The end of file trading is the biggest change to Lahore property in a generation. This guide explains what the certificate is, how to get one, and how to check it before you pay. For how the Lahore Development Authority approves schemes, building plans and land use, start with our Lahore Development Authority (LDA) guide.
Quick answers (October 2026):
- What it is: the only recognised proof of ownership for a plot or house in a Lahore housing scheme.
- Who issues it: the Punjab Land Records Authority, through records each society uploads to HSMS.
- Since when: 1 July 2026.
- What it replaced: file trading, where a society's paper file or allotment letter changed hands without a state record.
- How to check one: scan its QR code yourself and match the owner, plot number and scheme to the approved layout plan.
- What happens without one: LDA treats the transaction as having no legal recognition and can act under the LDA Act 1975.
1. What the PLRA Property Certificate is, and why file trading ended
The Property Certificate is a state record of who owns a specific plot in a housing scheme, issued on PLRA's system. LDA calls it the only valid legal document for establishing ownership in Lahore's housing schemes (Pakistan Today).
Before July 2026, most Lahore scheme plots changed hands as files. A file was the society's own paper: an allotment letter or membership record, often traded several times before a plot number existed. Nothing outside the society confirmed it.
That gap is what the certificate closes. File trading allowed three recurring frauds:
- Forged or duplicated files sold to more than one buyer.
- Overselling, where a society sold more files than it had approved plots. The new rules bar schemes from selling beyond their approved land bank.
- Missing records, where a society's register and a buyer's paperwork did not match.
Two certificates, one name
Punjab now has two related documents, and buyers mix them up.
| Housing scheme Property Certificate | Green Property Certificate (land records) | |
|---|---|---|
| Covers | Plots and houses inside housing schemes under LDA jurisdiction | Land and property recorded in the revenue system across Punjab |
| Record comes from | The society's records, uploaded to PLRA's HSMS | PLRA's land records, verified at a Land Record Centre |
| Replaces | File trading | The patwari's Fard Baraye Bai |
| Where you deal with it | Your society's office and HSMS | Your nearest Land Record Centre |
| Start date | 1 July 2026 | 1 July 2026 |
If you are buying inside a scheme, such as an LDA approved housing society, LDA City or Johar Town, the scheme Property Certificate is the one that matters. If you are buying open land, agricultural land or a property outside a scheme, it is the Land Record Centre route (Radio Pakistan).
2. Who the rule applies to, and who it doesn't
The rule covers every public and private housing scheme under LDA's jurisdiction. It does not reach areas that run on their own rulebooks.
| Area | Scheme Property Certificate required? | What governs ownership there |
|---|---|---|
| LDA-approved private schemes in Lahore | Yes | PLRA certificate via HSMS |
| LDA's own schemes (Johar Town, Avenue-1, LDA City, others) | Yes | PLRA certificate via HSMS |
| Schemes in Kasur, Sheikhupura, Nankana Sahib with LDA approval | Confirm with LDA | LDA's reach there is interim |
| DHA Lahore | No (separate law) | DHA's own transfer system |
| Lahore and Walton Cantonments | No | Cantonment board records |
| RUDA notified area | Confirm with RUDA | RUDA |
LDA's reach outside Lahore district has changed three times since 2013. Our guide on where LDA's authority ends explains why land sold as "Lahore" may sit under a different authority, and LDA vs Cantonment Board vs TMA compares the rulebooks.
Unapproved schemes are the open question. LDA has approved 427 of the 700+ schemes it regulates. Milkiyat.com finding: 700 − 427 = 273 schemes, or 273 ÷ 700 × 100 = 39%, are unapproved or still under process. A plot in one of them may have no approved layout plan for a certificate to point to. Ask the society, in writing, whether your plot can be issued a certificate before you pay. If the scheme is in LDA's sifting process, read what legalising an unapproved Lahore plot involves.
3. How the system works
The society no longer holds the final record. It uploads its sale and purchase history to PLRA's Housing Society Management System, and the certificate is generated from that record.
- Society uploads its records: the sale and purchase history for every plot.
- PLRA holds the record on HSMS: linked with NADRA, digital mapping and the e-Registry.
- Property Certificate issued: the owner's record, with a QR code.
- Buyer scans the QR code: owner, CNIC and plot matched to the approved layout plan.
- Transfer recorded on PLRA: a new certificate issued in the buyer's name.
Societies can register transfers and issue certificates through a digital portal linked with the sub-registrar. Because PLRA's record is tied to NADRA, digital mapping and the e-Registry, the QR code shows the owner the state holds, not the one the society claims Pakistan Observer.
4. How to get a Property Certificate for your plot
You do not apply to PLRA directly for a scheme plot. Your society uploads its records to HSMS, and the certificate is generated from that record. Your job is to make sure your record is there and correct.
