The Capital Development Authority (CDA) held a three-day open auction of commercial plots and other properties at the Jinnah Convention Centre, Islamabad, from 4 to 6 August 2026. Across the first two days CDA recorded accepted bids worth Rs 16.44 billion.
All figures are accepted bids, not completed sales. Every bid undergoes scrutiny before going to the CDA Board, which can approve or reject it.

Original finding — Milkiyat.com. Day two of the CDA August 2026 auction came in 81% below day one. Several outlets, including Momentum Pakistan on 6 August 2026, described the second day as continuing the same strong trend. On the numbers it did not. It was a different session in kind, with no commercial plot changing hands.
On 3 August 2026, the CDA Board approved a change to the parking requirement for high-rise commercial buildings in Islamabad, moving from one car parking space per 750 square feet of covered area to one space per 1,000 square feet.
ProPakistani reported on 6 August 2026 that the decision followed requests from builders, developers and the Islamabad Chamber of Commerce and Industry, and that the revised standard applies to all commercial plots in the current auction and to future auctions. The board decision is listed in CDA's own announcements at cda.gov.pk, dated 3 August 2026.
Original computation — Milkiyat.com. Under the revised CDA parking standard, required parking bays fall by 25% for a fixed covered area. Equivalently, permissible covered area rises by 33.3% (1,000 ÷ 750) for a fixed parking provision.

The sequencing matters. A bidder entering the Jinnah Convention Centre on 4 August 2026 was bidding on a plot whose development economics had improved 24 hours earlier. Whether that explains the Rs 9.13 billion paid for Plot No. 18 cannot be proven from public records, and Milkiyat.com does not assert it. But any analysis of the day-one result that omits the rule change is incomplete.

Original finding — Milkiyat.com. The four itemised plots sum to Rs 13,806.865 million against CDA's reported day-one total of Rs 13,806.87 million. The match is exact to the rounding, which confirms day one of the CDA August 2026 auction consisted of four transactions — not a busy session with four headline sales. No published coverage has drawn this distinction.
Blue Area Plot No. 18 alone represents 55.6% of the entire two-day take. The two Blue Area plots together account for Rs 12,647.97 million, or 76.9%. Al Sadat Marketing and Momentum Pakistan carried the same day-one figures, and Express covered the Plot No. 18 result in Urdu on 5 August 2026.
CDA has not published plot areas for the August 2026 auction, so a per-square-yard rate cannot be calculated directly. As a reference point, Dawn reported in January 2023 that a Blue Area plot set a record at Rs 3 million per square yard.
Original computation — Milkiyat.com. Working backwards from Rs 9,134.65 million, the implied size of Blue Area Plot No. 18 is approximately 3,045 sq yd at Rs 3.0m per sq yd, 2,284 sq yd at Rs 4.0m per sq yd, or 1,827 sq yd at Rs 5.0m per sq yd. This is inference from a 2023 benchmark, not measurement, and will be replaced if CDA discloses the plot area. Convert between local units with the Milkiyat area unit converter.
Day two of the CDA August 2026 auction included no commercial plots at all — only agro farms and ready-built retail:

Itemised by Dawn, 6 August 2026, against a reported day-two total of Rs 2,630.87 million — a rounding-level match confirming five transactions.
CDA has sold shops in this same building before, which gives a rare like-for-like series.
Dawn reported on 1 March 2025 that the February 2025 four-day auction sold 15 constructed shops in the Blue Area Parking Plaza for over Rs 1.555 billion, and quoted a CDA official describing a bid of around Rs 110 million against a shop of 494 square feet. The News, covering the same auction, noted each shop measured slightly over 490 square feet.
Original computation — Milkiyat.com. Blue Area Parking Plaza shop prices have risen approximately 45.7% between February 2025 and August 2026, an annualised rate of roughly 30%.

Two caveats, stated plainly. CDA has not published floor areas for the August 2026 shops; the per-square-foot figures assume the same 494 sq ft footprint as the February 2025 lots in the same building — plausible but unverified. And only three shops from the current auction have been itemised; they may be the better units. Treat +45.7% as a directional signal on prime Blue Area retail, not a settled index.
Headline revenue is the wrong metric for judging a CDA auction, and CDA's own recent history proves it.
Dawn reported on 25 December 2025 that in the December 2025 three-day auction CDA offered around 80 residential and commercial plots and sold 16 — a sell-through of roughly 20% — while still booking over Rs 17 billion. Day one of that auction produced Rs 13.52 billion, about 79.5% of the total.

