Important: This page reports schemes named in LDA enforcement operations exactly as published by the Associated Press of Pakistan (APP), with dates. A scheme's status can change after publication: it may apply for regularisation, or LDA may act against others. Always check LDA's live list on lda.gop.pk on the day you pay. For how LDA approves schemes in the first place, see our Lahore Development Authority (LDA) guide.
Quick answers (October 2026):
- Where is the official list? On lda.gop.pk, under the Illegal Schemes list, alongside the Approved Schemes and Sifting Status lists.
- How many schemes are unapproved? About 273 of 700+, or roughly 39%, by LDA's figures.
- What does LDA do to illegal schemes? In 2026 operations it demolished roads, boundary walls and sewerage, and sealed site offices.
- Can an illegal scheme become legal? Some can, through LDA's sifting (regularisation) process. It is not automatic.
- Can a plot in an illegal scheme get a PLRA Property Certificate? Ask the developer in writing before paying. Without an approved layout plan, there may be nothing for a certificate to point to.
1. Why the official LDA list is the only one that counts
Lists of "illegal societies" circulate on WhatsApp, YouTube and property portals. Many are years old or carry no date. Only LDA's own record decides a scheme's legal status.
LDA publishes four lists on its website:
| LDA list | What it tells you | What it means for a buyer |
|---|---|---|
| Approved Schemes | Private schemes LDA has sanctioned | Start here; match the exact name and phase |
| Illegal Schemes | Schemes developing without approval | LDA warns the public not to invest |
| Regular Schemes | LDA's own public schemes | LDA is both developer and regulator |
| Sifting Status | Where an unapproved scheme stands in regularisation | Not approved yet; outcome uncertain |
LDA's website also carries a separate list of schemes developed in violation of the master plan in Kasur and Sheikhupura. Read that list and its notes directly on lda.gop.pk before considering any plot in those districts.
Milkiyat.com finding: by LDA's figures, 427 of the 700+ schemes it regulates are approved. That leaves 700 − 427 = 273 schemes, or 273 ÷ 700 × 100 = 39%, that are unapproved or still under process. Roughly two in every five schemes a Lahore buyer comes across carry approval risk.
2. Illegal schemes named in LDA operations, 2026
July 2026: 14 schemes on Manhala Road, Chhapa Village Road and Miraj Road
In an operation reported on 13 July 2026, LDA teams acting on the orders of Director General Tahir Farooq demolished roads, boundary walls, sewerage systems and other infrastructure, and sealed site offices, in these 14 schemes:
| # | Scheme (as named by APP) |
|---|---|
| 1 | Al Kabir Garden |
| 2 | Ammar Avenue |
| 3 | Canal View Farms |
| 4 | Ayan City Phase-I and Phase-II |
| 5 | Ali Garden |
| 6 | Grand Bazaar / Kashmir Garden |
| 7 | New Nathoki Abadi |
| 8 | Ahmed Garden |
| 9 | Pak Homes |
| 10 | Mughal Homes |
| 11 | Suleman City / Heaven City |
| 12 | Al Hammad Meadows |
| 13 | Royal Villas |
| 14 | BM Estate / Muhafiz City |
APP lists both Ayan City phases by name; we count them as one scheme to match the reported total of 14. ProPakistani's report of the same operation lists Grand Bazaar, Kashmir Garden, Suleman City and Heaven City as separate names and gives "BM Estate" without "Muhafiz City". We follow APP, the state news agency.
APP reported the operation across all three roads and did not assign each scheme to a road. Names that look alike are not the same scheme: "Al Kabir Garden" is not automatically any other scheme with "Al Kabir" in its name. Match the exact name and phase on LDA's list before drawing any conclusion.
The same operation sealed 73 properties for illegal commercial use: 29 in Gulberg and Faisal Town, 29 in New Muslim Town and Samanabad, and 15 in Allama Iqbal Town.
April 2026: 10 schemes
On 14 April 2026, LDA's Town Planning Wing demolished offices, boundary walls, gates, roads and other structures of 10 illegal schemes after issuing notices. It also sealed 129 properties for illegal commercial use, including 80 on Defence Road and 20 in Lahore Avenue. The report did not name the 10 schemes.
December 2025: more than 20 schemes
A Daily Times report of 10 December 2025 said LDA teams dismantled roads, offices and structures in more than 20 schemes across four major roads.
