Overview
Margalla Enclave is a joint venture between the Capital Development Authority (CDA) and Defence Housing Authority Islamabad Rawalpindi in Islamabad’s Zone IV. Since its launch in early 2025, the project has attracted substantial interest from residential plot applicants.
Three residential balloting rounds have taken place: the first in February 2025, the second in November 2025, and the third in September 2026. Each round introduced its own application window, published prices and payment terms.

Margalla Enclave Balloting Timeline: Rounds 1 to 3
1. First Ballot : 24 February 2025
Margalla Enclave’s first residential ballot was held on 24 February 2025 at Jacaranda Family Club in DHA Phase II, Islamabad. The initial booking window ran from 15 January to 14 February 2025.
According to reporting by The News, approximately 47,000 applications were received for residential plots measuring 125, 250 and 500 square yards. These sizes are commonly described as 5 marla, 10 marla and 1 kanal, respectively.
The first-round published lump sum prices were:
| Plot size | Common size equivalent | Published lump sum price |
|---|---|---|
| 125 sq yd | 5 marla | PKR 12,000,000 |
| 250 sq yd | 10 marla | PKR 22,000,000 |
| 500 sq yd | 1 kanal | PKR 42,000,000 |
Instalment options were also offered. The published initial terms required a 15% down payment for instalment plans, payable within the specified period after balloting. Applicable DHA charges and government taxes were additional.
2. Second Ballot : 20 November 2025
The second residential ballot took place on 20 November 2025 at Jinnah Convention Centre, Islamabad. Residential plots in the 125, 250 and 500 square yard categories were included, while a digital auction of commercial plots was also conducted.
The second round followed a revised price schedule. Published figures reported by Milkiyat’s price tracker show the following lump sum prices:
| Plot size | Common size equivalent | Published lump sum price |
|---|---|---|
| 125 sq yd | 5 marla | PKR 15,500,000 |
| 250 sq yd | 10 marla | PKR 30,000,000 |
| 500 sq yd | 1 kanal | PKR 56,000,000 |
The reported prices were higher than those offered during the first round. The published schedule also retained a 15% down payment structure for instalment bookings, subject to the applicable round’s terms.
Results were issued in December 2025; payment deadlines and instructions were governed by that round’s documents.
A verified total for the number of applications received in the second round was not available in the sources reviewed for this article. It is therefore better not to publish an estimated figure as fact.
3. Third Ballot : 15 September 2026
The third residential ballot was held on 15 September 2026. DHA leadership’s public account of the ceremony reported that the round received more than 50,000 applications for over 2,500 residential and commercial plots.
This refers to applications and the combined plot offering, not successful residential applicants alone.
The third round residential schedule listed these lump sum prices:
| Plot size | Common size equivalent | Lump sum price | Three year instalment price |
|---|---|---|---|
| 125 sq yd | 5 marla | PKR 21,434,375 | PKR 25,000,000 |
| 250 sq yd | 10 marla | PKR 42,011,375 | PKR 49,000,000 |
| 500 sq yd | 1 kanal | PKR 72,876,875 | PKR 85,000,000 |
The published third round schedule specified a 20% down payment for instalment plans, compared with the 15% stated in the first two rounds’ schedules.

What Changed Across the Three Ballot Rounds?
The main differences can be summarised in this comparison:
| Factor | First round | Second round | Third round |
|---|---|---|---|
| Ballot date | 24 February 2025 | 20 November 2025 | 15 September 2026 |
| Application figure available in reviewed sources | Approximately 47,000 | Not verified | 50,000+ for over 2,500 residential and commercial plots |

| Published residential lump sum prices | Initial schedule | Revised upward | Higher than first and second rounds |
How to Interpret the Balloting and Price Figures
The three rounds provide a useful record of how Margalla Enclave’s published residential prices and booking terms changed over time. However, the figures should be read as historical schedules rather than a direct measure of what an individual plot is worth today. A published booking price, a current resale asking price and a final negotiated transaction price are different figures and should not be treated as interchangeable.
Application numbers also need context. The first-round figure of approximately 47,000 relates to the applications reported for that round, while the third round figure of more than 50,000 covered a combined residential and commercial offering. Because the second-round total was not verified in the sources reviewed, these numbers do not establish a precise, like for like demand trend across all three rounds. Applications are also not the same as successful allotments.
For buyers comparing the schedules, it is helpful to check the plot size, payment method and relevant ballot documents together. Lump sum prices should be compared with other lump sum prices for the same plot category. Instalment prices should be assessed separately, including the stated down payment, instalment duration and any applicable charges. This avoids drawing conclusions from figures that describe different payment arrangements.
Checks to Make Before Relying on a Ballot Price
Before making a booking or resale decision, confirm that the price information matches the relevant ballot round and plot category. Review the official payment schedule, the due dates and the terms for any remaining instalments. Do not assume that a payment deadline or booking condition from an earlier round automatically applies to a later one.
For a resale plot, ask DHA to confirm the allotment and transfer status, outstanding dues, transfer eligibility and any other charges payable by the buyer. Keep copies of official receipts and written confirmations. If a listing quotes a price without clarifying whether it is a lump sum booking price, an instalment amount or a resale asking price, request clarification before comparing it with the historical figures in this article.
These checks do not predict future prices or guarantee an allotment. They help readers distinguish published historical information from the terms and documents that apply to a specific transaction.