The February 2025 auction had reached Rs 21.84 billion by its third day, per APP on 27 February 2025.
Original finding — Milkiyat.com. Average value per lot at CDA auctions has risen sharply while the number of lots transacting has fallen. The February 2025 auction averaged Rs 731 million per lot across 32 lots. The first two days of the August 2026 auction averaged Rs 1,826 million per lot — 2.5 times higher — across nine lots.
Read one way, that is genuine appreciation in prime Islamabad commercial land. Read another, it is a market where a handful of very large buyers transact and the mid-market is thin. Both readings fit the available data. CDA could settle it tomorrow by publishing lots offered against lots sold.
The most substantive story in the August 2026 auction is a non-sale.
Dawn reported on 6 August 2026 that CDA entered two commercial plots in Sector C-13 expecting revenue of over Rs 10 billion, and that the two plots failed to attract investor interest. C-13 was among the locations offered alongside Blue Area, G-10 Markaz, F-11 Markaz, I-8 Markaz, I-9 Markaz, I-12 Markaz, G-6 I&T Centre (Aabpara), G-11/1 I&T Centre and the E-11 Northern Strip.
Dawn's reporting sets out why the sector is contentious. Sector C-13 was acquired by CDA on 2 December 2008 under the Land Sharing Policy 2007, and compensation cases for the original landowners remain unresolved. The CDA Board decided in 2023 to route C-13 compensation into residential plots in Sector C-14 and invited claims; applications were submitted and revenue staff confirmed the acquisitions, but no allotments followed. The Islamabad High Court directed CDA to compensate the affected, and Dawn reports those orders were not implemented.
Sector C-14 is the same sector examined in our investigation into the possession crisis across C-14, C-15, C-16, E-12 and I-12, where allottees have waited decades for physical possession. Compensation routed into C-14 is compensation routed into a sector that has itself struggled to deliver.
We do not know why the C-13 plots went unsold. Reserve pricing, plot configuration and the compensation overhang are all plausible explanations; none is confirmed. What is certain is that Rs 10 billion of CDA's expected proceeds did not materialise, and that the shortfall sits on land whose original owners remain in litigation. Published reporting does not resolve which reading applies. The CDA brochure wording governs. Confirm it in writing before structuring payment — on a lot this size the answer is worth more than most complete transactions in the market.
No. CDA auction bids are provisional until approved by the CDA Board. The News reported on 5 August 2026 that all bids undergo comprehensive scrutiny before presentation to the Board, which is the competent authority to approve or reject them.
This is not a formality. Dawn's 1 March 2025 report on the February 2025 auction noted the auction committee declined to accept the highest bids on some commercial plots because offers came in below expectation.
Until the Board approves, Rs 16.44 billion is a number of accepted bids, not completed sales. Several outlets are describing it as money "collected."
Flagged for transparency rather than resolved silently.
1. Shop No. 8-A. ProPakistani reports Rs 152.646 million; Dawn reports Rs 151.66 million.
Milkiyat.com resolution. Dawn's figure reconciles with the stated day-two total of Rs 2,630.87 million to within Rs 0.13 million. ProPakistani's overshoots it by roughly Rs 1.1 million. We have used Dawn's figure.
2. Day-two total. Reported as both Rs 2.632 billion and Rs 2,630.87 million. The difference is rounding.
3. The parking standard. The News rendered the change as the parking standard being increased from 750 square feet to 1,000 square feet. That is literally accurate about the denominator but reads to a general audience as a tightening. The requirement was relaxed.
4. Day-two characterisation. Multiple outlets described day two as sustaining day-one momentum. It fell 81%.
If you bid. Confirm the rebate structure in writing before committing to a payment schedule, and do not treat a winning bid as a completed purchase until the CDA Board approves it. Build the approval lag into your financing.
If you own Blue Area commercial land. The parking rationalisation applies to auction plots and future auctions. Whether it extends to already-allotted plots and existing building plans is the question to put to CDA's Building Control Section. If it does, it is a straightforward increase in developable area on land you already hold.
If you own Blue Area Parking Plaza retail. Comparable units are transacting 40–46% above February 2025 levels. Verify against your own unit's size and floor position before accepting a resale offer.

On future commercial supply. CDA's plan for a Blue Area–style commercial strip along the Islamabad Expressway will add substantial competing frontage over the medium term.
Dawn's 25 December 2025 report makes an observation worth repeating: CDA, established in 1960, still funds development projects and non-development expenses including salaries and pensions from its land bank, with no significant recurring income beyond property taxes and transfer fees. CDA's spokesperson pointed to approved joint-venture rules, the Margalla Enclave housing project, a planned five- or seven-star hotel, and rental income from the completed Blue Area parking plaza as steps toward regular revenue.
Until those mature, each auction is both a market event and a budget event. That is why the concentration matters. An organisation raising 84% of a session from a single day, and 56% from a single plot, is exposed to the appetite of a very small number of buyers. It also explains why land keeps coming to auction — including, as in C-13, land whose ownership questions are not closed.