- Gather your papers. CNIC, allotment letter or file, payment receipts, transfer letters if you bought from someone else, and any possession or demarcation letter.
- Ask your society whether your plot is on HSMS. Ask in writing. Societies had to finish uploading by 31 August 2026.
- Check the record before it is issued. Name, CNIC, plot number, size, block and phase must match your papers and the approved layout plan.
- Clear dues. Societies commonly hold back issuance until development charges or transfer fees are paid. Get a receipt for every payment.
- Collect the certificate and scan its QR code yourself. Do this at the counter, on your own phone, before you leave.
- Keep the original safe. Future sales and transfers run through this certificate, not your old file.
If you are buying: the seller must already hold a certificate. Your transfer is recorded on PLRA's system against that certificate, and a new one is issued in your name.
If your society has not migrated: put your request in writing to the society and keep a copy. Societies that miss the HSMS deadline face action under the LDA Act 1975, including sealing of their offices.
5. How to verify a certificate and its QR code before you pay
A certificate is only as good as the record its QR code opens. Run every check below before paying a token.
| Check | What to do | Stop if |
|---|---|---|
| Scan the QR yourself | Use your own phone, not the seller's or the dealer's | The seller insists on scanning for you |
| Check the web address | The page should open on an official government domain | It opens on a society, dealer or short-link site |
| Match the owner | Name and CNIC on screen must match the seller's original CNIC | Any mismatch, or a "representative" selling |
| Match the plot | Plot number, size, block and phase match the paper and the approved layout plan | The plot is not on the approved plan |
| Check the scheme | Scheme appears on LDA's Approved Schemes list for that exact phase | The phase is missing or on the Illegal Schemes list |
| Ask for encumbrances | Ask whether the plot is mortgaged to LDA or has unpaid dues | The society won't answer in writing |
| Compare dates | The record's issue date fits the seller's story | The certificate was issued days before the sale with no transfer history |
For the scheme-level checks, follow our step-by-step guide on how to verify a housing society with LDA. If the seller describes the scheme as "approved", confirm which stage it actually holds in LDA NOC vs LOP.
Milkiyat.com rule of thumb: if a check fails, walk away. A certificate replaces trust in a dealer with a record you can see; skipping the scan throws that away.
6. What it costs, and the deadlines that moved
The certificate fee itself is small. The transfer taxes on the deal are not, and they are unchanged by the new system.
| Item | Amount | Status |
|---|---|---|
| Green Property Certificate fee (Land Record Centre) | Rs950 | Announced for 1 July 2026 |
| Subsidised rate before 1 July 2026 | Rs900 | Expired 30 June 2026 |
| Scheme Property Certificate fee via society | Not published | Confirm with your society |
| Transfer taxes (stamp duty, CVT, 236C/236K) | Depend on value and filer status | See our property tax guide |
Milkiyat.com finding: the fee rise. (950 − 900) ÷ 900 × 100 = 5.6% increase once the subsidised rate lapsed (The Express Tribune).
Milkiyat.com finding: the society deadline slipped. Societies were first told to move records to HSMS by 30 June 2026. On 20 July the deadline was given as 31 August 2026. From 30 June to 31 August is 31 + 31 = 62 days of extra time, during which the certificate was already mandatory for trading.
What that gap means for you: a plot bought between 1 July and 31 August may have been sold before the society's records were on HSMS. If you bought in that window, check your certificate now.
7. Red flags: how file sellers are working around the new rules
Every new system creates new pitches. These are the ones to walk away from.
- "The certificate will come later, pay now." Since 1 July 2026, a sale without a certificate has no legal recognition. Later may never come.
- "It's an open file, cheaper than a certificate plot." An open file has no plot number, so there is nothing for a certificate to point to.
- A PDF or photo of a certificate on WhatsApp. A picture proves nothing. Scan the original's QR code in person.
- A QR that opens a society or dealer website. The record must come from the government system, not the seller's page.
- An "agent" with a power of attorney you can't verify. Check the attorney's authority before paying, and match the owner's CNIC on the record.
- Extension or "Phase II" plots. A phase not on LDA's approved list may have no layout plan behind it.
- Pressure to close before you check. Every check in this guide takes minutes. A seller who won't wait is telling you something.
8. Buyer checklist
Run all nine before paying a token.
- Confirm the land is in a scheme under LDA, not DHA, a cantonment or RUDA.
- Find the scheme and exact phase on LDA's Approved Schemes list.
- Confirm it is not on LDA's Illegal Schemes list.
- See the original Property Certificate, not a copy.
- Scan its QR code on your own phone and check the web address.
- Match owner name and CNIC to the seller's original CNIC.
- Match plot number, size, block and phase to the approved layout plan.
- Get the society's written confirmation of no mortgage and no unpaid dues.
- Budget transfer taxes for your filer status before you agree a price.
