant
- Application or tracking number for any pending case
- Plot details: scheme, phase, block, plot number and size
- Challan or receipt numbers for fees already paid
- Notice reference number and date, if you received an LDA notice
- Authority letter or power of attorney if you are acting for someone else
Note the date, time and name of every official you speak to. If a case stalls, that record is what escalation runs on.
6. If LDA does not respond: how to escalate
Escalate in steps, and keep copies of everything you send.
- Follow up at the One Window Cell with your application number, in person if calls go unanswered.
- Write to the directorate handling your case, and get a stamped receipt copy.
- File on the Pakistan Citizen's Portal app with your application number and receipts. Complaints there are routed to the department concerned and tracked.
- Use Right to Information (RTI) to ask for your file's status in writing. LDA has an RTI page on lda.gop.pk.
- For disputes with a housing society, the complaint usually belongs with LDA's housing directorate and, in fraud cases, with other agencies too.
7. Watch out for fake LDA agents and numbers
LDA's name is used to sell "fast-track" approvals and fake verifications. Protect yourself:
- Only use numbers from LDA or Punjab government sources. Search ads and social media pages often show private "consultants" posing as LDA.
- LDA does not take payment over WhatsApp. Fees are paid by bank challan, and you should get a receipt for each one.
- No one can "guarantee" an approval for a fee. Approvals follow the bylaws and the master plan.
- Verify any society claim yourself against LDA's own scheme lists, not a dealer's screenshot.
