Margalla Enclave for Overseas Pakistanis: NICOP, Power of Attorney & Remote Buying

A practical guide for overseas Pakistanis exploring property purchases in Margalla Enclave Islamabad, including documentation, remote buying and payment considerations.
Overview
Overseas Pakistanis can buy in Margalla Enclave without moving to Islamabad. DHA's official FAQ makes anyone holding a valid NICOP or CNIC eligible for the ballot, and a resale plot can be bought through an attorney. The harder parts are the paperwork, sending money on schedule and checking a file you cannot see in person. This guide covers each step for buyers living abroad, from eligibility to the power of attorney to the rupee to dollar maths.
It is a practical companion to the main Margalla Enclave Islamabad guide, which covers the project's location, approvals and sectors. Overseas buyers should read both.
If you already prefer a resale plot, compare current Margalla Enclave listings from KYC-verified agents on Milkiyat.
1. Can overseas Pakistanis buy in Margalla Enclave?
Yes. DHA's FAQ states that holders of a valid CNIC or NICOP can take part in balloting. Confirm the current eligibility requirements on DHA's official form before applying.
Overseas demand is real. When CDA sold 236 plots in Sector C-14 shortly before Margalla Enclave launched, Dawn reported that more than 1,500 people applied, including around 550 expats. That is roughly a third of applicants. CDA's own launch statement named overseas Pakistanis as an intended audience.
2. Two ways in: the ballot or a resale file
The ballot. DHA opens an application window for each round and allots plots by computerised draw. No window is open as of 14 October 2026. The full process is in our guide on how to apply for Margalla Enclave balloting. The processing fee is non-refundable, and the official channels are a pay order or demand draft, KuickPay, or an Askari Bank branch using a DHA challan. Ask the DHA helpline whether your payment method can be completed from abroad. If not, your attorney can pay locally with funds you have remitted.
A resale file. You buy an allotted plot or file from an existing holder. You can do this at any time, and you can inspect the plot's paperwork before paying. Current asking prices are in the Margalla Enclave price tracker.
For most overseas buyers today, resale may be the practical route because the third ballot application window has closed. Confirm the status of any future round through DHA before relying on an expected date.
3. The documents you need
- A valid NICOP (or CNIC) for yourself
- Your passport and recent photographs, if DHA asks for them
- Details of your next of kin
- A power of attorney in favour of your representative in Pakistan
- The seller's original DHA letter and proof of payments, if buying resale
Use DHA's current form as the controlling checklist, because document requirements may change.
4. Power of attorney: the tool that makes remote buying possible
A power of attorney (PoA) lets someone in Pakistan act for you. For a plot purchase it should be a special PoA, limited to named acts. Typical powers are applying for a ballot, paying fees and instalments, collecting letters, signing a sale agreement and appearing at DHA for transfer.
There are two routes:
Digital PoA. NADRA and the Ministry of Foreign Affairs run an automated online PoA process. Holders of a NICOP, CNIC or Pakistan Origin Card can apply, according to a Pakistan embassy FAQ. After approval you print the receipt and send it, with the original PoA, to your attorney.
Traditional attestation. You sign the PoA and have it attested at the Pakistani embassy or consulate in your country of residence. It must then be registered in Pakistan. Registration requirements can depend on the country, the document and the relevant authority. Confirm the applicable process and deadline with your Pakistani mission and the registration office before signing.
Get DHA to approve the wording first. For a transfer, DHA expects the PoA to be properly attested, unrevoked and acceptable to its own office. Send the draft to DHA before you spend money on attestation.
Choose your attorney carefully. A family member, a law firm or a verified agent is safer than an unknown intermediary. Name the exact plot, never a general power to deal with all your property.