3. What the 2026 operations tell us
Milkiyat.com finding: scale. Reported 2026 operations hit 10 + 14 = 24 illegal schemes. Separately, LDA sealed 129 properties in April, 73 in July and 81 in August for illegal commercial use or unpaid commercialisation fees: 129 + 73 + 81 = 283 properties.
Milkiyat.com finding: concentration. The July operation found 14 illegal schemes on just three roads, or 14 ÷ 3 = 4.7 schemes per road.
What buyers should take from this:
- A scheme "near" a known road may be well off it. Check the exact location against LDA's list, not the advertisement.
- "Farms", "Gardens" and "Homes" branding says nothing about approval. Schemes in the July list used each.
- Phase II and extensions need their own approval. In July, LDA named both phases of Ayan City.
- Land sold as Lahore may be in Kasur or Sheikhupura. Read where LDA's authority ends.
LDA is also digitising enforcement. Notices now carry QR codes, cases are tracked with geo-tagged photographs, and de-sealing happens only once fines are paid, the property is restored to its legal status, or the competent authority grants approval.
4. What "illegal" means if you buy there
| Risk | What to expect |
|---|---|
| Infrastructure | LDA demolishes roads, walls and sewerage in illegal schemes; the buyer is left with what remains |
| Site office | Sealed by LDA; sales may continue informally |
| Ownership proof | Since 1 July 2026, plots trade only through a PLRA Property Certificate; an unapproved scheme may have no approved layout plan to issue one against |
| Building | No construction in LDA's area is legal without a sanctioned building plan; expect difficulty getting one |
| Resale | Buyers who check LDA's list will avoid the scheme, which limits who you can sell to |
| Regularisation | Possible only through LDA's sifting process, with conditions and costs, and not guaranteed |
| Compensation | We found no LDA scheme that compensates buyers; recovery is a claim against the developer |

5. How to check any society in five minutes
- Open LDA's Approved Schemes list on lda.gop.pk and search the exact scheme name.
- Check the phase. "Phase II" or an "extension" is often a separate approval.
- Search the Illegal Schemes list and the Sifting Status list for the same name.
- Ask the developer for the LDA approval letter and approved layout plan. Confirm your plot number is on it.
- Check the scheme's advertising for an LDA approval or NOC number, then match it to LDA's record.
The full walkthrough is in how to verify a housing society with LDA. For schemes LDA has cleared, see our LDA approved housing societies in Lahore 2026 list. If a developer says "approval is in process", check which stage it holds in LDA NOC vs LOP.
6. Already bought in an illegal scheme? What to do now
- Stop further payments until you know the scheme's status in writing.
- Check the Sifting Status list. If the scheme is in sifting, read what legalising an unapproved Lahore plot involves.
- Collect every document: booking form, receipts, allotment letter, advertisements and messages with the dealer.
- Ask the developer in writing whether your plot can be issued a PLRA Property Certificate, and keep the reply.
- Contact LDA with the scheme name and your documents. Numbers are in our LDA helpline and contacts guide.
- Join other buyers. A group complaint with shared documents is harder to ignore than an individual one.
Frequently asked questions
Where can I find the official LDA illegal societies list? On lda.gop.pk, under the Illegal Schemes list. It sits beside the Approved Schemes and Sifting Status lists.
How many housing societies in Lahore are illegal? By LDA's figures, 427 of the 700+ schemes it regulates are approved, so about 273, or 39%, are unapproved or still under process. Not all of them are on the Illegal Schemes list; some are in sifting.
Which schemes did LDA act against in 2026? In July 2026, APP reported LDA action against 14 schemes on Manhala Road, Chhapa Village Road and Miraj Road, including Al Kabir Garden, Ayan City Phase-I and Phase-II, Pak Homes and Royal Villas. In April 2026, LDA demolished structures in 10 schemes that were not named publicly.
Can an illegal housing society be regularised? Some can, through LDA's sifting process, on conditions LDA sets. It is not automatic, and LDA publishes each scheme's sifting status on its website.
Is it safe to buy a plot in a society under sifting? It is not approved. Treat it as high risk until LDA grants approval, and do not pay against a file.
Does LDA compensate buyers in illegal schemes? We found no LDA compensation scheme for buyers. LDA's action targets the developer and the infrastructure; recovering money is a claim against the developer.
Is a scheme approved if it has a big office and billboards? No. Marketing says nothing about approval. Only LDA's list does.