5. Sending money: the rupee-to-dollar maths
Margalla Enclave prices are in rupees, so your dollar cost moves with the exchange rate. The table uses the third-ballot three-year plan and an assumed rate of Rs280 per US dollar, rounded from the open-market selling rate of Rs280.35 reported on 14 October 2026.
| Plot size | Down payment (20%) | Down payment in USD | Quarterly instalment | Quarterly in USD |
|---|---|---|---|---|
| 5 marla | Rs5,000,000 | $17,857 | Rs1,666,667 | $5,952 |
| 10 marla | Rs9,800,000 | $35,000 | Rs3,266,667 | $11,667 |
| 1 kanal | Rs17,000,000 | $60,714 | Rs5,666,667 | $20,238 |
Illustrative calculation: exchange-rate changes can shift the dollar cost of a 10 marla plan by about $9,000. The three-year price is Rs49,000,000. These are arithmetic examples, not a currency forecast or a guaranteed rate.
- At Rs280: 49,000,000 ÷ 280 = $175,000
- If the rupee strengthens to Rs266 (5% stronger): 49,000,000 ÷ 266 = $184,211, which is 5.3% more
A weaker rupee lowers your dollar cost. A stronger one raises it. You are exposed to this for the full 12 quarterly instalments, so decide whether to remit in advance or each quarter.
The three-year plan also costs more than lump sum. It is 16.6% higher in total, as our third ballot price breakdown shows. If you hold dollars and expect to keep them, check whether a lump-sum payment is cheaper than the instalment premium.
Bank finance. The State Bank's Roshan Apna Ghar scheme lets eligible non-resident Pakistanis finance a property remotely, with a nominee in Pakistan. Limits and eligibility vary by bank and property. Confirm whether a bank will finance a DHA instalment-plan plot before you plan around it.
6. Buying a resale file from abroad
The usual sequence runs as follows:
- Verify the document at DHA before token money. See our guide to file verification and scams.
- Get DHA's statement of dues from the seller: instalments, surcharges and any category charges.
- Your attorney and the seller attend DHA with original CNICs, the original letter and photographs.
- Taxes are paid. Advance tax applies to both buyer and seller, and the rate depends on filer status. Check the current rate with FBR on the day of transfer.
- DHA's transfer fee is paid and the new document is issued.
- Do not treat the deal as done until the document is in your name.
Some third ballot plans require a 20% down payment, but do not assume that paying this amount automatically makes a transfer permissible. Ask DHA for written confirmation of the transfer conditions for the specific plot and plan. If a transfer is approved, the buyer may remain responsible for outstanding instalments. Charges are covered in our guide to transfer procedure and charges.
7. Safeguards for remote buyers
Use these checks alongside the resale transfer steps above:
- Pay only through DHA's named accounts or accepted payment instruments, never to a personal account.
- Verify payment details through DHA's official channels before sending money.
- Use a KYC-verified agent and agree the terms in writing.
- Keep copies of receipts, correspondence and attested documents.
- Do not hand original documents to an unverified intermediary.
- Confirm important details directly with DHA using its current official contact information.
- Revoke any old power of attorney you no longer need.
8. Compare your options
If you want to compare societies before choosing, see property for sale across Islamabad. If you would rather buy a finished home, browse houses for sale in Islamabad.
For a resale shortlist, use the Margalla Enclave listings linked in the Overview and verify each property's documents independently.
Frequently asked questions
Can overseas Pakistanis apply for Margalla Enclave plots?
DHA's FAQ says holders of a valid NICOP or CNIC can take part in balloting. Check the latest form for current requirements.
Do I need to be in Pakistan to buy?
Not necessarily. A properly prepared and accepted special power of attorney may let a representative act for you. Ask DHA to approve the wording before attestation.
How do I get a power of attorney as an overseas Pakistani?
The article's PoA section explains the online and embassy or consulate routes. Confirm the latest process with NADRA, the relevant Pakistani mission and DHA.
Can I pay Margalla Enclave instalments from abroad?
Payments are in rupees through accepted DHA channels. Confirm the current payment method and arrange any local payment through a trusted representative if needed.
Is a resale plot safer than the ballot for overseas buyers?
Not automatically. A resale may allow document checks before purchase, but the file, dues and transfer eligibility still need verification at DHA before you pay.
